Good morning Captain Tousey and Assistant City Manager McLean,
I am reaching out to connect all relevant parties and provide an update regarding the ongoing vandalism affecting Flock Safety equipment within the City of Diamond Bar. With the support
of city leadership, Flock would like to partner closely with the City to help mitigate these incidents and support efforts to identify the individual responsible. The information below
outlines a proposed strategy utilizing additional Flock technology to assist in evidence collection.
Issue
The City of Diamond Bar has experienced multiple instances of vandalism involving its Flock LPR cameras throughout the community. One location in particular—EB Brea Canyon Cut-Off at
Diamond Canyon—has been vandalized six times, most recently on November 17, 2025. These recurring incidents have resulted in unplanned costs to the City and reduced system coverage.
Unfortunately, none of the vandalized cameras have captured usable imagery of the suspect or a suspect vehicle.
Goal
Our goal is to deploy additional Flock solutions that can assist the Los Angeles County Sheriff’s Department in gathering the evidence necessary to identify the suspect. This approach
aims to reduce the City’s ongoing repair and replacement expenses while maintaining a reliable and effective Flock deployment.
Plan
Following discussions with Captain Tousey and our Account Executive, Louise Wereshaw, both have expressed support for implementing a complimentary 60-day pilot consisting of two Flock
Live Video Cameras (Condors). We propose installing these units at the intersection of Brea Canyon Cut-Off and Diamond Canyon, positioned to provide a clear view of the LPR camera that
has been repeatedly targeted.
If approved by City leadership, coordination will be required with the Flock installation team, City permitting staff (as applicable), and the Sheriff’s Department to ensure appropriate
placement and coverage of the surrounding area.
Upon receiving approval from the City of Diamond Bar, Flock will begin the necessary steps and work collaboratively with your teams to implement this solution as quickly as possible
to help prevent further vandalism.
Please let me know if you have any questions or if additional information is needed. We appreciate your partnership and your consideration of this proposed approach.
Respectfully,
Matt
