Dear Senator Mendoza:
The City of Diamond Bar respectfully supports SB 786 related to the State
license application review process for small bed, sober, or drug abuse
recovery and treatment facilities. The proposed legislation would allow the
State Department of Health Care Services to work with local governments to
review applications for facilities that result in overconcentration in residential
areas.
It is of utmost importance to preserve the integrity of our residential

neighborhoods and the communities in which we serve. Although sober living

facilities provide valuable rehabilitation and support services in a therapeutic

environment, placing these facilities within close proximity to one another

could potentially have a negative impact on neighborhoods. We believe local
governments should be given an opportunity to help recognize the

overconcentration of such facilities and applaud your effort to put responsible
