Hertzberg California State Senate, 18th District State Capitol, Room 4038 Sacramento, CA 95814 Via Fax: (916) 651-4918 Dear Senator Hertzberg: The City of Diamond Bar respectfully opposes SB 272, which would place additional requirements on how cities conduct business. Diamond Bar has a long tradition of transparency efforts, with utilization of the w.diamondbca.gov website, DBty cable channel, social media, and integration of Granicus into the public meeting process, which enables live streaming of Council meetings, retention of meeting agendas and minutes, staff reports, and collection of historical meeting items. Rather than give cities tools to expand on transparency, SB 272's requirement that enterprise information be placed on websites is an unfunded mandate with new requirements that pose a significant security threat. Placing enterprise information on websites is akin to telling burigars where the extra keys to your house are, and would enable hackers all over the globe to use the information to illegally infiltrate systems, gather data, and cause security breaches that endanger the residents we are here to serve. As a city that prides itself on how to best serve residents through the balance of new technology and security, SB 272 does not provide the tools that would enable an improvement in both transparency and security.
