City of Diamond Bar PARKS AND RECREATION COMMISSION MEETING RULES PUBLIC INPUT The meetings of the Diamond Bar Parks and Recreation Commission are open to the public. A member of the public may address the Commission on the subject of one or more agenda items and/or other items of which are within the subject matter jurisdiction of the Diamond Bar Parks and Recreation Commission. A request to address the Commission should be submitted in writing to the Secretary of the Commission. As a general rule the opportunity for public comments will take place at the discretion of the Chair. However, in order to facilitate the meeting, persons who are interested parties for an item may be requested to give their presentation at the time the item is called on the calendar. The Chair may limit the public input on any item or the total amount of time allocated for public testimony based on the number of people requesting to speak and the business of the Commission. Individuals are requested to conduct themselves in a professional and businesslike manner. Comments and questions are welcome so that all points of view are considered prior to the Commission making recommendations to the staff and City Council. In accordance with Government Code Section 54954.3(a) the Chair may from time to time dispense with public comment on items previously considered by the Commission. (Does not apply to Committee meetings.) In accordance with State Law (Brown Act), all matters to be acted on by the Commission must be posted at least 72 hours prior to the Commission meeting. In case of emergency or when a subject matter arises subsequent to the posting of the agenda, upon making certain findings, the Commission may act on an item that is not on the posted agenda. INFORMATION RELATING TO AGENDAS AND ACTIONS OF THE COMMISSION Agendas for Diamond Bar Parks and Recreation Commission meetings are prepared by the Community Services Department and are available 72 hours prior to the meeting. Agendas are available electronically and may be accessed by a personal computer through a phone modem. INFORMATIONAL ITEMS: 2.1 Recreation Program Update — RS/Murphey 2. 1.1 Power Point Presentation — Concerts in the Park — CSC/Tarazon MAY 26, 2016 PAGE 2 P&R COMMISSION C/Herndon asked if the City broadcasts were available on dish and CSC/Tarazon said she did not know but they are available on the City's You Tube channel. VC/Sulakhe asked if attendees were mostly Diamond Bar residents and CSC/Tarazon responded that she believed a majority of the attendees were. Chair/Grundy asked if there was a record of attendees or if the City was guessing about the attendees and CSC/Tarazon responded that there is no way to know who is and who is not a resident although staff looks at the public information booth to see how much interest there is because unless a person is a Diamond Bar resident they would not have much use for the information provided at the booth. 2.2 Parks Report — PMS/Jordan C/Herndon asked about the water problem at Sycamore Canyon Park and wanted to know if there was any way to capture water from the creek to irrigate the park. PMS/Jordan said that with respect to the water leak, there was a drinking fountain by the third base side of the softball field that had a sticky valve and would intermittently remain on. Apparently, on one such occasion it had run for a considerable amount of time and created a puddle behind the fence and some of the water flowed out onto the field. PMS/Jordan said he did not believe it would be feasible to use creek water to irrigate the park. CSD/Rose said that at one point the City contacted Walnut Valley Water District about the steady source of water at the park and asked if there was some way to put it into a container and pump it into the irrigation system and they were not interested. He believes that PMS/Jordan is correct that to do anything would require a permit from Fish & Game which could be looked into. Chair/Grundy asked that thank -you notes be sent to the Church group and the Boy Scouts for their help. C/Sulakhe asked why the tree was were being cut down at the Kmart Center and PMS/Jordan said staff received calls on Monday about the large Ficus tree being taken down. The tree is on private property and is privately owned and Ficus is not considered a "protected" species. Chair/Grundy asked if there was a proposed use of the Kmart property and CSD/Rose responded that there is a new development going in that is unknown by staff at this time. C/Sulakhe said she heard it was going to be movie theaters. 2.2.1 Power Point Presentation on Heritage Park walkthrough — PMS/Jordan. MAY 26, 2016 PAGE 3 P&R COMMISSION 2.3 C/Herndon asked if there had been many sightings of Coyotes in the City and PMS/Jordan said he had not heard of any increased Coyote activity. CSD/Rose said it is typical in this type of natural area to see Coyotes from time to time. In fact, staff saw one from the window of City Hall recently which was scampering around the parking lot and then ran up the hill behind the building. C/Sulakhe said it did not look very clean around the drinking fountain area. PMS/Jordan said the debris was sand that had been spilled. On the day staff did the walkthrough the cleaning crew was onsite and took care of it that day. CIP Projects — CSD/Rose A. Steep Canyon Trail Connector & Pantera Park Trail — Staff found a couple of minor issues with the plans. Going forward, each trail that the City constructs has to meet a certain level of Americans with Disabilities Act access and what was used at Grandview Trail was a rope that people could hold onto to guide themselves down the trail. Staff found that the rope was being vandalized beyond repair and after consulting with Building and Safety it was recommended that a chain be installed in place of the rope and as a result, the design team was asked to revise the plans for the Pantera Trail to include a chain in place of the rope. The revised plans have come back and this project will go out to bid in the next week or so. B. Diamond Canyon Park — Construction continues. Staff anticipates the park will be open by the end of this summer. In the meantime, individuals have been using the park and kids have been using the play equipment. This is in the hands of the developer who understands people must be ,kept out of the park until it is completed. The next portion is installation of the pedestrian bridge and as of yesterday, the developer did not have a scheduled time. Staff expects it will be July. C/Herndon reiterated his concern about the lack of fencing between the play equipment and the roadway and asked if that had been investigated. CSD/Rose said this was discussed with Lennar folks and staff is looking to see what potential solutions are available. C/Herndon asked if CSD/Rose agreed there needed to be more protection for the kids and CSD/Rose said that the children using the tot lot need to be protected but exactly what that entails has not been determined. C. Design of Heritage Park Improvements — On hold MAY 26, 2016 PAGE 4 P&R COMMISSION D. Design of Longview South & Stardust Park Improvements — As previously mentioned, the City received a $300,000 grant from State Parks Act (LA County) for Stardust Park which means this project can now move forward with sufficient funding. Staff met with Architerra Design Group and incorporated the value engineering and has verified that the specified improvements for Stardust Park meet all of the Grant requirements. Architerra gave staff a revised concept plan and cost estimates. Staff is awaiting approval to move forward with the construction documents. Staff plans to combine Peterson, Longview South and Stardust parks into one single project to provide economy of scale. Architerra has completed the survey work for Peterson Park and should have a concept plan to staff by next week. As soon as the concept plan is approved construction documents will commence and the three projects will be packaged to go out to bid. E. Installation of Swings at Longview Park North — On hold until the new fiscal year at which time Public Works will assume the lead on this project. F. Larkstone Park Design — Nothing has happened since the first plan check except that grading is being done on the site. Staff is told Lennar wants to have the park done as soon as possible and this project will also be taken over by the Public Works Department. G. Trail Information Panels at each Trail Head — Working with Architerra the panels are designed and Architerra will put them in their final format to get the panels made. Staff expects the panels to be in production by the end of this fiscal year and installed next fiscal year (July/August). There are nine panels each of which will be placed at the nine trailheads in Diamond Bar. Chair/Grundy asked if the City has liability while the Diamond Canyon Park is under construction and CSD/Rose said no, the liability falls to Lennar. Chair/Grundy asked if CSD/Rose knows why the Heritage project had stalled and when it might become active again and CSD/Rose said he was told by the City Manager that at this time the project is on hold. 2.4 List of pending Commission requests — CSD/Rose RS/Murphy will provide information regarding the number of annual events (weddings, etc.) at the Diamond Bar Center at the Commission's June 23rd meeting. PMS/Jordan said he would have an update regarding additional lighting outside the kitchen area at the Diamond Bar Center at the next meeting as MAY 26, 2016 PAGE 5 P&R COMMISSION well. C/Herndon asked CSD/Rose to elaborate on Sycamore Canyon Park "lighting solutions at other locations are being considered. CSD/Rose explained that the first consideration is the Pony Baseball Field and adjoining YMCA property and next, the middle field at Lorbeer. The five year CIP program lists the South Point Middle School project but if the Pony and Lorbeer projects happen he is not sure that the South Point project will remain on the five-year CIP list. 3. OLD BUSINESS: None 4. NEW BUSINESS: None 5. ANNOUNCEMENTS: C/Liang congratulated and praised CSD/Rose for over 40 years of service to the community. Since joining the Commission 10 years ago he has appreciated the work CSD/Rose does and has learned a lot from him. He also appreciates CSD/Roses demeanor — he is a gentleman and a scholar and C/Liang hoped for a great retirement for CSD/Rose. He thanked CSD/Rose for all that he has done for the City of Diamond Bar. C/Herndon echoed C/Liang's sentiments and said it has been a great pleasure working with CSD/Rose and he will be missed. He offered CSD/Rose to come back and visit but did not expect that he would. He asked if CSD/Rose could elaborate on the structure post CSD/Rose's tenure. CSD/Rose explained that the Community Services Department will cease to exist as a department as of June 30. The recreation portion of the department will be called the Parks and Recreation Department and RS/Murphey will continue in her position. There are discussions about recruiting a Parks and Recreation Director and the difference with that position is that the Director would be in charge of the recreation, the Diamond Bar Center activities and scheduling of facilities for Heritage, Pantera and other park sites used by User Groups and residents for picnics and private events. The parks maintenance and other maintenance activities will continue under PMS/Jordan and he will be transferred to the Public Works 'Department and report directly to PWD/Liu. PWD/Liu as Public Works Director will ultimately be responsible for the parks portion. As far as Commission meetings, Commissioners will continue to see PMS/Jordan and RS/Murphey and at some point there will be a Parks and Recreation Director. For the immediate future ACM/McLean will be RS/Murphey's immediate supervisor and it is possible that during that time he may attend the Commission meetings. AC/Gonzales will continue putting the agenda together and Commissioners should pass along their information and requests to her. Recreation individuals will continue providing reports as they have in the past unless and until there is a change in the format requested by the new Parks and Recreation Director. It is likely that there will be no recruitment and hiring for a MAY 26, 2016 Director for about six months. PAGE 6 P&R COMMISSION C/Herndon thanked CSD/Rose for the update and again wished him the best. VC/Sulakhe wished CSD/Rose well. While she has known CSD/Rose for a short time she has been a long time resident of Diamond Bar and has enjoyed all of the parks and appreciates all of the work that has gone into making the parks enviable. She wished CSD/Rose a lot of golf time. Chair/Grundy said he joined the Commission 15 years ago and CSD/Rose helped him to understand what it meant to be a Commissioner, toured him around the City and helped him gain a lot of insight. There were a few different faces then but CSD/Rose has been here the entire time. Chair/Grundy said "Thank -you, Bob for all of the support and effort he puts into the Parks and Recreation programs." It shows that CSD/Rose cared about this City and he will be missed. He thanked CSD/Rose for all he has done for the City. The Guide has been mailed to Diamond Bar residents and is available at the Diamond Bar Center, City Hall and Heritage Park. +r _ Spring Contract Classes — The Spring semester began on March 12 and ran through May 27. Tennis Anyone and Harmony Aikido's last Spring session overlaps with the Summer session start dates. The last Spring class will be held on Thursday, June 16. As of June 14, there are 789 students enrolled in 165 classes. Summer Contract Classes — The Summer semester began on May 28 and will run through August 19. As of June 14, there are 544 students enrolled in 206 classes and camps. One of our new camps this year includes Campus Basketball Skills Camp. Class is held at Mt. Calvary Lutheran School. There were 9 eager students in attendance this week. Tiny Tots -- Graduation for the 5 year old children moving on to T -K or Kindergarten is set for June 17 at the Diamond Bar Center. The theme this year is Star Wars - Outer Space. There will be 21 graduates. Graduation starts at 9:30am and ends after the parent participation potluck. The families will have time to take selfies with the Star Wars Character stand -ups. The Summer Session begins on Monday, June 20. At the time of this report there were 13 enrolled in the 3 year old class and 20 enrolled in the 4-5 year old class. DD 4Youth "in Faction" -- The youth met on Tuesday, May 31 for their regular monthly meeting. Included on the agenda was Relay for Life, the 41h of July Blast and Teen Night Out. The Walnut Valley Relay for Life is on June 25 and 26. There are six youth signed up for the team and 26 youth sign up as interested in the event at Suzanne Middle School. At the next regular meeting on Tuesday, June 21, the youth will plan for Relay for Life and the sale of glow items at the 4th of July Blast. Planning for the Friday, July 22 Teen Night Out event at Sycamore Canyon Park is ongoing and almost complete. Volunteens -- Volunteens are now working in the field at the five programs in which they are assigned, including Concerts in the Park, Senior Programming, Summer Day Camp, Tiny Tots, and Youth Baseball. Summer Day Camp — Weeks 1 and 2 are now complete and Week 3 is now underway. During Week 3, campers will visit Splash Kingdom and the California Science Center in Exposition Park. A total of 1,100 campers can be registered for all the weeks of Summer Day Camp and 1,075 are currently enrolled. Week 1: May 31 - June 3 89 Final "Jumping and Jousting!" There are 18 teams in the league this season. The fall program will begin September 11. Included in the $360 registration fee are 10 league games plus a qualification game, scorekeepers, and championship awards. Teams also pay $21 per week for the officials. Adult Volleyball -- The current session will conclude July 25. There are 8 participants currently enrolled in the program. For only $28, participants receive 7 weeks of play on two courts of action from 7-9pm. Skate Park -- The skate park averages 12 users per hour on weekdays, with 17 users per hour on the weekend. Field attendants check in on the skate park a few times each day, from 4pm - dusk on weekdays, and from Sam - dusk on the weekends. Table 'rennin -- The Table Tennis program continues play at Heritage Park on Tuesday (average of 12 participants), Thursday (average of 13 participants), and Sunday (average of 12 participants) evenings. Open play takes place from 6-10pm on Tuesdays, Thursdays, and Sundays. Youth Indoor Soccer -- The 2016 season came to a close on June 6, at Mt. Calvary Lutheran School. One team in each division will be the recipients of the coveted sportsmanship award, which will be presented at the June 23 Commission meeting. Youth Baseball -- Heritage Park was the site of the skills evaluation day for the Double A and Triple A divisions on June 11. Teams were drafted immediately after the evaluations were completed. Practices began June 13 at Sycamore Canyon Park and Paul C Grow Park. Games begin on July 5 and continue until August 13. The $89 registration fee includes a team hat, jersey, trophy, and ten games. Volunteer coaches are being accepted and reviewed to assist with this program. There are currently 135 children enrolled in the program. Adult Excursions Summer Adult Excursions – We are SOLD OUT with 46 enrolled to attend the excursion to the 4m of July concert at the Hollywood Bowl on Saturday, July 2. Excursion includes roundtrip transportation, parking, concert ticket, seat cushion rental, and a snack for the ride home for $60/person. There are currently 16 enrolled to Marina Del Rey to enjoy brunch at Tony P's Dockside Grill on August 20. From there we will head to the famous Venice Beach boardwalk. Excursion includes brunch, roundtrip transportation, and a snack for $51/person. On September 10 we have an excursion scheduled for the Long Beach Lobster Festival. Excursion includes festival admission, roundtrip transportation, and a snack for $42/person. There are only 4 enrolled at this time. Senior Classes -- Mt. San Antonio College partners with the City of Diamond Bar to offer 15 free classes to seniors at the Diamond Bar Center, Heritage Park and City Hall. The classes vary from computer to exercise and fine arts—most are filled to capacity. The spring session began on February 22 and concluded on June 10. Summer classes will start June 2011 and concluded July 29tH Highlight class of the month: Sunshine Senior Yoga Yoga is a private class for Sunshine Senior club members. Currently there are 18 seniors attending each session which is held every Friday morning from 7:30am- 8:45am. Seniors who've taken this class have said that the class has improved stress levels, their balance, agility and so much more. These types of classes are the most recommended exercise for seniors, teaching them to relax and ultimately become healthier and calmer. A delicious meal was catered by Gary's Market and DJ Keith Johnson provided a delightful mix of number one hits starting from 1930's to celebrate each prom year. The event concluded with everyone's favorite: raffle prizes! Super Diamond Age Senior Club — June 11th, the Super Diamond Age Senior Club Quarterly Birthday was held at the Heritage Park community center on Saturday. They had over 100 guests in attendance and provided boxed lunches for all their members. Dancing, singing and fun was had by all. Evergreen Senior Club — The Evergreen Senior Club held its quarterly birthday celebrations in the Grand View Ballroom on Thursday, June 9th. There were over 300 people in attendance for entertainment, lunch and cake. Senior Groups and Clubs Five senior clubs regularly meet and hold events at the Diamond Bar Center and Heritage Park Community Center: The Diamond Bar Senior Citizen's Club has 269 members. They meet each Tuesday with approximately 175 at each meeting at the Diamond Bar Center this month. ® The Diamond Bar Evergreen Club has 340 members. They hold classes throughout the week at the Diamond Bar Center. ® The Diamond Age Seniors has 200 members. They meet each Monday, Wednesday, and Friday. ® The Sunshine Seniors has 800 members on their books; 220 attend their programs on a regular basis this month. They meet the second and fourth Sunday of each month and every Saturday morning. ® The Super Diamond Age Seniors has 205 members. The cost of this trip was $22. Participants received $25 in slot play from the casino. Lunch was own their own. June 23rd —The Broad Museum — A group of 45 seniors will be headed to Los Angeles to spend the day. First stop, Seafood Vegas buffet for lunch which is located on the famous Hollywood Blvd. After lunch they will be headed to LA's newest museum for a self -guided tour. The Broad is one of the most prominent holdings of postwar and contemporary art worldwide. Special Events 2711 City Birthday Party Financial summary and evaluation attached 4t1 of July Blast -- The event will take place on Monday, July 4, 2016 at Diamond Bar High School, from 5-9:30pm. Traffic control and event information notices were mailed out at the week of June 6th to over 600 addresses including the businesses in the surrounding areas. The notice is also available for pick up at City Hall, Diamond Bar Center, Library and at Concerts in the Park. Commissioners should receive their parking permits for the reserved parking lot located off Pathfinder Road. Reserved permit parking will begin at 4:OOpm and conclude at 8:30pm. Once the 8:30pm hour has passed please be aware that you will need to find alternative parking due to preparation for the firework show. Also, if you choose to park in the reserved parking lot please note that at the conclusion of the event, traffic control will be operated by the L.A. Concerts in the Park The City of Diamond Bar presents the 26th annual Concerts in the Park series this summer. The series began on June 15 and will run through August 3 on Wednesday evenings from 6:30pm until 8:OOpm (no concert July 6). The concerts are held at Sycamore Canyon Park, 22930 Golden Springs Road. Commissioners should have received their RESERVED parking permit in the mail. The permit is for your use at all of the concerts and movies in the park. The highlight of the day's activities took place on stage at 3pm as the Mayor and members of the City Council cut the official birthday cake and joined the community in singing Happy Birthday to Diamond Bar! In addition Mayor Lyons along with the rest of the City Council presented the Outstanding Diamond Bar Volunteer awards to 4 recipients. Once again the Regional Chamber of Commerce San Gabriel Valley operated the Business Expo and the Diamond Bar Friends of the Library operated the beer and wine garden. The City operated the car show with over 40 cars on display. 22 non—profit service organizations participated by operating an information booth. In addition, there were 8 delicious food booths, 16 kiddie game booths, 14 tween games, and 10 carnival rides operated during the event. The event also featured an emergency operations and vehicle display with LA County Fire and Sheriff's Departments participating. Lastly, residents were amazed by the great entertainment on stage with 10 local groups twirling, dancing, singing and cheering! This event is offered for nominal charges to the residents of Diamond Bar. Staff turns in a proposed budget for the series each spring as part of the City's budget process. The approved budget reflects the Council's interest in continuing to offer this event at low cost. The following financial summary shows what the direct costs of the event were. The following is a brief recap of routine maintenance items completed. Diamond Bar Center • Responded to a report that the ice machine was leaking water. Found a clogged drain line in the ice bin. Ice was removed and clog was cleared. • Installed new cabinet doors in the kitchen and worked on adjustments. Manufacturer is scheduled to replace hinges to allow for better range of adjustment. • Installed new alarm system battery. • Re-lamped six (6) light fixtures throughout the facility. • Replaced two (2) lighting ballasts. • Performed interior and exterior window washing. • Repaired kitchen sink. • Cleared upper storage to prepare for installation of new flooring. • Serviced water feature weekly (contractor). • Performed monthly emergency generator test. Passed. • Performed monthly exterior lighting maintenance. (Best) • Lighting circuit to memorial circle has a dead short. Simmons electric contracted to trouble shoot and repair. (On-going) Update: unable to locate junction boxes or conduit for circuit. Will most likely have to trench and install new circuit to restore operation. Grandview Trail • Installed new guide chain for visually impaired hikers to replace damaged/vandalized rope along trailhead. Heritage Park • Repaired malfunctioning faucet in women's restroom. • Added muriatic acid to the urinals to remove uratic salts from the drain lines. • Installed new alarm battery. • Assembled new ping pong tables. • Installed new soap dispenser in kitchen. • Cleared sand from two (2) park drinking fountains. Maple Hill Park • Installed new shut off valves for drinking fountain adjacent to the tennis courts. Pantera Park • Cleared drinking fountain drain at the snack bar. • Found concrete trash can on the soccer field. Moved can back to the picnic area. • Replaced home plate on softball field #2. • Repaired concrete at several locations throughout the park. Removed four (4) basketball goals to facilitate repairs. • Installed six (6) new basketball goal nets. • Installed one (1) new barbeque at the picnic area. • Installing aluminum walkway light poles to replace rusting steel poles. (Ongoing) Peterson Park • Repaired drain in men's restroom toilet. • Repaired damaged rail on bleacher at softball field #1. • Repaired batting cage gate latch. Ronald Reagan Park Performed various plumbing repairs in the men's and women's restrooms. Starshine Park Cleared sand from the drinking fountain drain. Steep Canyon Trailhead • Cleared weeds adjacent to the stairs along the trailhead. • Repaired damaged fence rail near the top of the stairs. Sycamore Canyon Park . Installed new light pole to replace vandalized pole. (Simmons) Installed three (3) new locks and three (3) new spool bars at various toilet paper holders. Sycamore Canyon Mesa Trail • Repaired/tightened fasteners on various exercise equipment along mesa trail. Washington Street Park • Blocked off slide access to keep kids away from vandalized portion of the slide. The slide entry hood had a hole burned into it. The damaged part is scheduled to be repaired by a new vendor named Polymenders who will weld a plastic patch into place to fill the hole. City Hall/Library • Performed monthly emergency generator test. Passed. • Re-lamped eleven (11) light fixtures in the Library spaces and six (6) lights in the City Hall spaces. • Replaced four (4) lighting ballasts in Library spaces. • Performed monthly carpet cleaning in City Hall spaces. Unclogged floor drain in City Hall Break room. Cut into wall to intercept line and added a clean out for future repairs. (Roto -Rooter) • Performed monthly exterior lighting maintenance. (Best) • Unclogged restroom sink in Library restroom. Construction is planned to be completed by the end of 2016. 2) Request for trail descriptions to be placed HSIEH Ryan at the base of each trail - McLean Update — this project is included in the adopted 2015/2016 CIP budget. Estimated cost: $20,000. Update — the information panels are now being designed. 01.26.15 1) Recommendation to re -do drainage at HERNDON Anthony Stardust Mini -Park - Jordan Update — included in the new park design and the project is included in the adopted 2015/16 CIP budget. 2) Inquiry about installation of ball field lights HERNDON Ryan at Sycamore Canyon Park at the same time McLean new cell tower is installed - Update — ball field lights at Sycamore Canyon Park are not a priority for staff at this time. Lighting solutions at other locations are being considered. This item has not gone to the Planning Commission yet. 04.23.15 1) For future consideration — a sidewalk HSIEH Ryan installation project at the Diamond Bar McLean Center from the Summitridge Drive entrance to the top - Update — staff is considering a revision to the design of the gate to accomplish this access issue. 04.28.16 1) Request for a breakdown of the number HSIEH Christy of events (i.e., weddings, quincenieras) held Murphey at the DBC annually. 2) Request for additional outdoor lighting at SULAKHE Anthony the DBC near the rear entrance to the kitchen Jordan by the generator. 05.26.16 1) Request to investigate the possibility of irrigating Sycamore Canyon Park with water from the creek at the park. HERNDON Ryan McLean 2) Request for thank you letters to the Boy GRUNDY Debbie Scout troop and the church group for their Gonzales volunteer work at city parks. 3) Request for additional fencing between HERNDON Ryan Brea Canyon road and the play area at McLean Diamond Canyon Park to better protect the children.
