HomeMy WebLinkAbout02/09/2017 - Minutes - Regular MeetingCITY OF DIAMOND BAR MINUTES OF THE, TRAFFIC AND TRANSPORTATION COMMISSION MEETING FEBRUARY 9, 2017 CALL TO ORDER: Chair Pechy called the meeting to order at 7:03 p.m. in the Diamond Bar City Hall Windmill Community Room, 21810 Copley Drive, Diamond Bar, California 91765. PLEDGE OF ALLEGIANCE: Commissioner Mirzaei led the Pledge of Allegiance. ROLL CALL: Commissioners Mahendra Garg, Shokoufeh Mirzaei, Chairman Ed Pechy Absent: Commissioner Cynthia Quan and Vice Chair Surendra Mehta Also Present: David Liu, Public Works Director; Kimberly Young, Senior Civil Engineer; Fabian Aoun, Assistant Engineer; Christian Malpica, Associate Engineer; John Beshay, Associate Engineer; and, Stella Marquez, Administrative Coordinator. APPROVAL OF MINUTES: A. Minutes of the January 12, 2017 Regular Meeting C/Garg moved, C/Mirzaei seconded, to approve the Regular Meeting Minutes of January 12, 2017. Motion carried by the following Roll Call vote: AYES: COMMISSIONERS: Garg, Chair/Pechy NOES: COMMISSIONERS: None ABSTAIN: COMMISSIONERS: Mirzaei ABSENT: COMMISSIONERS: Quan, VC/Mehta II. PUBLIC COMMENTS: Nicole Ertel said she has witnessed cars blowing through the Winterwood Lane and Quail Summit Drive area when the crossing guard is standing in the middle of the street with her stop sign. In addition, there are vehicles parking and blocking residential driveways. Cars are also blowing through the crosswalk at Diamond Bar FEBRUARY 9, 2017 PAGE 2 T&T COMMISSION Boulevard and Quail Summit Drive. She hoped the Traffic and Transportation Commission would approve having a police officer onsite between 2:45 and 3:15 p.m. to monitor the traffic. PWD/Liu said he would follow up with the crossing guard company and talk with the supervisor about the problems and issues that have been conveyed to the City this evening and will make sure that the crossing guard is able to effectively do his or her job. In addition, staff will follow up with the Sheriffs Department to discuss enforcement. III. ITEMS FROM STAFF: A. Traffic Enforcement Update: 1. Citations: November, December 2016 & January 2017 2. Collisions: November, December 2016 & January 2017 3. Street Sweeping: November, December 2016 & January 2017 PWD/Liu explained that this report is not available to the Commission this evening and the matter will be brought back to the Commission. IV. OLD BUSINESS: Chair/Pechy asked for an update on DBHS Rajvir Duds request indicating his interest to work with the City which he presented during the January 12, 2017 meeting. PWD/Liu responded that staff forwarded the student's resume and relevant information to the City's HR Manager which resulted in follow up calls and discussions. PWD/Liu said that the HR Manager explained that the City appreciated his information and willingness to help the City but indicated that while the City has an internship program, the minimum requirement is that the individual must be a qualified college student to meet the requirements of the program and in fact, the one and only Public Works position is currently filled. V. NEW BUSINESS: None VI. STATUS OF PREVIOUS ACTION ITEMS: None VII. ITEMS FROM COMMISSIONERS: None VIII. INFORMATIONAL ITEMS: A. Traffic Signal Infrastructure Upgrades Project, Phase I through Phase Ill — AE/Malpica — Notice of Completion was filed at the February 7 City Council Meeting. For Phase Il, staff will be recommending Elecnor Belco Electric fora contract award at the February 215' City Council meeting with construction to be completed 90 days after the Notice to Proceed. Adaptive Traffic Control Signal System — RFP — AE/Malpica — Staff held vendor demos on January 26th and today at City Hall with four vendors demonstrating their system abilities and performance. Preparation of an RFP is the next step in the procurement process to select and implement the preferred Adaptive Traffic Control Signal System. C. Copley Drive/Golden Springs Drive Intersection Enhancements — AE/Malpica — The traffic study was completed and is currently under review and once the review is completed the design will move forward. A consultant will be selected to assist with the design followed by implementation of construction of the recommended improvements at the intersection. D. Battery Backup Project — AE/Malpica — The contract was approved at the January 17th City Council meeting. The pre -construction meeting is scheduled for Monday, February 27 at City Hall at 2:00 p.m. followed by construction which is scheduled to be completed within 30 working days. E. Area 5 Road Maintenance Project —AE/Beshay- Staff held a design kickoff meeting this week with the designer, Onward Engineering, which is currently performing the field investigations. The design is intended to be completed in March with construction to commence in June. F. Willow Heights Construction Update/Diamond Bar Boulevard/Brea Canyon Road Intersection Enhancements AE/Beshay — This project has been completed and Notice of Completion was approved by the City Council at its January 17th meeting. There are a few punchlist items to be completed by Lennar's contractor which is underway. G. Lemon Avenue Interchange Project — SCENoung — Construction is well underway at this project location along Lemon Avenue at the SR60 freeway. Staff has received complaints from residents regarding lane closures along Golden Springs Drive when there is no work taking place on Golden Springs Drive. The lane closures have occurred because the project is designed per Caltrans standards and the work along Golden Springs Drive is part of the overall first Phase of the project, for which Caltrans requires that the traffic control be designed for the first phase in its entirety and implemented at one time. Staff has inquired about taking the traffic control down and installed when work begins on Golden Springs Drive, but it would result in a very costly change order. As a result, the traffic control will remain in place and staff is working with the contractor to see if the start time of the portion of work along Golden Springs Drive can be moved up. Unfortunately, with all of the rain, it will be difficult to move work up since other portions of the phase work are being delayed. H. SR -57/60 Confluence Project — PWD/Liu said that with respect to the SR57/60 Confluence, Diamond Bar had visitors from the Federal Highway Administration, and Caltrans headquarters staff from Sacramento. The purpose of the meeting was an effort by Caltrans to show staff members some FEBRUARY 9, 2017 PAGE 4 T&T COMMISSION of the critical freight transportation project areas throughout the state, one of which is the SR57160 which is considered a goods movement corridors. Staff learned of the meeting on Monday and were able to meet and greet the visitors yesterday at the site in front of the old Burger King/Honda Dealership location. Phase III money will not be available until 2025 and staff continues to emphasize that this project needs to be delivered now, not in 2025. The comment that Caltrans made to him was that the visitors from D.C. and Sacramento were very much influenced by what they saw and heard from staff. Construction is well underway. Last week addition K -Rail was installed along the Grand Avenue bridge and northbound lanes were restriped which has reduced northbound from three to two through -lanes. Staff has seen a good amount of traffic congestion especially during morning hours and. has been working diligently with Caltrans to see if they are willing to adjust their signal timing on the ramps to accommodate more traffic. Grand/Golden Springs Intersection Improvements Update—SCE/Young - Conceptual plans are being finalized and final plans and specs will begin in the next few weeks. Construction of this project is projected for Summer 2017 and with the existing ramp projects underway Grand Ave. will be heavily impacted with traffic congestion related to construction. Staff will work diligently to minimize impacts and coordinate construction as best as possible. J. Neighborhood Traffic Management Program (NTMP) — (Armitos Place Neighborhood) SCE/Young — No update from last month. (Crooked Creek Drive) AE/Malpica — Preliminary design plans were reviewed and completed. By early next month staff will be in contact with the neighborhood captain and Commissioners will be invited to attend the neighborhood meeting. K. Morning Canyon Road Rehabilitation Project—SCE/Young —This project is currently out to bid with a bid opening on February 21 with an engineer's estimate of $330,000. This project was previously designed to remove the large Italian Stone Pine trees that line Morning Canyon Road between Diamond Bar Boulevard and Stone Hill. As a result of the proposal, a large number of community members came out in favor of saving the trees since they had been planted for more than 50 years, were large and found to be an asset to the community. Under Council's direction, staff went back to the consultant to consider how the roadway could be rehabilitated while at the same time preserving the trees, and a plan was developed that would narrow the roadway down and eliminate parking as a result, so that the parkway in which the trees exist could be widened. L. Diamond Bar Boulevard/Maple Hill Road Median Modification Project — SCE/Young — Council awarded the construction contract at their December 20, 2016 meeting and staff is waiting for contracts to be signed. The pre - construction meeting is scheduled in the next few weeks with construction to commence by the end of the month. FEBRUARY 9, 2017 PAGE 5 T&T COMMISSION M. TR 63623 — Southpointe Residential Development/Larkstone Park — AE/Aoun — Final grading permits were pulled this week for the full tract development. Once the park permit is pulled, the park will be under construction. The lower park pad is scheduled to open in March concurrent with model home opening. The rest of the tract has three permits pulled for the homes being developed, the model home phase followed by phases II and III for the remainder of the home development. N. Diamond Bar Ranch Shopping Center (Old Kmart) — AE/Aoun — This project is in the review phase and there is currently one permit for demolition of the fagade of the old Kmart building, much of which has been torn down in preparation for new tenants Sprouts and Ross. With respect to concerns about trailer trucks parking in the lot overnight, staff discussed this item in a meeting with the contractors at the site, and they have installed construction fencing around the property to prevent trucks from coming in as well as, to provide a heads up that construction will be happening. VI. SCHEDULE OF FUTURE CITY EVENTS: As indicated in the agenda.
