Existing limitation periods for land use and zoning decisions promote certainty for planning agencies and property owners. Once a decision ' is made, an owner can proceed to obtain permits and establish new uses, businesses, and jobs for the community. This legislation would extend the limitation period to five years after a decision has been made, increasing the likelihood of challenge and uncertainty for land use planning and business development precisely at the time when local governments are doing everything they can to encourage projects and economic development. Steve Tye Mayor The current economic downturn has also forced many cities to downsize their planning staff because of lost revenue and developer fees. The new legislative Ling -Ling Chang requirements would therefore impose additional restrictions and unfunded Mayor Pro Tem mandates on municipalities, both of which place considerable costs when the Ron Everett State is taking revenue specifically allocated for local government.
