Dear Assembly Member Ma:
The City Council of Diamond Bar respectfully opposes AB 2716, which
requires employers, including governmental agencies, to provide one
hour of paid sick leave for every 30 hours worked.
As a public agency, we believe compensation and benefit packages
should be determined locally. This state mandate removes local
control and may represent a significant increase in public agency
personnel costs. The additional tracking requirements contained in the
bill also present an administrative burden, forcing employers to track
the sick leave accrual of employees even after they have separated
from the organization. The bill also poses a problem to those
organizations with collective bargaining agreements, compromising the
integrity of the process by mandating specific new levels of leave.
With these costs in mind, public agencies may be forced to limit the
use of part-time and seasonal employees, which may in turn reduce
efficiency and service to the public.
For these reasons, the City of Diamond Bar is opposed to AB 2716.
