City of Diamond Bar PARKS AND RECREATION COMMISSION MEETING RULES PUBLIC INPUT The meetings of the Diamond Bar Parks and Recreation Commission are open to the public. A member of the public may address the Commission on the subject of one or more agenda items and/or other items of which are within the subject matter jurisdiction of the Diamond Bar Parks and Recreation Commission. A request to address the Commission should be submitted in writing to the Secretary of the Commission. As a general rule the opportunity for public comments will take place at the discretion of the Chair. However, in order to facilitate the meeting, persons who are interested parties for an item may be requested to give their presentation at the time the item is called on the calendar. The Chair may limit the public input on any item or the total amount of time allocated for public testimony based on the number of people requesting to speak and the business of the Commission. Individuals are requested to conduct themselves in a professional and businesslike manner. Comments and questions are welcome so that all points of view are considered prior to the Commission making recommendations to the staff and City Council. In accordance with Government Code Section 54954.3(a) the Chair may from time to time dispense with public comment on items previously considered by the Commission. (Does not apply to Committee meetings.) In accordance with State Law (Brown Act), all matters to be acted on by the Commission must be posted at least 72 hours prior to the Commission meeting. In case of emergency or when a subject matter arises subsequent to the posting of the agenda, upon making certain findings, the Commission may act on an item that is not on the posted agenda. INFORMATION RELATING TO AGENDAS AND ACTIONS OF THE COMMISSION Agendas for Diamond Bar Parks and Recreation Commission meetings are prepared by the Community Services Department and are available 72 hours prior to the meeting. C/Owens seconded the nomination. There were no other nominations offered. The roll call vote was suspended and C/Roberto was unanimously acclaimed Chairman of the Parks and Recreation Commission with C/Roberto abstaining. MARCH 24, 2011 PAGE 2 P&R COMMISSION MATTERS FROM THE AUDIENCE: None CALENDAR OF EVENTS: As presented in the agenda and read by CSD/Rose with the addition of the State of the City event, Thursday, March 31 from 6:30 to 7:30 p.m. at the Diamond Bar Center. 1. CONSENT CALENDAR: 1.1 Approval of Minutes for the Regular Meeting of February 24, 2011. VC/Herndon moved, C/Owens seconded, to approve the February 24, 2011 minutes - as corrected. Without objection, the motion was so ordered with C/Liang abstaining. 2. INFORMATIONAL ITEMS 2.1 Recreation Program Update — RS/Murphey 2.1.1 PowerPoint Presentation on Youth Basketball — RS/McKitrick C/Owens asked if the gymnasium at Chaparral Middle School would be made available for the program. RS/McKitrick said he hoped so, but did not know at this point. When South Point opened, the school waited a year before allowing anyone into the facility and he hoped that Chaparral would move more quickly. C/Owens asked if the gym had seating and RS/McKitrick responded that at this point, no; however, the school intends to have seating. For the grand opening, the school pulled in some of the outdoor bleachers. The full court is more appropriate for older kids and because there are equipment rooms along the sides that would prevent the younger kids from having side court games, they would have to use the full court for the younger kids as well. 2.2 Parks Report — PMS/Jordan C/Liahg asked if there had been damage to any of the parks due to the excessive rain. PMS/Jordan explained that staff is monitoring Sycamore Canyon Park. When there is a large amount of rain, the creek level rises and floods the tot lot which results in a loss of wood chips. Staff plans to replenish the current supply of wood chips; however, PMS/Jordan is hesitant to do that at this time in anticipation of more spring rain. Once the rain has subsided, the remediation will take place. The City has been fortunate not to suffer major incidents this year at Ronald Reagan and Peterson Parks where the tot lots typically flood during the rainy season. 2.2.1 Power Point Presentation on Trail Connector Re -Route — Ridge Route to Canyon Loop — PMS/Jordan. MARCH 24, 2011 PAGE 3 P&R COMMISSION Chair/Roberto asked if there were any other areas along the trail between Steep Canyon and the Diamond Bar Center that should be looked at for possible preventative measures. PMS/Jordan said there are other areas that are quite steep; however, he believes the one being discussed this evening was the worst area. At some point in the future, if the City is able to obtain more grant funds for trail development, there might be a couple of sections that would benefit from switchbacks or stairs. C/Owens asked how long the new switchbacks have been in use. PMS/Jordan said the re-route has been in use about a week. C/Owens asked if staff had received feedback from any of the users and PMS/Jordan said no, but staff has noticed quite a bit of foot traffic. C/Grundy asked if anyone contacted the individual who first brought this matter to staff's attention. CSD/Rose said staff would contact her. VC/Herndon asked if staff felt the re-routing sign would be sufficient to detour hikers or if staff considered installing a fence to block off the area. PMS/Jordan said he did not believe a fence was necessary. Individuals who want to cut through the area will find a way and if staff were to put in a fence, it would give staff another maintenance issue and detract from the area. 2.3 Parks Master Plan Update — CSD/Rose C/Grundy asked if the document was being updated for any of the recent discussions or ideas about the dog park and CSD/Rose responded "yes." Originally the plan for the Pantera meadow is strictly for a scout facility and now the document indicates the meadow could be used for either a meadow or dog park. VC/Herndon asked if any further discussions had been held regarding the dog park since the Commission's last discussion and CSD/Rose responded "no." Staff is gathering numbers and is planning to take that information to a future study session with the City Council. When this item is placed on the study session agenda, he will advise the Commissioners. 3. OLD BUSINESS: None 4. NEW BUSINESS: None 5. ANNOUNCEMENTS: VC/Herndon commended staff for quick action on the trail re-route. C/Owens thanked staff for the PowerPoint Presentations and quick response to the concerns and safety issues with the trail re-route. He also shared that he and his wife joined the excursion to the Getty Museum. He thanked CSC/Batson and her assistant for providing such a well -organized event. MARCH 24, 2011 PAGE 4 P&R COMMISSION C/Grundy echoed his colleagues' comments on staff's quick response on the trail re-route and he appreciated seeing the evaluations of the basketball program and hearing about some of the other activities taking place in the City. It never gets old being able to say what a wonderful job everyone is doing. Keep up the good work because the results are very obvious in terms of evaluations and the way the parks look. C/Grundy stated that he may not make it to the upcoming City Birthday Party because it appears that will take place during a planned family outing. C/Liang thanked staff for the great presentations Chair/Roberto thanked staff for everything they are doing. He attended the CPRS Conference in Sacramento and participated in some very good education sessions, including a session on effectively managing budget cuts. He is very thankful that D.B. has been fiscally responsible and that the City has not had to face significant cuts in its budget. There are California cities that are suffering significantly and meticulously going through their budgets to cut costs to attempt to balance their budgets. As a result of attending the conference, he realized that a position in Parks and Recreation would be a fun career. CSD/Rose congratulated Chair/Roberto on his appointment and thanked C/Grundy for his past service as Chair. Chair/Roberto thanked former Chair/Grundy for his leadership by example during Chair/Roberto's first year on the Commission. ADJOURNMENT: VC/Herndon moved, C/Grundy seconded, to adjourn the meeting. Saturday, May 21, 2011- Dodger Stadium Tour & Hollywood & Highland Center Dodger Stadium is one of the most treasured Los Angeles landmarks. We will go on the "Championship Tour" of Dodger Stadium where you will learn history, get a view that only the player's get, visit the Press Box, the Club, and the training center. After the tour we will go to the famous Hollywood & Highland. Here you will have time to eat at one of the famous eateries, shop in the many stores, and take in the sights. Excursion includes roundtrip transportation, Dodger Stadium tour, and a snack for $31. There are currently 20 participant registered and 25 open spaces. Saturday, June 4, 2011- Pechanga Casino Don't drive all the way to Vegas, get lucky at Pechanga Casino in Temecula. Spend the day testing your luck at the tables, machines, and sports pit. Receive $5 in free slot play just for coming! Don't forget to eat at one of the fabulous restaurants or conquer the buffet. Excursion includes roundtrip transportation and a snack for only $16. There are currently 10 registered participants and 35 spaces available. Saturday, June 18, 2011- Santa Barbara Land/Sea Tour- SOLD OUT Enjoy a narrated land and sea tour in beautiful Santa Barbara. We depart and first go on a tour of downtown Santa Barbara. Learn about the cities fascinating history. Next we drive into the water and take a Harbor tour and see the sea life and enjoy being on the ocean. Upon return to land, the afternoon is yours to spend sampling the food at Stern's Warf and on State Street. Excursion includes roundtrip transportation, sea/land tour, and a snack for $39. This trip is a repeat of last July's excursion, it was so popular we took 55 people and the land/sea tour company was unable to accommodate more participants. We had 22 people on the waitlist when the excursion ran. The excursion is full with 45 participants. A bigger bus will not be ordered because the land/sea tour bus cannot accommodate more participants. Senior Programs Senior Classes -- Mt. San Antonio College partners with the City of Diamond Bar to offer 15 free classes to seniors at the Diamond Bar Center. The classes vary from computer to exercise and fine arts. All classes are full. They began January 10th and will conclude Junel9th, 2011. Senior Seminars 4/4 Understanding Alzheimer's 4/11 Winning at Weight Loss 4/15 Reverse Mortgage 4/18 Medicare 101 I, wy�L ��IniPo� �F A Recreation Program Update TO: Honorable Chairman & Members of the Parks & Recreation Commission FROM: Christy Murphey, Recreation Superintendent DATE: April 21, 2011 MEETING DATE: April 28, 2011 Community Recreation Guide The Spring 2011 Community Recreation Guide was mailed to the residents of Diamond Bar, along with a mailing list of approximately 300 non-residents. It is available to be picked up at City Hall, Diamond Bar Center, Heritage Park Community Center, Pantera Park Activity Room and Diamond Bar Public Library. Contract Classes Winter 2011 -- Winter session officially ended on March 18. This winter we had 806 participants enrolled in 155 classes; revenue was $54,414. In winter 2010 we had 817 participants in 157 classes making $54,257 in revenue. After a lower than anticipated Fall session the Winter session experienced 2010 equal enrollment and slightly more in revenue. Spring 2011 -- Spring session 2011 is in full swing; season began March 26 and runs through June 17. Thus far we have 603 participants in 190 classes. So far this season we have several full classes: piano for youth and piano for adults, baby ballet, beginners crochet, and fitness blast. Jimmye Lou Thies is teaching the popular Country Line Dance class; she has been dancing for over 20 years and has been teaching for over five years. In this class participants learn the fundamentals of Country Line Dance including how to count the beat and the basic forms for the dances. Jimmye's favorite part about teaching is the gratification when the students master the dance and seeing the joy the participants get out of the class. Youth Programs Tiny Tots -- Tiny Tots Spring session started on March 28 and will go through June 11, 2011. At the time of this report Heritage Park Tiny Tots had 19 in the 3 year old class and 20 in the 4/5 class. Pantera Park had 12 in the 3 year old class and 19 in the 4/5. Heritage Park and Pantera Park Tiny Tots will go on their spring excursion to the La Habra Children's Museum in May. Pantera Park will go on May 6 and Heritage Park will go on May 13. DB 4Youth "In Action" • The new board was elected on Wednesday, March 30. Being recognized at the Parks and Recreation meeting are the outgoing 2010-2011 board - Richard Caldera - Chairman, Melanie Rodriguez - Vice Chairman, Stephanie Diaz - Secretary, Julie Wu - Treasurer, Elven Tsao - Member at Large, Jennifer Wang - Member at Large and Seena Chokshi - Immediate Past Vice Chairman. The new 2011-12 board is Elven Tsao Chairman, Tino Or - Vice Chairman, Secretary - Jennifer Masuda, Stephanie Diaz - Treasurer, Ashley Xie - Member at Large, Sylvia Guan- Member at Large and Jennifer Wang - Member at Large. • Thirty five youth volunteered specifically as DB 4Youth "In Action" members at the City Birthday Party on April 16. They operated the bowl-a-rama game booth, helped the Diamond Bar Community Foundation with their game booth and did various other jobs throughout the day including clean up at the end of the day. • The youth planned and implemented a Food Drive to benefit Dovetail Ministries, the organization who holds a food bank at Heritage Park once a month. The food drive was held at Albertsons on Diamond Bar Blvd. on Friday, April 22 from 4pm to 6pm and Saturday, April 23 from 10am to 3pm. • An eighteen foot Eiffel Tower will be constructed from a cardboard kit for the "Starry Night in Paris" 6th, 7th and 8th grade dance on May 13. The Diamond Bar Center will be transformed into small cafes around the Eiffel Tower. • The Relay for Life Team sign-ups are ongoing at www.relayforlife.ora/diamondbarca. The Diamond Bar Community Foundation is sponsoring a joint team with the youth. Anyone interested in supporting DB 4Youth "In Action" can donate to the cause at this sight. The team name is DBCF and DB 4Youth "In Action" Against Cancer. Relay for Life is scheduled for Saturday, June 11 to Sunday, June 12 at Lorbeer Middle school. The survivor lap kicks it off at 9am Saturday morning. • Teen Night Out scheduled for Friday, July 15 has been themed "Neon Dreams." Plans are in the works to up the fun at the event with some new features. Neon Dreams include painting neon shirts, Dance, Dance Revolution competition, Rock Band, an inflatable obstacle course and some other competitive games to be announced. Volunteens -- A total of 73 applications were received. Four application s were not eligible due to age or residency so 69 volunteen hopefuls were invited to interview. Staff is scheduling interviews for the week of May 9. Qualified applicants will be invited to an orientation later in May. Summer Day Camp -- Staff has meeting dates set from now through June for trainings and set up. Included in the trainings will be PeaceBuilders and CPR/First Aid. Registration brochures were delivered to Diamond Bar schools kindergarten through sixth grade on March 2. Summer Day Camp can have up to 100 participants each week for a total of 1100 for the whole summer. At the time of this report Summer Day Camp has 785 campers enrolled (71%). Major: Disneyland Minor: John's Incredible Pizza (Excursions are subject to change) Youth and Adult Sports Youth Indoor Soccer -- There are 139 children enrolled in the program, which began April 9 and will conclude on June 4. Participants practice and play games on Saturdays at Mt. Calvary Lutheran School. The $84 registration fee includes a jersey, trophy, and eight games. Adult Basketball -- The spring 2011 season began with practice games on April 17. Registration is still being accepted for the league. The first league games will be held May 1. Games are played at Diamond Bar High School and South Pointe Middle School. Included in the $360 registration fee are 10 league games plus a qualification game, scorekeepers, and championship awards. Teams also pay $20 per week for the officials. Adult Volleyball -- The current session began on April 11. There are 10 participants currently enrolled in the program. For only $40, participants receive 10 weeks of play on two courts of action from 7-9pm. Table Tennis -- The Table Tennis program continues play at Heritage Park on Tuesday (average of 13 participants), Thursday (average of 15 participants), and Sunday (average of 14 participants) evenings. Open play takes place from 7:30-11 pm on Tuesdays and Thursdays, while Sunday is open from 6:30-10pm. Skate Park -- The skate park averages 12 users per hour on weekdays, with 18 users per hour on the weekend. Field attendants check in on the skate park a few times each day, from 4pm - Dusk on weekdays, and from 8am - Dusk on the weekends. There are currently 10 registered participants and 35 spaces available. Saturday, June 18, 2011- Santa Barbara Land/Sea Tour- SOLD OUT Enjoy a narrated land and sea tour in beautiful Santa Barbara. We depart and first go on a tour of downtown Santa Barbara. Learn about the cities fascinating history. Next we drive into the water and take a Harbor tour and see the sea life and enjoy being on the ocean. Upon return to land, the afternoon is yours to spend sampling the food at Stern's Warf and on State Street. Excursion includes roundtrip transportation, sea/land tour, and a snack for $39. This trip is a repeat of last July's excursion, it was so popular we took 55 people and the land/sea tour company was unable to accommodate more participants. We had 22 people on the waitlist when the excursion ran. The excursion is full with 45 participants. A bigger bus will not be ordered because the land/sea tour bus cannot accommodate more participants. Senior Programs Senior Classes -- Mt. San Antonio College partners with the City of Diamond Bar to offer 15 free classes to seniors at the Diamond Bar Center. The classes vary from computer to exercise and fine arts. All classes are full. They began January 10th and will conclude June19th, 2011. Lunch at the Ocean House is also planned. All for $43. Senior Special Events April 21, 2011 - Senior Spring Dinner Dance There are currently 120 seniors signed up for this popular event. Keith Johnson will provide the music for dancing and BC Continental is catering. The cost is $15 per person. April 21, 2011 — Senior Softball, Opening Day This is the opening day for the Senior Inter City Softball League. The Diamond Bar Diamonds will be taking on the Duarte 66ers in their first game of the season. Festivities are planned which include the Mayor throwing out the first pitch. Special Events 22"d City Birthday Party Pantera Park was jumping as an estimated 8,000 people attended the annual celebration on Saturday, April 16. The highlight of the day's activities took place on stage at 3pm as members of the City Council cut the official birthday cake and lead the community in singing Happy 22" d Birthday to Diamond Bar! In addition Mayor Steve Tye along with the rest of the City Council presented the Outstanding Diamond Bar Volunteer award's to 11 recipients. Once again the Regional Chamber of Commerce San Gabriel Valley operated the Business Expo with 50 businesses in attendance. The City operated the car show with over 40 cars on display. Picnic games were also scheduled throughout the day (potato sack race, tug-of-war, and egg run toss). 34 non profit service organizations participated by operating an information booth. In addition, there were 15 delicious food booths, 16 kid zone game booths, 14 teen action zone games, and 10 carnival rides operated during the event. This year's event also featured a disaster preparedness expo with 5 different organizations participating and "going green" area with 9 organizations participating. Lastly, residents were amazed the great entertainment on stage with 21 local groups twirling, dancing, singing and cheering! Full Financial Summary and Evaluation will follow in the June Commission Report. a by Arbor Day: Friday, April 22 Pantera Elementary School - 9:30am In honor of the City of Diamond Bar's designation as a Tree City U.S.A., children from Pantera Elementary School will celebrate Arbor Day with special presentations and participation in an exciting tree planting ceremony. The ceremony will also include recognition of the 2011 Pantera Elementary School Poster Contest winner. Everyone is invited to join us for this special event. Easter Egg Hunt: Saturday, April 23 - Pantera Park — 10am The City of Diamond Bar and the Diamond Bar Breakfast Lions Club have teamed up once again to offer the Diamond Bar community a fun -filled event! The eggstravaganza starts at 8:30am with a pancake breakfast provided by Fire Explores Post 19. At 10am the hunting will start. Separate egg hunting areas will be set up for children based upon their age. Children should remember to be on the lookout for a special appearance by the Easter Bunny and his friends the Peeps! Upcoming Events! 4th of July Blast -- The event will take place on Monday, July 4, 2011 at Diamond Bar High School, from 5-9:30pm. The day will kick off with a variety of entertainment including music from "Sound Bytes." Face painting, crafts and picnic games will also be available. Concerts in the Park -- The City of Diamond Bar will present the 21 st Annual Concerts in the Park series this summer. There were 21 church rentals, 2 Sunshine Senior activities and 2 Toastmasters meeting. There were also 8 weddings, 3 business meeting and 3 banquets. There was also, a baby shower, an AYSO registration and a memorial service. A total of $65,941.16 in rental fees was collected during the month of March for Diamond Bar Center rentals. The revenue for March of 2010 was $59,217.50. Heritage -- There have been 12 rentals of Heritage Park Community Center for the month of April. Rentals include a church, an ongoing meditation class, and 4 birthday parties. Total revenue for these rentals is $2,275. The revenue for April 2010 was $3,392.50. Pantera -- There have been 5 rentals of the Pantera Park Activity Room for the month of April. There was a birthday party, a graduation party, an AYSO meeting and two Toastmasters meetings. Total revenue for these rentals is $500. The revenue for April 2010 was $680. Picnic Reservations -- As of April 20, 2011, there have been 39 picnic reservations made for the month of April. There have been 12 for Sycamore Canyon Park, 7 for Ronald Reagan Park, 7 for Peterson Park, 7 for Pantera Park, 4 for Heritage Park and 2 at Maple Hill Park. The revenue of these picnic rentals is $1,175. The revenue for April 2010 was $825. There are 6 Diamond Bar parks available for picnic rentals: Heritage Park, Maple Hill Park, Pantera Park, Peterson Park, Ronald Reagan Park and Sycamore Canyon Park. Pantera Park and Sycamore Canyon Park have two locations each that are available for reservations. This change was made last year to accommodate the popular use of these parks. The size of both Pantera Park and Sycamore Canyon Park has made it possible to accommodate multiple rentals. The most popular use, as you can imagine, are in the Spring and Summer seasons. Rentals include use of the picnic table and shelters. Renters may provide bouncer equipment with proof of liability insurance and proper permits. The following is a brief recap of some of the more significant projects. Diamond Bar Center • Replaced three (3) lighting ballasts in the Sycamore Room, Pine Room and Pre -function Lobby. • Rebuilt three (3) tree up -light ballasts in and adjacent to the grass oval area. One repair, which included repairing the bulb socket and replacing the lens and lamp, was due to vandalism. • Re-lamped two (2) ceiling up -lights in GVBR section B and one (1) sconce light in section A. Re-lamped one (1) lobby up -light. • Re-lamped two (2) parking lot lights and one (1) walkway light by Willow Room. • Cleaned and de -scaled urinals. • Cleaned ice machine level sensors. • Performed monthly emergency generator test. • Replaced soap dispenser in upper ladies restroom. • Repaired four (4) chair carts and one (1) table cart by welding frames and casters. • Repaired torn carpet in GVBR section B. Installed new lobby security camera and associated equipment. March 21 through March 24 was a maintenance period at the DBC. Tasks included cleaning carpeted and non- carpeted floors, cleaning banquet chairs and cloth GVBR wall panels. Also included was painting of the stage walls, touch up of nicks in various walls and cleaning of all base boards. Heritage Park • Re-lamped one (1) exterior pole light. • Re -tamped two (2) exterior wall pack lights. Maple Hill Park • Replaced mirror in men's restroom. Pantera Park • Cleared drain in men's room urinal. • Replaced two (2) basketball nets. • Repaired play equipment by replacing post top cap by "ship" element, and replacing flag post. • Replaced damaged pole light bezel with concrete base. • Replaced broken window pane on activity room back door. Discussion regarding options for Implementation of the Plan The consultants from TKE, Ron Hagan and Jeff Scott presented a review of the Parks Master Plan process to date at the Commission Study Session on April 14, 2011. City staff then forwarded the up -dated Parks Master Plan documents in electronic format to all the Commissioners on April 15. At the April 28 Commission meeting, the consultants from TKE will present the up -dated Parks Master Plan that the Commissioners received on 4/15/11 and respond to any questions or comments the Commissioners may have. Sections of the Parks Master Plan that have been significantly up -dated since the presentation to the Commission on July 30, 2009, the Community presentation on September 12, 2009 and the presentation of the final draft Trails Master Plan to the Commission on November 19, 2009 include: 1. Revision of trail name (Grand View Trail instead of Southern Route) in Summit Ridge Park Trail System of Trails Master Plan (document 4). 2. Section 7 (recommended priorities for parks, schools and trails) of Executive Summary (document 1) has been completely revised. 3. Table 7.1 (recommended capital improvement plan) has been revised. 4. Wildlife Meadow of Pantera Park in Park Facilities (document 2) revised to include potential dog park 5. References to constructing a future library and city hall have been removed. 6. Summit Ridge Park master plan has been revised (document 2, section 18). 7. Staff intends to add a graphic of Site D school site with a proposed 2 acre park that could be a future acquisition for the City (will be added to document 6, but is not ready yet). Staff suggests that the Commissioners review the above changes for discussion at this meeting. Recommended Action: Review Parks Master Plan documents and recommend adoption to the City Council. Establish a Commission sub -committee to study options for the implementation of the Parks Master Plan.
