With the adoption of SB 89, cities lost $130 million in general purpose revenues, and in exchange received less than $100 million in restricted funds. Fortunately, ABx1 41 undoes that harm by restoring the VLF formula for cities, including annexations and new incorporations. For these reasons, the City of Diamond Bar supports ABx1 41.
