ALPR Surveillance Systems
An Introduction
ALPR Surveillance Systems
•Automated license plate readers (ALPR)
•Investigatory tool that monitors vehicle location,
travel patterns, etc.
•Collects data, cross-checks with law enforcement
databases for stolen vehicles and warrants
ALPR Surveillance Systems
•Cameras are placed on street/signal light poles,
approx. 15 feet above ground, hard-wired or solar-
powered.
•Cameras capture an image of the vehicle, plate, and
can identify vehicles based on make, model, color,
and features like stickers and roof racks.
ALPR Surveillance Systems
•Data is stored on cloud-based servers leased by
system provider.
•Data is searchable in the cloud and can be
downloaded and stored locally.
•Data belongs to system owner.
ALPR Surveillance Systems
•ALPR surveillance can be a powerful tool for law
enforcement investigators.
•Particularly effective in identifying stolen vehicles
that enter the surveillance area.
•Used to supplement investigations where a witness
or other evidence has identified a vehicle of interest.
•Deployment will not result in the elimination of
property crime. Decline is not guaranteed.

•Walnut Case Study
–64 vehicles recovered since launch of Flock system.
–56 individuals in custody.
–Significant majority of arrests related to stolen vehicles
generated from other areas.
–System provided leads on other cases.
–Property crime in Walnut increased in 2022, with burglaries
up over 80%.
ALPR Surveillance Systems
•Most effective when deployed at ingress and egress
locations -DB has many of these locations.
•Estimated annual cost between $120,000-$240,000 to
fully deploy a Flock system, Vigilant likely more.
•Scope could be narrowed if cost is a factor.
