HomeMy WebLinkAbout04/03/1990 Minutes - Regular MeetingMINUTES OF THE CITY COUNCIL REGULAR MEETING OF THE CITY OF DIAMOND BAR APRIL 3, 1990 CALL TO ORDER: M/Papen called the meeting to order at 6:07 p.m. in the Council Chambers, W.V.U.S.D., 880 S. Lemon Avenue, Diamond Bar, California. PLEDGE OF The audience was led in the Pledge of Allegiance ALLEGIANCE: by Councilman Horcher. ROLL CALL: Mayor Papen, Mayor Pro Tem Werner, Councilmen Horcher, Miller and Forbing. Also present were City Manager Robert L. Van Nort, City Attorney Andrew V. Arczynski and City Clerk Lynda Burgess. COUNCIL COMMENTS: MPT/Werner advised that both he and M/Papen would be meeting on Wednesday, April 4, 1990 with the Pomona Unified School District to discuss mutual issues. M/Papen congratulated Mark Logan upon his instal- lation as Chamber of Commerce President. She also recognized Dexter MacBride, President of the Diamond Bar Improvement Association, who received the Citizen of the Year Award; Chamber Member of the Year was awarded to Roy Rhino from Prudential Realty and Business Person of the Year was awarded to Russell Hand, owner of Diamond Bar Honda. PUBLIC COMMENTS: Red Calkins gave Council a copy of an article regarding trash pick-up and indicated that he would not be in favor of the City awarding an exclusive franchise to one trash hauler. Jim Paul, 1269 Ahtena Dr, Walnut, spoke on the need for a Paramedic squad stationed in the City and suggested that Council consider discussing same with the L.A. County Fire Department. M/Papen requested staff to look into this issue. Mrs. Sunny Martindale, 1333 Rapidview Dr., informed the Council that a number of different companies provide disposal services in her area and indicated that the frequency of trucks on residential streets could be dangerous to the residents. She also indicated that she was not in favor of construction of the proposed 100 -unit motel. MPT/Werner requested that staff make available to the school district materials regarding the proposed zoning change. Sue Page, Chairman of the 1st Anniversary Committee, advised Council on the schedule of events for the 1st Anniversary Party to be held on April 21st. Emergency Authorized execution of contract by the City Operations Manager for emergency operation management in Area "D". Traffic Signal Awarded bid to Triad Sales of Garden Grove in an Equipment amount not to exceed $11,667 for traffic signal equipment for Grand Ave at Longview, Shotgun and Summit Ridge. Election Costs Approved Mutual Agreement with the County of Los Angeles for sharing of costs in the April 10, 1990 j concurrent elections. SPECIAL PRESENTATIONS: Certificate of M/Papen advised that a Certificate of Appreciation Appreciation had been prepared for Chief James W. Painter, retiring from the Los Angeles County Sheriff's Department after serving the North Section of Los Angeles County for 14 contract cities. The certificate is to be forwarded for presentation at the appropriate time. Proclamation - Proclaimed the month of May, 1990 as "Water Month of May 1990 Awareness Month" in the City of Diamond Bar. "Water Awareness Month" OLD BUSINESS: Water Reuse Bill Everest of Boyle Engineering summarized Reclamation a draft of the study that had been prepared as Study directed by Council. Following discussion, staff was directed to incorporate Council's comments into the report and bring it back with recommendations for implemen- tation, at which time a joint study session with Walnut Valley Water District would be held. Motion carried by the following Roll Call vote: APRIL 3, 1990 NEW BUSINESS: Resolution 90-41 Reduce Water Consumption by 10% PAGE 5 AYES: COUNCILMEN - NOES: COUNCILMEN - ABSENT: COUNCILMEN - Horcher, Forbing, Miller MPT/Werner and M/Papen None None Gary Larson, 22517 E. Eddridge, advised that it appears as though an excessive amount of water is being used at Carlton J. Peterson Park. Following discussion, it was moved by M/Papen, seconded by C/Forbing and unanimously carried to adopt Resolution No. 90-41 entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DIAMOND BAR URGING ALL CITIZENS AND WATER USERS IN THE COMMUNITY TO REDUCE WATER CONSUMPTION BY 10% OR MORE. Street Sweeping CM/Van Nort requested that consideration be given RFP to include wording in the RFP regarding frequency of sweeping services in the event of a drought. _ Following discussion, with consensus of Council, staff was directed to proceed with preparation of an RFP for street sweeping and notification to Los Angeles County removal of the City from the County street sweeping contract effective July 1, 1990. Notice of CM/Van Nort stated that Phase II of Carlton J. Completion - Peterson Park were completed in an acceptable time Carlton J. frame without incident or complaint. He recom- Peterson Park mended that the work preformed by General Procurement & Construction Co., Inc. be accepted. He further recommended that the City Engineer check out the sprinkler system. Following discussion, C/Miller moved, C/Forbing seconded and it was unanimously approved to accept the work performed by General Procurement & Construction Co., Inc. and authorize the City Clerk to file the proper Notice of Completion. Traffic Signal City Engineer Ron Kranzer presented a status Sunset Crossing report regarding a petition received requesting at Golden Springs that a signal be installed at Sunset Crossing Rd. at Golden Springs Rd. Following discussion, staff was directed to forward the report to the Traffic and Transportation Committee and to find sources of funding said installation by September of 1990. APRIL 3, 1990 PAGE 6 Resolution 90-42 Following discussion by the City Engineer, it was moved by C/Miller, seconded by C/Forbing to adopt Resolution No. 90-42 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DIAMOND BAR AUTHORIZING AND DIRECTING THE INSTALLATION OF NO PARKING SIGNS ON THE EAST SIDE OF DIAMOND BAR BLVD. FROM GRAND AVE. TO QUAIL SUMMIT DRIVE BETWEEN THE HOURS OF 4:00 AND 7:00 P.M. Motion carried by a unanimous vote. PUBLIC HEARING: Continued Public Continued from March 20, 1990. Following Hearing - CUP 89417 discussion, staff was directed to include a condition that boarding only be for veter- inary care services and not for extended care. M/Papen opened the Public Hearing. MPT/Werner moved, C/Horcher seconded the motion to continue the Public Hearing until April 17, 1990, Motion unanimously ----I carried.. Proposed 100 -Unit M/Papen advised that the Public Hearing on Motel the proposed 100 -Unit Motel would be re- scheduled to a later date. ANNOUNCEMENTS: C/Miller complimented his fellow Council - members and City staff regarding the City's accomplishments in its first year since incorporation. C/Werner requested that staff initiate negotiations with Jones Intercable to televise City Council meetings and report back to Council in approximately 60 days.
