Incorporated in 1989, the City of Diamond Bar is a newer residential community with unique needs that the City Council understands and works diligently to address. Rather than give cities additional tools to address their own distinct needs, HR 29 places additional obstacles for municipalities to exercise their discretion with processes to select the most cost-efficient and effective form of service delivery. Combined with the many unfunded state mandates, the demise of redevelopment agencies, and rising CalPERS costs, HR 29 would place additional financial burdens on municipalities at a time when cities continue to be faced with challenging revenue streams.
