Notice of REMOVAL OF OPPOSITION (As amended 6/23/2026)
Dear Chair Hicks,
As Mayor of the City of Diamond Bar, I am writing to respectfully remove the City’s
opposition to SB 866 (Blakespear).
The amendments to the bill have addressed the concerns raised in the City’s June 11, 2026
opposition letter. Specifically, the amendments limit the proposed data collection to data
within the City’s control and moves reporting requirements from the City’s Housing
Element to its Annual Progress Report, reducing the risk of delays in the certification of the
City’s Housing Element.
While we appreciate the amendments to SB 866, the City of Diamond Bar continues to
advocate for the State to provide additional funding and resources to support small cities
in addressing homelessness and implementing new reporting requirements.
