(as amended August 7, 2014) Notice of Opposition Dear Senator Padilla: The City of Diamond Bar respectfully opposes your SB 556, which would require costly, unnecessary and overly burdensome, uniform and vehicle requirements on service providers that contract with public agencies. The City of Diamond Bar relies on our contract services to maximize resources while providing high quality and critical police, fire and emergency medical services. SB 556 makes it illegal for a Contractor that is a non-governmental entity and performs labor or services relating to public health or safety for a public agency, to wear a uniform bearing a logo of the public agency or display on a vehicle unless an identifying disclosure statement is also displayed. These additional uniform and logo requirements would drive contractor costs and impact service delivery. California Ambulance Association (CAA) states in opposition: "The potential costs to private providers would be superfluous as there is no documentation of uniforms or ambulance appearance posing any risk to patient or public safety." On September 30, 2012, Governor Brown vetoed similar legislation (AB 2389; Lowenthal) stating there is no solution being offered by changing uniform and logo requirements and that "it may spawn confusion and some costs " The City is further concerned that SB 556 fails to more narrowly define which services would be included under "public health and safety". This would pose grave administrative and fiscal problems for counties, cities, and special districts that contract for the services in addition to police, fire, and medical providers, which may be affected by the overreaching aspects of SB 556. Overall, SB 556 would raise significant issues as described above. For these reasons, the City of Diamond Bar opposes SB 556.
