C/Mirzaei said she noticed the green light at the intersection north of Golden Springs
Drive (near the old Kmart site) flashing instead of being solid. AE/Malpica explained
that the flickering indicates the light it is about to burn out. He assured C/Mirzaei that
he would report'this to the City's contract maintenance provider to be replaced. She
asked if there were any updates regarding the retail stores coming to the Kmart
location.
PWD/Liu shared there has been a lot of activity at the Kmart location. Plans have
been submitted to the City for review and plan checking. If all moves forward
according to schedule, a grocery store will open in that location in the spring of next
year. AE/Aoun reported that along with stores that are being upgraded, the former
Kmart building will be split into three buildings, one of which will have two tenants.
There is a new building proposed on the edge of the shopping center at the Diamond
Bar Boulevard driveway which will be split into two portions, one of which will house a
coffee/cafb and a healthy fast food establishment. In addition, the entire parking lot
will be repaved and the left turn pocket proceeding north on Diamond Bar Boulevard
will be lengthened to accommodate the new/additional traffic. Plans are under review
and although he is not at liberty to say what tenants will occupy the buildings, he
believes residents will be pleased. PWD/Liu stated there would be a health/grocery
store, a coffee house (not Starbucks), a pet supply store, a clothing store and one to
be determined. In addition, the McDonalds, which is adjacent to the Kmart project,
recently submitted a plan to modernize their building.
C/Mirzaei asked if there were statistics available regarding attendance and other
information about City events available on the website. PWD/Liu responded that
information regarding City sponsored events and programs are available through the
Parks and Recreation Department.
VC/Mehta stated that the 4th of July event at the Diamond Bar High School this year
was the first he had attended and it was so nice. Everything went very smoothly and
everyone enjoyed the fireworks display.
C/Mirzael asked if Measure M passed and PWD/Liu said that it did.

A. Traffic Signal Infrastructure Upgrades Project, Phase I & Phase 11 —
AE/Malpica reported that the contractor and communications consultant have
completed all installations for Phase I and the project is now in the final phase
of construction. Phase III will be presented to the City Council on November
18th for consideration.
B. Adaptive Traffic Control Signal System — RFP — AE/Malpica indicated that
the City's Traffic Engineering Consultant is in the process of gathering field
and critical data to begin the design. This system is expected to be ready for
deployment by January 2018.
C. Copley Drive/Golden Springs Drive Intersection Enhancements —
AE/Malpica stated that the project is currently in the study stage, which is
anticipated to be completed by the end of January 2017.
D. Battery Backup Project — AE/Malpica shared that plans and specs will be
advertised the week of November 14th, with a bid date set for December 8th
and construction by January/February 2017.
E. Area 4 Road Maintenance Project — AE/Malpica reported that the project is
proposed to be completed by November 16th. There are approximately 20
streets on the punch list and work continues through Saturday, November 12th .
Approximately 350 manhole frames will be raised to cover the street to the
new finished surfaces. Striping will occur project -wide next week.
F. Diamond Bar Boulevard/Grand Avenue Clock Project — PWD/Liu shared
that when this item was brought before the City Council, Council decided to
table this project and look at other types of improvements in the area.
G. Willow Heights Construction Update/Diamond Bar Boulevard/Brea
Canyon Road Intersection Enhancements — AE/Aoun indicated that final
paving of this intersection was completed November 4th and 51h and slurry seal
operations along Diamond Bar Boulevard and Brea Canyon Road were
completed on November 9th as part of the Willow Heights enhancements.
Over the next two weeks, the final stage of the project will be the installation of
crosswalk pavers. AE/Aoun then displayed a video currently being shown on
DBTV every hour that provides more information about this project. Once
pavers are installed, striping will be put in place which will complete the street
work.
H Lemon Avenue Interchange Project — AE/Malpica presented a PowerPoint
presentation showing what will be presented to the City Council on December
6th. This project consists of three stages and as part of Stage 1, there will be
construction along Golden Springs Drive and Lemon Avenue, which will last for
12 months. There will be closures on Lemon Avenue (two left -turn pockets)
and reduction of lanes, which will likely affect the Walnut School District. On

Golden Springs Drive, the eastbound and westbound left turns will be closed,
with one of the remaining two lanes assigned to left turns. Staff continues to
work with the City's Traffic Engineer to coordinate retiming signals. In addition,
the contractor sent out public notifications to business owners, residents and
the school district and installed three message boards, two on Golden Springs
Drive and one facing southbound on Lemon Avenue. These will remain in
place for one month.
VC/Mehta asked if there will be an additional lane on Golden Springs Drive
once construction is complete. PWD/Liu explained to VC/Mehta that when
this project is completed, eastbound trucks will no longer be able to exit onto
Golden Springs Drive and make left turns onto Brea Canyon Road.
Westbound trucks will continue to exit onto Brea Canyon Road on the existing
off -ramp. There will be traffic impacts during construction and, while the
contractor could further mitigate those impacts, it would require that
construction be broken up. The plans and specs were designed to be
constructed in certain ways and if those plans and specs were changed to
reduce the construction period from 12 to 8 months, for example, there would
be additional costs (approximately $50,000).
AE/Malpica added that as part of the construction, a new traffic signal is under
construction at Lemon Avenue in Walnut, north of the proposed on and off
ramps. The traffic signal should be up and running by January/February 2017,
which will control traffic along Lemon Avenue.
SR -57/60 Confluence Project— PWD/Liu shared that currently, Phase I of the
three -phased project is under construction, which is the westbound on-ramp.
Most of the work that has taken place is within the Caltrans/freeway right-of-
way. Phase 11 involves the construction of the westbound off -ramp, which will
most likely commence in December or January. Phase 11 also includes
widening of the intersection of Grand Avenue and Golden Springs Drive as
well as, frontage improvement along the golf course between the freeway
on/off ramp. This portion of Phase 11 is in the design phase and development
of a landscape conceptual plan. The remaining piece is Measure M, which
passed by a nearly 70 percent margin (1/2 cent sales tax). With Measure M,
all projects were listed, which included Diamond Bar's $205 million SR -57/60
Project Phase Ill. This means that the $205 million for this project could be
made available beginning in 2017.
TR 63623 — South Pointe Residential Development — AE/Aoun reported that
this development is well underway. Most of the utilities have been completed
(sewer, storm drain, streets) and dry utilities have been installed. The four (4)
model homes are under construction, with grading for the entire complex to get
underway, for which plans are under review. In addition, the park plans were
recently approved and once processed, grading will begin on the park.

K. Grand Avenue/Golden Springs Drive Intersection Improvements Update—
As
pdate—As discussed under Item I.
L. Neighborhood Traffic Management Program (NTMP) —
Armitos Place — AE/Malpica indicated that staff is waiting for the
captains to collect the required 60 percent petition signatures to
proceed with the final design and construction. The original meeting
was held on September 29th.
Crooked Creek Drive — The initial meeting was held on October 6th
and because the required number of signatures was submitted with a
previous petition, staff is working on preliminary plans for the project.
The next meeting date for this neighborhood has not yet been set.
Preliminary plans include striping, speed cushions and signage
between Cold Springs Lane and Diamond Bar Boulevard along
Crooked Creek Drive.
M. Washington Street Cul -de -Sac at Lincoln Avenue Project—AE/Aoun stated
that the project was substantially completed on October 25th, Final striping
was delayed to November 10th, after Washington Street was slurry sealed and
paved by the Area 4 Road Maintenance Project. The contractor completed all
of the punchlist items and the new curbs will be painted red in order to prevent
unsafe parking and to provide better visibility. The 90 -day landscape
maintenance period continues until January 15, 2017. Thereafter, the project
will be processed for City acceptance and the Public Works team is
coordinating emergency services and detour plans.
N. Morning Canyon Road Rehabilitation Project — AE/Aoun reported that the
design of this project is complete. However, the City's consultant, Onward
Engineering, is in the process of revising the specifications for the CDBG
Fund. On October 4th, the City Council adopted the Resolution amending the
CDBG program for FY2016-17. The new project will provide for repair of the
existing and uplifted sidewalks in a residential neighborhood that has become
a tripping hazard. Approximately 5,500 feet of sidewalk will be replaced and
there will be eight (8) new curb ramp installations. Incidental work may include
repair of adjacent curb and gutter, adjacent driveways and reconstruction of
three catch basins, and approximately 33,000 square feet of asphalt/concrete
pavement. These improvements will be constructed on Morning Canyon Road
between Diamond Bar Boulevard and Stonepine Drive.
O. Diamond Bar Boulevard/Maple Hill Road Median Modification Project —
AE/Aoun stated that the project was advertised on November 8th, with a bid
opening scheduled for Tuesday, November 22nd. Award of the contract will go
before the City Council at a meeting in December. Construction is anticipated
to commence in January and continue for a period of 30 working days with
completion by the end of February.

VC/Mehta asked the importance of this modification project. AE/Malpica
responded that this is a program that the City took under consideration a
couple of years ago, with the analysis of intersections with line -of -site issues.
This is the 6th such citywide modification project. The purpose of this project is
to improve the line -of -site to allow motorists to make a safe left -turn.
PWD/Liu shared that last week, the City received a notice from the American Public
Works Association that the Grand Avenue Beautification Project received an award in
the "Creative and Innovative" category, which was very encouraging to staff. The
award will be presented at the awards luncheon on December 6th
All Commissioners voiced their congratulations.
V11. SCHEDULE OF FUTURE CITY EVENTS:
As presented in the agenda. VC/Mehta pointed out that Veteran's Day is
approaching and that the next Traffic and Transportation Meeting will be held on
Thursday, December 8th
ADJOURNMENT: There being no further business to come before the Traffic and
Transportation Commission, VC/Mehta adjourned the meeting at 7:54 p.m.
