CALL TO ORDER:
Chairman Pincher called the meeting to order at 7:02 p.m, in the South Coast Air Quality
Management District Conference Room CC -2, 21865 Copley Drive, Diamond Bar, California
91765.

Street Sweeping: October, November and December 2011
Chair/Pincher noted that street sweeping enforcement activities appear to be lower due to
vacations in December and January which are major street sweeping months. PWD/Liu said
he would discuss the matter with the Sheriff's Department. Chair/Pincher asked if staff

could let residents know that if they allow their bushes to grow out into the street area that it
will impede the street sweeping services.

VII. ITEMS FROM COMMISSIONERS:
C/House shared that he noticed the signal at Brea Canyon Road and the SR -60
seems to be working more efficiently now. C/House said he contacted staff to let
them know that the street sweeper was not coming down his street. The problem
appears to have been rectified.
VIII. INFORMATIONAL ITEMS:
A. Traffic Signal Battery Backup System Project — AE/Malpica stated that staff
has finished testing the 11 locations and expects to go to Council with a notice
of completion in February.
B. Tin Drive and Bridle Drive Striping Improvement —AE/Malpica shared that a
speeding complaint was received about vehicles crossing DBB onto Tin Drive.
Some drivers were not yielding to drivers making a left turn at Bridle Drive and
Farben Drive. City's traffic consultant investigated the area of concern. As a
result, it was recommended to install a four (4) inch solid white right edge -line
to give the drivers the illusion of the street narrowing. This causes the drivers
to be less inclined to speed.
C. Median Modification — Diamond Bar Boulevard/Clear Creek Canyon Drive —
AE/Malpica stated that a pre -construction meeting is scheduled for Monday,
February 13, 2012. Staff will be inviting all the affected companies to attend
the meeting to discuss any corners with their utility lines. This project will
improve the line of sight for vehicles making left turns from Diamond Bar
Boulevard onto Clear Creek Canyon Drive by narrowing the median and
shifting the left turn pocket to alignment. This will enable vehicles to have a
better view of oncoming traffic.
D. Silver Fir Road and Windwood Drive Stop Sign — AE/Malpica reported that a
pedestrian crossing concern came from a resident about vehicles turning right
onto Windwood Drive from Silver Fir Road. The resident stated that vehicles
did not come to a complete stop allowing pedestrians to cross safely. After
review of the situation, it was determined that while a crosswalk is not
warranted at this location, a stop sign is recommended for installation. The
City will therefore be installing a stop sign and pavement legend during the
week of January 23`d

( E. Golden Springs Elementary Parking Lot Improvement— SE/Yee reported that
PUSD notified staff that approval was received from the Division of the State
Architect and two other agencies that regulate education facility improvements.
The School Site Council is in favor of the proposed improvements and the
goal is to begin construction in Summer, 2012. The District will be sending a
status letter to the surrounding community and the parents of the school next
week.
F. The Rock Move — SE/Yee shared the L.A. County Museum of Art is
arranging for the transportation of a 340 ton rock from a quarry in Riverside to
L.A. The transportation will be on a customized trailer with enough axles to
spread the load and avoid impacts to roadways. The transportation route
includes traveling through Diamond Bar roadways and we are currently
working with the hauler and our consultant to perform a load analysis to
determine any potential impacts. It is a large undertaking that will involve
adjustment of traffic signal arms and closure of lanes during the nighttime haul.
City staff is currently crafting permit conditions and is requiring a $75,000
bond. Tentative schedule for the move is March, 2012.
G. Diamond Canyon Parking Issue — SE/Yee reported that in December, a
petition was sent to the Traffic and Transportation Commission requesting the
elimination of parking on Diamond Canyon Road. Staff has field checked the
parking situation and determined that there may be a need to consider parking
( modifications. Notifications will need to be sent to the Diamond Canyon
Community and other affected persons inviting them to submit their comments
in writing or in person. This item will be ready for consideration at the
Commission's February meeting.
H. U.S. Post Office Parking Lot (Diamond Bar Boulevard/Montefino Avenue) —
SE/Yee said that it was brought to the attention of staff that the parking lot
striping and circulation had been changed at the U.S. Post Office on Diamond
Bar Boulevard. Staff has been attempting to reach the Branch Manager to
discuss and understand the purpose of the changes and to determine if there
are any suggestions that can be made to improve some of the confusion that
has been occurring from patrons that are not accustomed to the new
circulation pattern.
I. Lemon Avenue On/Off-Ramps Project — AE/Young reported that the
Authorization of Proceed is still pending with the State. Once received, Right
of Way Activities can begin which are expected to take up to 18 months.
J. Residential Area 1/Arterial Zone 6 Road Maintenance Project — AE/Young
reported that a contract for design was awarded to Onward Engineering for
design and construction in the amount of $83,750. Award of construction
contract is anticipated for April/May and construction is anticipated to take
about 45 -days.

( K. CDBG Curb Ramp Project (FY 2011-2012) — AE/Young stated that the plans
and specs are being finalized for transmittal to CDC for review before going
out to bid. The engineer's estimate for this project is $195,000 for 82 curb
ramps in the vicinity of Maple Hill Elementary and Chaparral Middle Schools.
L. Chino Hills Parkway/Chino Avenue Street Rehabilitation Project — AE/Young
indicated that this is being funded by STPL funds and as a result, the Request
for Authorization was sent to the state in December for review. The engineer's
estimate for this project is $706,000. PWD/Liu explained that Chino Hills
Parkway was constructed in 1988-1989.
M. Caltrans Slope Repair— Golden Springs Drive—AE/Young reported that since
2010 staff has been working with the State to get the slope repaired.
Currently, the area is covered in plastic and has been a huge eyesore for the
community. However, next week construction will begin to repair the slope.
The contract was awarded to Peterson -Chase General Engineering
Construction, Inc. The slope will be mitigated, stabilized and hydro -seeded.
During construction hours of 8:00 a.m. to 4:30 p.m., the #2 lane on Golden
Springs along the slope will be closed. C/Mahlke stated it would be advisable
to delay start of construction to 8:30 a.m. to allow kids to walk to school
because there are no crossing guards to help the kids cross Golden Springs
Drive. In addition, she asked if staff could let the schools know about the
project. AE/Young said staff would get a letter out to the schools and
residences in the area next week.
N. SCAG East-West Freight Corridor Proposal —PWD/Liu reported on the status
of this proposed project. The Draft EIR was released on December 28th and
comments are allowed for 55 days from the date of release. DB attempted to
get SCAG to look at other alternatives; however, nothing has changed from
SCAG's original proposal. Since staff has had an opportunity to review the
document, we discovered that a list of projects has been identified and the
project is proposed to be built in three segments. It has a price tag of $15
billion. Staff will respond to the EIR and determine the interest of the
participating communities to continue opposing the project.
O. New City Hall — 21810 Copley Drive — PWD/Liu reported on the status of the
New City Hall. Staff is very happy with the new facility. The library facility is
expected to be completed in June/July and there will be an open house
announced at the appropriate time. It is likely that the Commission will be
meeting at the new facility next month and only the City Council will continue to
use the SCAQMD Auditorium for meetings.
VC/Carrera asked if there were plans for the old library facility and PWD/Liu
responded no, that no decision had been made. However, there was some
discussion that the location might possibly be used to expand the existing fire
station.

SUBJECT: Centerline Striping on Evergreen Springs at Harmony Hills Drive
BACKGROUND/DISCUSSION:
The Public Works Department was notified of a traffic concern by a resident on
Evergreen Springs Drive regarding southbound vehicles driving down the center of the
roadway to maneuver around double parked vehicles along Evergreen Springs Drive
near the intersection with Harmony Hills Drive. Our traffic engineer conducted a
preliminary evaluation of the intersection and recommended red curb and double yellow
centerline on the south approach of Evergreen Springs Drive near the intersection with
Harmony Hills Drive to keep vehicles on one side of the road and to enhance drivers
alertness.
Pursuant to the City's Centerline Striping Policy, staff investigated the area of concern,
and the following is the research findings conducted by staff.
Road Characteristic
Evergreen Springs Drive is a residential street that is approximately 1,875 linear feet
from Pathfinder Road to Castle Rock Road. The street width is 40 feet curb to curb. The
existing speed zone is 25 mph however an advisory speed of 15mph is posted for the
curve where Evergreen Springs Drive turns into Castle Rock Road. Lane configuration
consists of two (2) lanes with double yellow centerline striping at the intersection with
Pathfinder Road and from Harmony Hills Drive to around the curve where Evergreen
Springs Drive turns into Castle Rock Road
Volume and Speed
Speed and Volume data were taken at two (2) locations, south and north of Sunbright
Drive. The 85th percentile speeds were observed to be in the range of 30 mph.
Visibilit
Sight distance was reviewed on Evergreen Springs Drive near Harmony Hills Drive.
Motorists making turn movements and traveling northbound to Pathfinder Road may
encounter difficulty in seeing on coming vehicles and pedestrians due to the narrowness
of the roadway and vehicles driving down the center of the roadway.
( Accidents
Within the previous 5 -year period, there have been no (0) reported collisions on
Evergreen Springs Drive at Harmony Hills.
Conclusion
Based on the criteria identified in the Centerline Striping Policy, the sight concern,
observed speeds in range of 30mph, and width of the roadway, the installation of double
yellow centerline striping is warranted. Staff is recommending the installation of
approximately 55 lineal feet of red curb and 150 lineal feet of double yellow centerline
striping on the southbound approach of Evergreen Springs Drive near the intersection
with Harmony Hills Drive to keep vehicles on one side of the road and to enhance
driver's alertness (see attached).
All affected residents along Evergreen Springs Drive and Castle Rock Elementary
School have been informed of the Commission's consideration of this item and were
invited to provide their own input on the matter.
RECOMMENDATION:
It is recommended that the Traffic and Transportation Commission receive public
comments and concur with staff to install approximately 150' of double yellow centerline
striping.

Palomino Drive regarding westbound vehicles driving down the center of the roadway
without yielding to pedestrians crossing Palomino Drive at EI Encino Drive. The original
concern included a request for a stop sign at this location. Our traffic engineer
( conducted a preliminary evaluation of the intersection and determined that an all -way
stop intersection would not be warranted at this location. However, our traffic engineer
recommended a double yellow centerline on Palomino Drive near the intersection with
EI Encino Drive to keep vehicles on one side of the road and to enhance driver's
alertness.
Pursuant to the City's Centerline Striping Policy, staff investigated the area of concern,
and the following is the research findings conducted by staff.

Palomino Drive is a residential street that is approximately 4,713 linear feet from
Diamond Bar Boulevard to Meadow Falls Drive. The street width is 36 feet curb to curb.
The existing speed zone is 25 mph however an advisory speed of 15mph is posted for
the speed humps. Lane configuration consists of two (2) lanes with yellow centerline
striping From Diamond Bar Boulevard to EI Vado Road. Palomino Drive received
several raised crosswalks, speed humps and medians as part of the 2007 Palomino
Drive Neighborhood Traffic Management Program (NTMP).
Volume and Speed
Speed and Volume data collected from Palomino Drive NTMP was reviewed.
Visibilit
( Sight distance was reviewed along Palomino Drive near EI Encino Drive. Motorists
traveling westbound on Palomino Drive may encounter difficulty in seeing pedestrians
using the east leg crosswalk at EI Encino Drive due to the narrowness of the roadway
and vehicles parked on both sides of the road.
Accidents
Within the previous 5 -year period, there has been one (1) reported collision on
Palomino Drive at EI Encino Drive.
Conclusion
Based on the criteria identified in the Centerline Striping Policy, the sight concern, and

SUBJECT: DIAMOND CANYON ROAD ON STREET PARKING
Background/Discussion:
In December 2011, a petition was sent to the Traffic and Transportation Commission
from the residents of the Diamond Canyon Community regarding a request to eliminate
all on street parking on Diamond Canyon Road. Currently, only the northbound side of
Diamond Canyon Road is restricted from parking. The petition was signed by 45
homeowners in the Diamond Canyon Community and their concern is based on
observations of double parking and unsafe u -turns related to the parked vehicles on
Diamond Canyon Road.
The Public Works Department conducted several field visits to evaluate this parking
situation. During those visits a limited number of vehicles (approximately 8-10) were
observed parked on the curved portion of Diamond Canyon Road in the area closest to

movements along the curved portion of Diamond Canyon Road could present a reduced
line of sight for motorists.
A notice (see attached) regarding the intent of the Traffic and Transportation
Commission to consider this request was sent to Diamond Canyon Christian Church,
Biosense Webster, and all residents in the Diamond Canyon Community. Notices were
also placed on the vehicles parked along Diamond Canyon Road. The notice invited
any comments or concerns either in writing or in person at the February 16th Traffic and
Transportation Commission Meeting. It is possible that the parked vehicles along
Diamond Canyon Road may be the result of Diamond Bar residents desiring to carpool
that are not able to park at the existing Park -N- Ride lots due to capacity. Therefore, it
is our intent to hear the concerns from all impacted persons in this matter.
Recommendation: It is recommended that the Traffic and Transportation Commission
receive public comments.

We are residents of Diamond Canyon Association and our property is located at the end of
Diamond Canyon Road. We strongly support the decision of implementing a parking restriction
along Diamond Canyon Road. We will not be able to attend the city meeting on February 16,
but I am writing this letter on behalf of my entire family to express our concern.
We have personally witnessed many occasions of cars double parked in the middle of Diamond
Canyon Road while passengers were talking between cars. Other times, we have seen passengers
from the parked cars exiting cars abruptly or crossing the street illegally in the middle of the
street. All these situations make dangerous conditions for our cars going in and out of our
community.
We are very glad that the city has looked into this problem. We hope that our City's traffic and
Transportation Commission can make a decision to implement a parking restriction along
Diamond Canyon road.

Background/Discussion:
Concerns were brought to the attention of the City regarding the circulation of traffic at
Evergreen Springs Drive and Pathfinder Road. The location is adjacent to Diamond Bar
High School and receives a high volume of traffic during the morning and afternoon
peak periods when school traffic is typically served. The Public Works Department has
evaluated the intersection and determined that lane striping on Evergreen Springs Drive
would be an appropriate improvement at this location to separate right turning vehicles
from those that are going straight or left. In the existing condition, vehicles tend to
queue in such a way that vehicles going straight or left will block those vehicles desiring
to turn right. In order to facilitate this improvement, extensions to existing red curb are
also being proposed on Evergreen Springs Drive. The purpose of the red curb
extension is to ensure the roadway can accommodate the two separate lanes of traffic
on the approach to the intersection. The proposed improvements are detailed in the
attached exhibit.
Notices were sent to Diamond Bar High School and the affected residences located
adjacent to where the improvements are being proposed (see attached). The notice
invited residents to provide their concerns either in writing or in person at the February
16th Traffic and Transportation Commission Meeting.
Recommendation: It is recommended that the Traffic and Transportation Commission
receive public comments and concur with staff to install the proposed lane striping and
red curb.

I am writing to you in regards to a letter I received on my vehicle parked at Diamond Canyon Road.
Your observations are correct in that we are carpooling.
My carpool consists of 4 people and we travel from Diamond Bar to Torrance. Our commute is
approximately 90 miles round trip. By carpooling this distance we are helping to save the
environment from pollution and also help to lessen congestion on our local roads and highways.
According to the letter the residents at Diamond Canyon have 2 issues with our parking situation.
1) Double parking: I personally have not witnessed any double parking in our location. I make sure
to park along the curb when loading and unloading passengers. I would not like to see anyone get
struck by a passing vehicle, nor would I like my vehicle to be hit.
2) Unsafe u -turns: When I make a u -turn, I check both directions for oncoming traffic. I merge only
when no vehicles are in sight. No motorist would blindly pull out without checking first. I feel the
residents claim of unsafe u -turns is greatly exaggerated.
There have been occasions when I have witnessed a vehicle start a u -turn without any oncoming
traffic in either direction. Then once the turn was almost completed and. the vehicle had straightened
out a speeding vehicle whipped around the turn and braked at the last moment when they were
almost on the back of his bumper in a blatant attempt to intimidate the driver of the turning vehicle.
In my opinion the residents in Diamond Canyon are traveling at excessive speeds down Diamond
Canyon Road. This places all of us in danger. If you were to post a motorcycle officer with his radar
gun at the beginning of Diamond Canyon. Road; he would be busy all day giving out speeding tickets
as vehicles come around the turn.
I have been residing in Diamond Bar since 1978 and as such I am disappointed to see a selfish group
of fellow residents protesting our right to use a public street.
Diamond Canyon is a. public road just the same as Diamond Bar Boulevard, It is to be used by all.
No group or individual should claim exclusive rights to it. We are not parking directly, outside their
gated community and they are over a third of a mile away from our location.
I hope the Public Works Department can come to a fair and balanced decision that will address
everyone's concerns:

Thank you for your consideration to let the carpool people that park
on Diamond Canyon Road to have an input into the concerns of the
residents.
We carpool because we believe in preserving our quality of life for the
future. Less people driving means less damage to the environment,
use less resources, less damage to the roads, etc.
We have been parking there for few years now after the shopping
center on Grand avenue was remodeled and appears that the parking
situation will be tight. But before that, we looked at the carpool
parking complex on Pathfinder and the 57 Fwy. Everyday I visited
there between 6:45 a.m. to 7:15 a.m. I found the lot full to capacity.
We found that Diamond Canyon Road was an ideal spot for carpool
parking (although once someone walked away with my turn signal
lens and light from my car). It's close to the freeway and away from
residential area.
Also, I urge you to consider that some of the traffic speed both south
and north bound from the business and the residents at time seems
higher than it should be (I do not know the speed limit, is it 25 mph?).
I do agree that double parking is against the law, I have never double
parked because frankly, I do not want to get rear ended. Further, I
look both ways before u -turn is made. There were few times thought
when I was making a u -turn after looking both directions, no
oncoming cars both directions and in the middle of my turn a car
seems to get close which I attribute to speeding.

Over the last several years I have carpooled with fellow associates residing in Diamond Bar and surrounding
areas. Many of our employers actively encourage carpooling as part of their overall corporate sustainability
plans that include efforts to reduce carbon footprints and aid in the reduction of Greenhouse Gas Emissions
(GHG). In fact, my employer prides itself on being an environmental leader that goes beyond developing
products that are safe for the environment. For more than 40 years, they have supported programs and projects
that focus on maintaining a clean and healthy environment for communities throughout the country. The
Rideshare Program, sponsored by the company, is dedicated to continuous improvement of air quality in Los
Angeles and reduction of mobile source emissions by providing associates with alternative commuting options.
A natural, critical component of these programs involves rideshare participants finding a suitable location to
join up with fellow carpoolers for the ride together into work. Inasmuch as your letter refers to 'unsafe u -turns'
or'double parking', I and my fellow carpoolers strongly urge you to consider alternative measures. A parking
restriction in this convenient meeting location, that is an appreciable distance from any local homes, seems too
harsh a measure that inhibits not only our carpooling efforts, but also our employer's efforts to reduce their
impact on the environment as they find ways to give back to our communities.
Please re -consider the parking restriction measure. A more direct measure such as installing better signage
along the route to warn of local dangers, or increased patrolling to identify specific offenders would be far more
effective in addressing the concerns identified while at the same time facilitating our shared goals of improving
the environment.

On September 27, 2011 the Pomona Unified School District's consultants, HMC
Architects and LCC3 Program Management, presented to the school community of
Golden Springs K-8 School on the new Parking/Drop Off /Playground construction
project scheduled to begin during the summer of 2012. At this same meeting was a
representative from the City of Diamond Bar.
As an overview, this project involves the construction of parking and vehicle circulation
improvement including a new staff parking lot with approximately 50 parking stalls, new
access and egress points along Ballena Drive and El Encino Drive and a new on-site
student pick-up and drop-off area. In addition, new play courts, new jungle gym play
structure, and a new marquee sign (marquee sign has already been constructed). All
improvements have been and will be within the existing school campus. The Office of
Planning and Research for the State of California, Division of State Architect's State of
California and the Department of Education have approved this project to move forward,
stating there is no impact on the community due to rule Class 14, meaning the
construction does not increase the capacity of the site as it relates to classrooms and
students. (Please see attached site plan)
During this meeting the District went over its plans for this project as a follow up to any
questions the school site community and general community had in reference to this
project. There were a number of questions, but only three that referenced this project, as
stated below;
1. Could we have one entrance?
After review of the project and discussing the needs of the school site and school
site council it was determined that entrance/exit on both El Encino Drive and
Ballena Drive were warranted.
2. Why couldn't this project be moved to S. EI Encino?
Actually when exiting the campus you can go either North or South on El Encino.
If the question is the location of construction project, the south end of Golden
Springs K-8 School could not accommodate this project without moving the
building and limiting the playfield for this site. After careful review and working
with the school site community this location was recommended.
3. Could a "Keep Clear "zone be marked between Ballena and Prospect Valley?
The District will coordinate with the City of Diamond Bar to determine if a
"Keep Clear" zone is appropriate between Ballena and Prospect Valley.
As this project has been approved by all State of Califorrila agencies that govern
California Schools Construction project, this project will provide a proper traffic
flow for Golden Springs K-8 School and the community, and there is no impact
on the community. The District will begin construction in the spring/summer of
2012.
