SECTION 2 | PROJECT TEAM
Effective execution of task order
contracts requires clear delineation
of work, streamlined communication
and accountability of all stakeholders,
as well as a collaborative approach
with both internal resources and
subconsultants. We are accustomed
to serving our clients both on
stand-alone projects as a dedicated
consultant, as well as through staff
augmentation roles, supporting our
clients’ needs for outside staffing.
Accordingly, Bowman’s approach
to delivering a successful task order
within budget and on schedule begins
with a clear understanding of the
goals, scope, deliverables, budget,
timeline and involved stakeholders.
On stand-alone projects, and based on
this initial information provided to our
team, we develop a project-specific
management plan that delineates
organizational structure, staffing,
deliverables, and associated schedule,
including progress and review
meetings.
As part of our approach to the
execution of individual assignments
within a multitask contract, it is
imperative to understand several
factors that may influence the
project objectives, such as local site
conditions, project-specific details
and performance requirements,
client-driven operational needs,
community interface, seasonal
restrictions, safety requirements,
timelines, or legislatively mandated
criteria. It is with this understanding
that for each task, we evaluate the
critical objectives and obstacles;
implement best practices approach,
cost effective and practical solutions;
and implement such through
engagement in all phases of the
project.
Our project execution efforts are
aimed at matching the right skill set
to the project task, thereby ensuring
effective and efficient use of resources.
At Bowman, we instill a culture
of consistency and high-quality
performance through the preservation
of personnel continuity on tasks
through the life of the contract and
the persistent pursuit of excellence
through professional growth and
innovation. Continuity of proven
performers and preservation of project
institutional knowledge yields quality
performance and successful delivery
metrics.
While we are prepared to work only on
portions of a project (ex. a feasibility
report or environmental assessment),
our approach to developing our work
product follows a total-project-life
cycle mentality, as reflected in the
workflow graphic below.

Tustin, Hawaiian Gardens, Montebello,
Huntington Park, Bell Gardens, Santee
and Norwalk. His career includes
the management of traffic divisions,
oversight of traffic signal systems,
Traffic Management Center operations,
plan check review of traffic studies,
development review, daily operational
troubleshooting and the delivery of
complex CIP projects. Dennis has also
managed up to five OCTA Traffic Signal
Synchronization Program projects,
secured federal funding for cities,
and prepared or reviewed hundreds
of traffic impact analyses, warrant
studies, operational studies, and PS&E
packages for intersection and corridor
improvements.
Amanda Ortega, Environmental
Planner I, will support Dennis by
assisting in environmental review
components of traffic studies,

Together, Dennis and Amanda will
provide the City of Diamond Bar
with a highly responsive, senior-level
traffic engineering and CEQA support
team well suited to the City’s active
land development environment, its
residential character and its ongoing
transportation investments.
Diamond Bar Focus
Diamond Bar’s roadway network
includes major arterials such as
Diamond Bar Boulevard, Grand
Avenue, Brea Canyon Road, and
Golden Springs Drive, along with
numerous hillside residential streets
that require thoughtful application
of traffic engineering judgment.
The City’s CIP emphasizes arterial
rehabilitation, pedestrian safety, ADA
upgrades, and neighborhood concerns
related to speeding, access and safe
school circulation.
Our team understands that traffic
engineering support in Diamond Bar
must be adaptable. Development

CEQA traffic sections for development
proposals and City-initiated projects.
Dennis has spent decades performing
and reviewing TIAs across Southern
California, including oversight of
consultants as City Traffic Engineer
in several jurisdictions. His review
will focus on trip generation,
intersection capacity, queuing, access
management, internal circulation,
multimodal considerations, and
consistency with City standards and
regional modeling expectations.
Amanda will support CEQA
consistency, reviewing VMT technical
memos, preparing sections related

judgment. Dennis has overseen
hundreds of speed zone studies
during his municipal career and is
familiar with the renewal cycles and
enforcement implications for radar
traffic enforcement.
School Safety Reviews & Citizen
Complaint Investigations
Dennis has routinely managed
school safety reviews, crossing guard
programs, pick up and drop off
circulation assessments and citizen-
request investigations as City Traffic

Design & PS&E delivery for Diamond
Bar
Diamond Bar’s arterial network and
neighborhood street system require
context sensitive design that respects
existing geometry, ADA requirements
and the City’s commitments under
its Capital Improvement Program. We
will focus our design approach on
constructability, minimal throwaway,
and schedule reliability, and we will
coordinate closely with the City
Engineer, Public Works and utility
stakeholders to reduce rework as
projects move from concept to
bid. Recent program documents
show the City’s attention to arterial
rehabilitation and intersection
upgrades, which we will use to align
PS&E with funding windows and
delivery milestones.
What the City can Expect from our
PS&E Process
• Clear basis of design and early
field verification to confirm limits
of work, existing utilities, and
ADA transitions, supported by site
photos and as built review.
• City standard drawing integration,
Caltrans Standard Plans and
Specifications compliance where
appropriate and CA MUTCD
conformity for all traffic control
elements.
• Signal plans that include controller
cabinet layouts, phasing and
detection design, interconnect
callouts when applicable, pull box
and conduit runs, service points,
power notes, quantities and
engineer’s estimates.
• Signing and striping plans that
coordinate crosswalk types,
turn pockets, channelization,
and lane geometry with the
City’s operational objectives and
adjacent project interfaces.
Amir’s municipal background and
Hamed’s production depth ensure that
preliminary layouts move efficiently
into bid ready PS&E. Their prior work
includes complex signal upgrades,
pedestrian beacons, and corridor
restriping that required staging and
traffic handling integration, the same
level of detail expected in Diamond
Bar.
Plan Checking & Development
Support
Our plan check work will be organized
to meet the City’s ten working day
turnaround target for complete
submittals. Reviews will focus on
conformance with City standards, ADA,
CA MUTCD, Caltrans criteria where
applicable, and the RFP’s expectations
for development plan checks and
traffic control plans associated with
encroachment permits. We will return
marked plans and a concise comment
log with references to standards,
requested revisions and a clear list of
items needed for approval.
Plan Check Workflow
• Intake and completeness screening
within one to two business days,
followed by assignment to the
appropriate discipline reviewer.
• Technical review against City
standards and applicable State
criteria; comments cataloged by
sheet and discipline for ease of
back check.
• Coordination with the applicant’s
engineer on any constructability
or staging items that need field
validation before approval.
• Back check within five working days
for resubmittals that address all
comments, maintaining alignment
with the City’s ten day service level
for complete packages.
