Fax (909) 861-3117 www.DiamondBarCA.gov Honorable Scott Wiener California State Senate, 11th District State Capitol, Room 4066 Sacramento, CA 95814-4900 Dear Senator Wiener: The City of Diamond Bar respectfully opposes Senate Bill 35 (SB 35), as the proposed legislation would limit municipalities local discretionary land use authority by making approvals of multifamily developments and accessory dwelling units (ADUs) that meet inadequate criteria a "ministerial" action. The proposed legislation places significant new requirements on municipalities and eliminates opportunities for public review of major multifamily developments. "Streamlining" in the context of SB 35 could be seen as a way to bypass the public hearing and community input process. Public engagement often leads to community supported projects and offers a critical step In the review process. For these reasons, the City of Diamond Bar opposes SB 35.
