SB 485 is a helpful step for our City to comply with the Clean Water Act and the Porter -Cologne Act, along with meeting Los Angeles Regional Water Board's MS4 permit requirements. Last year, a report was prepared for the League of California Cities and California Contract Cities Association entitled "Stormwater Funding Options, Providing Sustainable Water Quality in Los Angeles County", which determined funding urban runoff programs is so complex and costly, that county and cities cannot follow a single funding strategy. Additionally, the report included policy recommendations to provide additional resources for cities in their efforts, including codifying language to authorize the LACSD to manage stormwater and dry weather urban runoff. The City supports a regional approach to managing urban runoff, similar to the authority granted to the Orange County Sanitation District in 2002 that has proven to be a successful tool to improve water quality in Orange County. For these reasons, the City of Diamond Bar supports SB 485.
