The City Council of Diamond Bar respectfully opposes SB 469, which
undermines local land use authority by requiring additional economic and
community impact analyses for retail developments 90,000 square feet or larger
that sell groceries.
Incorporated in 1989, the City of Diamond Bar is a newer residential community
with unique needs that the City Council understands and works diligently to
address. Rather than give cities additional tools to address their own distinct
development needs, SB 469 pre-empts local land -use authority and requires
expensive analysis that Council's currently have the discretion to implement
based on the specific characteristics of their communities. Resident and
business input are key components to any decision made by the City Council,
and it should remain up to the local community to make decisions that impact
those they have been elected to serve.
For these reasons, the City of Diamond Bar is opposed to SB 469.
