The Honorable Brian Maienschein, Chair
California State Assembly, 77th District
1020 N Street, Room 157
Sacramento, CA 95814
Dear Assembly Member Maienschein:
The City of Diamond Bar respectfully opposes AB 45, which would impact cities
ability to select the most efficient and effective collection methods for household
hazardous waste (HHW) in each municipality.
The City of Diamond Bar proactively participates in the Los Angeles County
HHW collection event, as well as requiring City franchise haulers to offer
curbside collection of HHW material. Participating in both programs offers
residents the flexibility to choose the best collection option, ultimately benefitting
the entire state by increasing total diversion. AB 45 would eliminate the benefit
Steve Tye of participating in Countywide programs by requiring cities to increase its
Mayor collection and diversion of HHW independently, which would ultimately
negatively impact our residents and decrease total diversion.
Nancy A. Lyons
Mayor Pro Tem Additionally, AB 45 would require jurisdictions to conduct an expensive and
detailed waste characterization study in order to establish an HHW baseline and
Carol Herrera to increase HHW collection and diversion rates above the established baseline
Council Member by an unspecified amount. Unfunded mandates such as these have proven to
Jimmy Lin be costly in the past.
Council Member
Although the City of Diamond Bar strongly supports efforts to increase recycling
Jack Tanaka and diversion rates, these provisions provide an overall impact to our residents
Council Member and a significant financial burden on the City.
For these reasons, the City of Diamond Bar opposes AB 45.
