Re:August 6, 2026, Public Comment on Code Violation #22410960 (2026-309).
Dear Mr. Garispe:
As you know, this office serves as City Attorney for the City of Diamond Bar. The City
of Diamond Bar has received comments from “The Allegro Coalition” in the City’s SeeClickFix
application relating to Code Violation Case No. 22410960, and has asked our office to reply.
The comments submitted on behalf of “The Allegro Coalition” on August 6, 2026, relate
to various complaints relating to the property located at 1344 S. Diamond Bar Blvd. Unit B in the
City of Diamond Bar. The comments include various demands seeking administrative updates
and case tracking information, including a general Public Records Act request for the
administrative updates and case tracking information.
After careful review of the information sought in the above-referenced comments, the City
has found that it has provided all the documents publicly available pertaining to the subject
property in response to the multiple requests separately submitted by you and/or “The Allegro
Coalition.” No additional non-exempt documents are available pertaining to the City’s code
enforcement procedures relating to the subject property.
Please note that to the extent you seek disclosure of ongoing documentation pertaining to
the subject property, the Public Records Act requires the production of individually identifiable
records and does not support the creation of new records or production of records not in existence
at the time of the request. Govt. Code §§ 7920.530, 7922.30; Haynie v. Superior Court, (2001) 26
Cal.4th 1061, 1075. Furthermore, records of law enforcement, such as most of the City’s code
enforcement files, are exempt from disclosure to the public. See, Haynie, above, Govt. Code §
7923.600, and Williams v. Superior Court, (1993) 5 Cal.4th 337, 348.
