Low Council Member Jennifer “Fred” Mahlke Council Member July 30, 2020 Honorable Members of the Board of Supervisors County of Los Angeles Kenneth Hahn Hall of Administration 500 West Temple Street, Suite 869 Los Angeles, CA 90012 RE: County Charter Amendment Dear Chair Barger and Members of the Board of Supervisors: As Mayor for the City of Diamond Bar, I respectfully request reconsideration of the Los Angeles County Board of Supervisor’s action on the County Charter Amendment being placed on the November 3, 2020 ballot. Due to the economic uncertainty imposed on all governmental budgets, it is understandable that difficult decisions are being considered. Diamond Bar has been forced to implement many cost saving measures, including deferred capital projects, maintenance, and use of reserves. It is within that backdrop that I write to express concerns of the unintended consequences that a charter amendment would have on the County’s budget and public safety for more than 10 million residents that call our County home. During this time in our nation’s history, we are all asked to meet the moment . The county charter amendment would direct at least 10 percent of locally generated unrestricted revenues to support reinvestment and alternatives to incarceration. While the County has taken bold steps to transform our justice system, the instantaneous nature of the charter amendment is concerning.
