Dear Assembly Member Chang:
The City of Diamond Bar respectfully supports AB 347, which streamlines
quorum requirements for the Los Angeles County City Selection Committee to
the meet the unique needs of the 88 incorporated cities in the largest county in
the State of California.
AB 347 creates flexibility to allow the Los Angeles County City Selection
Committee to meet its quorum requirements with any mayor or city council
member in attendance at the meeting. Current law defines that the mayor of
Steve Tye each city is a member of the city selection committee. If the mayor is unable
Mayor to attend to vote at the meeting, the mayor is required to designate a member
of the city council to attend and vote on her/his behalf. AB 347 specifies that if
Nancy A. Lyons the mayor is not present at the Los Angeles County City Selection Committee,
Mayor Pro Tem then another member of that city can vote, such as the Mayor Pro Tem, or the
Carol Herrera most senior member of the City Council in attendance. This creates an eligible
Council Member voting member from a city if designated delegate is not present.
Jimmy Lin The Los Angeles County City Selection Committee has been unable to
Council Member consistently reach quorums to fill elections to regional boards and
commissions. We believe that the unique circumstances created by serving
Jack Tanaka the largest county in the state, including traffic, distance, notification, and time
Council Member of meetings contributes to the quorum challenges.
For these reasons, the City of Diamond Bar supports AB 347.
