Dear Assembly Member Williams:
The City Council of Diamond Bar respectfully opposes AB 438, which would
require voters to approve a City Council's decision to provide library services
through a private contractor.
The City of Diamond Bar opposes legislation that places additional barriers to
local control. City Councils are elected to set policy and budget priorities, and to
modify and determine what is best for the community in which they were elected
to serve. Placing these barriers will not only place additional costs on local
jurisdictions, but prevent timely and effective policy decisions from being
implemented.
For these reasons, the City of Diamond Bar is opposed to AB 438.
