WM Commercial Route Review Program Description
Waste Management (WM) Contamination Monitoring Program Description Waste Management utilizes Smart Truck technology as part of its SB 1383 route review and contamination monitoring program. All commercial trash, recycling, and organics collection vehicles are equipped with onboard camera systems (3rd Eye technology), which capture real-time footage of containers at the point of collection during normal service operations. The Smart Truck system uses artiflcial intelligence to analyze container images and identify potential anomalies, including contamination, prohibited materials, or overloaded containers. When an anomaly is detected, the system associates the image with the corresponding service address and fiags the event for further review. All fiagged events are reviewed by trained WM technicians to verify accuracy, including conflrmation of correct address association, collection conditions, and whether contamination is present at or above a 10% threshold. Only events meeting or exceeding this threshold are formally classifled as contamination events. This veriflcation step ensures accuracy and consistency in contamination identiflcation. WM conducts annual route reviews across all commercial routes, reviewing up to 5% of stops per route during each review cycle. Following internal veriflcation, route review results are reviewed a flnal time prior to submission to the City. Upon conflrmation of contamination or non-compliance, WM issues SB 1383–compliant contamination notices to the service account holder associated with the address. These notices are accompanied by targeted educational materials designed to support corrective actions, improve source separation practices, and reduce contamination over time. A WM representative may also conduct direct follow-up with customers via phone when recurring contamination trends are identifled, to provide additional education and support corrective actions. Each route review includes a detailed record of accounts reviewed, contamination determinations, incident numbers (when applicable), route identiflcation, and documentation of follow-up actions taken.
