Brown, Jr. State of California State Capitol Building Sacramento, CA 95814 Via Fax: (916) 558-3177 RE: Request For Veto: S13 89: Diversion of City VLF Revenue Dear Governor Brown: The City of Diamond Bar respectfully requests a VETO of SB 89. SB 89 came into print late in the day on June 28, 2011 and was rushed through the process with little discussion. It contains a provision that would sweep approximately $130 million of city general fund revenues from the current vehicle license fee formula to a special law enforcement account beginning July 1, 2011. Given our preliminary analysis this will cost our city approximately $220,152 in VLF fees per year. These are general purpose funds that are needed at the local level to provide vital local services which include fire and emergency services, library, parks and Steve Tye transportation. This measure attempts to shift these funds from our community to be Mayor used by law enforcement outside our boundaries and around the state. The lack of legislative transparency to rush this measure through with no opportunity for public Ling -Ling Chang input is an embarrassment to the state. Mayor Pro Tem For over 22 years, the City of Diamond Bar has maintained a strong financial Ron Everett foundation in spite of the difficult economic conditions that face us all. We have Council Member consistently adopted balanced budgets, added to our reserves, and acted responsibly with the taxpayer's money. The state should not be attempting to balance its own Carol Herrera budget shortfalls on the backs of cities that have acted responsibly year -in and year - Council Member out.
