TJKM strongly believes in working as an extension of your staff and dedicating our multi-disciplinary staff to meet all the requirements for the On-Call Services. TJKM has assigned an Overall On-Call Project Manager who will be the City’s main point of contact for all high-level communication. Based on each request that comes in from the agency, TJKM will assign the respective Category Lead and applicable Task Leads to assist the project manager for any given task order or work request. The Category Lead will be responsible for overseeing that Task Leads and support staff complete all work within the agreed upon schedule and budget. This process will ensure the city gets each task order completed in timely manner and multiple requests can be simultaneously accommodated by TJKM. RESPONSE TO TASK ORDERS The TJKM Project Management Plan that will be used on these projects is based on proven management, lessons learned, and administrative systems developed to enhance communication among the City of Diamond Bar the TJKM Project Manager and team members, and other affected agencies. This management approach has been used successfully on numerous projects throughout California. The TJKM Project Management Plan has the following elements: • Work Plan: It is a TJKM policy to prepare a Work Plan for all projects, large and small. Upon receipt of a Notice-to-Proceed, we will prepare, in consultation with the City and other local jurisdictions, an overall project work plan that includes detailed work elements for each team specialty. A TJKM work plan typically includes definition of the project purpose; task objectives; scope of services; staffing; coordination requirements; deliverables; budget; schedule; and monitoring and reporting procedures. Coordination and Communication: Frequent and effective communication between the City, other local jurisdictions, and the TJKM Team is needed to maintain the schedule and ensure a quality product. The key to our success is an integrated team approach. Our goal is "no surprises" and a partnership that has common understanding and expectations every step of the way. Ms. Jariwala will maintain close communication with the City’s Project Manager by personal contact, telephone, written communications, and meetings. Our Project Manager strongly believes in the necessity and benefit of scheduled monthly progress meetings. Ms. Jariwala and other key Proposal for Professional On-Call Traffic and Transportation Engineering Services City of Diamond Bar | 8 team members will meet with the City’s Project Manager monthly to discuss project issues, status, schedule, budget, and invoicing items. This will ensure that our "no surprises" goal is maintained, and the City is thoroughly aware of all aspects of the project. The TJKM Team will maintain regular contact with City staff to ensure clear communication on project tasks, products, meetings, and schedule. • Cost Control: Control of project costs will be accomplished by monitoring on a task level basis. This detailed task level will roll up into milestone summaries and a project summary. Our cost accounting system is a "live" database that the project manager can access to determine the financial status of the project at any time. Cost control reporting to TJKM’s Project Manager will be implemented through the invoicing process. Progress reports will also be included to relay information on project progress and critical issues. • Schedule Control: Establishing a schedule that meets the project objectives is relatively easy. Maintaining this schedule during changing project priorities, unforeseen conditions, public consensus building, etc., is a challenge. The project work scope will be broken down by function and separated into defined tasks. Tasks will be linked logically and will be sufficiently detailed to allow for realistic representation of the project. Project progress will also be monitored by percent complete for each task. • Quality Control: TJKM’s Quality Assurance Procedures are utilized throughout the life of the Project. Quality Control starts at the proposal and scope definition stage and continues through the completion of all assignments. To assure that errors, omissions and ambiguities in submittals and drawings are limited to an absolute minimum, the responsibilities for technical review, peer review/coordination checking, and technical audit functions are assigned to the appropriate TJKM Team members. TJKM’s approach integrates the work of our subconsultants into the quality control system using established procedures and our peer review/independent checking capability augmented with technical audits. METHODOLOGY/RELEVANT EXPERTISE A. TRAFFIC ENGINEERING/STUDIES Review Traffic Impact Studies and Traffic Sections of Environmental Documents TJKM brings extensive experience in delivering Traffic Impact Analyses (TIAs), having successfully completed over 3,000 studies for projects ranging from small standalone uses (e.g., gas stations and coffee shops) to large-scale residential and mixed-use developments. Our team supports both public agencies and private clients in evaluating transportation impacts across a full spectrum of land uses, including residential, retail, office, institutional, industrial, governmental, and recreational. We provide comprehensive TIA services, including existing and future conditions analysis, identification of transportation system deficiencies, and development of feasible and cost-effective mitigation measures. Our team prepares conceptual and schematic improvement plans, as well as Plans, Specifications, and Estimates (PS&E), to support implementation. We are highly experienced in analyzing Level of Service (LOS) and Vehicle Miles Traveled (VMT) in compliance with current regulatory requirements. Our approach emphasizes innovative, yet practical solutions tailored to each project’s context. Recommendations may include signal timing modifications, intersection improvements, Intelligent Transportation Systems (ITS) applications, multimodal enhancements, and, where warranted, major roadway expansions. All recommendations are developed with careful consideration of agency policies, funding constraints, and the client’s goals for economic development and sustainable growth. TJKM is recognized throughout California, Texas, and Florida in travel demand forecasting and modeling. In addition to leading TIA efforts, we frequently collaborate with multidisciplinary consultant teams in the preparation of Environmental Impact Reports (EIRs) and have been retained as peer review experts to evaluate/ validate transportation studies prepared by others. Our firm has significant experience in the development/update of Traffic Impact Fee programs, enabling jurisdictions to equitably allocate the cost of infrastructure improvements to new development. We understand that impact analysis and mitigation strategies can be complex and sensitive; therefore, we bring a collaborative, transparent, and solutions- oriented approach. Our team has a proven track record of working effectively with agencies, developers, stakeholders, and elected officials, and successfully guiding projects through Planning Commission and City Council approvals. Speed Surveys and Speed Limit Determinations TJKM has extensive experience conducting Engineering and Traffic Surveys (E&TS) and speed studies for more than 50 cities throughout California. All studies are performed in full compliance with the California Vehicle Code and the latest California Manual for Setting Speed Limits published by Caltrans. Our approach includes detailed field observations, accurate data collection, and rigorous analysis of prevailing speeds and roadway conditions. We develop speed limit recommendations that are both reasonable and legally defensible, ensuring they reflect current roadway characteristics, safety considerations, and driver behavior. With recent updates to state guidance, including changes to the application of 85th percentile speeds and provisions allowing reductions of up to 5 mph, our team applies careful professional judgment to balance safety objectives with enforceability. We recognize that setting unrealistically low speed limits may lead to challenges in court; therefore, our recommendations are crafted to withstand legal scrutiny while maintaining public credibility. TJKM works closely with City traffic engineering staff, Police Departments, and court representatives to ensure that adopted speed limits are enforceable and defensible. This collaborative approach helps streamline adoption and supports consistent enforcement. Our team includes former City Traffic Engineers, bringing firsthand knowledge of E&TS preparation, speed limit postings, enforcement practices, and appeals process. This experience enables us to deliver practical, agency-aligned solutions that facilitate approval by City Councils and long-term implementation success. Proposal for Professional On-Call Traffic and Transportation Engineering Services City of Diamond Bar | 9 School Safety Evaluations and Citizen Complaint Investigations TJKM recognizes that school-age children have limited experience and risk awareness when interacting with vehicular traffic. As a result, we take a comprehensive and proactive approach to evaluating and enhancing safety in school areas. In addition to performing detailed engineering analyses, we actively engage key stakeholders including school administrators, parents, students, crossing guards, and law enforcement personnel to fully understand site-specific safety concerns and develop effective, community-supported solutions. Our team has extensive experience in developing Safe Routes to School programs that identify preferred walking and bicycling routes based on existing infrastructure, traffic conditions, and safety considerations. To improve these routes, we recommend targeted enhancements such as upgraded signage, high-visibility crosswalks, curb extensions (bulb-outs), and context-appropriate speed limit reductions. Beyond engineering measures, we emphasize a balanced approach that includes safety education and targeted enforcement. Our experience with programs such as Street- Smart Safety Education, along with similar initiatives, has benefited hundreds of schools across California, Texas, and Florida. Our goal extends beyond improving immediate safety, we strive to foster long-term behavioral change by making students feel comfortable walking/bicycling to school, encouraging lifelong adoption of active and healthy transportation modes. Several of our team members are former City Traffic Engineers who have successfully implemented safety improvements at over 300 schools over the past three decades. This firsthand public- sector experience allows us to deliver practical, implementable solutions that align with agency/community expectations. Intersection Level of Service Analysis and Traffic Control Device Evaluations TJKM provides comprehensive traffic operations and intersection analysis services to evaluate and enhance the performance of transportation systems. Our team routinely conducts LOS and capacity analyses for a wide range of study scales, from individual intersections and roadway segments (including freeways and collector-distributor systems) to corridor-level and regional studies.
