Data centers are a novel use, and our zoning regulations do not allow them. A zoning code amendment would be required to define such a use, and include specific regulations to permit
them, or outright prohibit them.
The energy and water use demands that data centers generate have triggered environmental concerns, and the Legislature is concerned about potential utility cost shifting to residents.
Legislation is currently being proposed to protect ratepayers from such consequences. A statewide study of how data centers affect electric utility rates and grid demand has been mandated
under SB 57.
I don’t believe it would be prudent for the City to consider allowing data centers, at least until the externalities of such uses are better understood, and we have a better idea how
such a use category could possibly benefit the community, or even be consistent with the City’s Climate Action Plan. The fact that a plan to restart Three Mile Island to provide power
for AI/data centers is being considered should raise concerns about the massive energy demands of such facilities.

It was good to see everyone today, thank you for a robust meeting.
Separately, with all the talks about Data Centers and battery storage facility, I wanted to ask, hypothetically - if we were ever to get a formal application, does any of our current
zoning even allow for such usage? Or would we need to first create a zoning specifically for "data center" or "battery storage facilities", such as what City of Industry has done?
