RE: Proposition 36 Funding - Support of Request for $400 Million in Funding for Recovery Support Services and Substance Use Treatment
Dear Chair Laura Richardson and Chair James C. Ramos,
As Mayor for the City of Diamond Bar, I am writing in support of the budget requests signed by Assembly Member Stephanie Nguyen and Senator Catherine Blakespear for $400
million in additional funding for probation and related services necessary to implement Proposition 36.
Passed in 2024, Proposition 36, known as the Homelessness, Drug Addiction, and Theft
Reduction Act, reshaped the approach to addressing drug and theft crimes. While $115 million in funding was provided last year for courts and behavioral health, additional
financial investments are necessary to ensure the effective implementation of Proposition
36’s intent.
The City supports the request of $400 million in additional funding to ensure treatment for
said crimes is paired with supervision to strengthen desired rehabilitation outcomes. This
financial investment will expand service capacity, secure in-custody treatment, and
enable individualized monitoring, all of which are critical to achieving effective
rehabilitation and accountability.
For our City, maintaining public safety while addressing the underlying causes of crime is
a top priority. Drug and theft crimes continue to impact our residents and local businesses.
At a time when Diamond Bar’s budget, like many cities across Los Angeles County, is
experiencing growing financial pressures, adequate state funding for targeted
interventions through a framework of treatment and accountability is essential to reducing
recidivism and improving the quality of life in our community.

For these reasons, the City of Diamond Bar urges the Legislature to include this funding
request in the Fiscal Year 2026-2027 State Budget and to continue efforts to address drug
and retail theft, as well as other crimes, throughout California.
