Low Mayor Pro Tem Andrew Chou Council Member Stan Liu Council Member Steve Tye Council Member December 18, 2020 Los Angeles County Board of Supervisors Kenneth Hall of Administration 500 W Temple Street Los Angeles, CA 90012 RE: Los Angeles County Public Health Orders Dear Honorable Chair Solis and Board of Supervisors, On behalf of the Diamond Bar City Council, thank you for all your efforts and leadership, during this COVID-19 global pandemic. We clearly are in uncharted waters. Our lives and routines have been drastically altered in a very rapid fashion with the best of intentions to slow the spread of the virus and save lives. The City understands the importance of the Health Officer Orders to limit the spread of the virus, especially during this serious surge. However, the latest orders to prohibit outdoor dining and certain personal services such as nail and hair salons, seems to be arbitrary and without data that indicate these activities are a significant source of community spread. Many Diamond Bar restaurants, hair and nail salons and other businesses have gone to great effort and expense to comply with the ever-changing Health Orders. In spite of all these efforts, we are still facing the most serious and significant surge in new cases and hospitalizations seen to date. We recognize that the State’s Regional Stay Home Order, which went into effect November 30, 2020, now supersedes the decision of the County to prohibit these and other business activities. We request that as the State’s Order is modified or lifted, that County Health Orders be modified to remain consistent with State limitations. This would avoid much confusion over differing restrictions between the State and Counties. It is also likely that taking a consistent approach would lead to greater overall compliance. Honorable Chair Barger and Board of Supervisors LA County Health Orders December 18, 2020 Page 2   If that is not possible, we would suggest that you consider a more sub-regional approach to establishing limitations within the County. This could be modeled after the Service Planning Area or Council of Government geographic boundaries that currently exist within the County. The ‘one size fits all’ approach for the entire County is not reasonable and is without specific data to justify such. Los Angeles County is just too big for that to work in a practical manner. Establishing Health Orders on a sub-regional level could provide a more focused approach to curbing community spread with actions that are tailored and may be more effective to meet specific geographic or industry specific hot spots. It could also allow for the local economies to recover that much faster for those sectors that are able to safely operate in parts of the County within the established guidance and protocols. Again, thank you all for your leadership during these unprecedented times. Your attention and consideration to this matter is greatly appreciated.
