Notice of Non-Compliance
Senate Bill 1383 Edible Food Recovery Requirements
Dear Business Owner or Manager,
(Insert name of business) has been identified as being one of only a few businesses in
Diamond Bar in violation of the food donation requirements required by state law under
Senate Bill 1383 (SB 1383). This law aims to reduce the disposal of edible food in landfills by
redirecting it to Food Recovery Organizations to help address food insecurity.
SB 1383 Requirements
SB 1383 and City of Diamond Bar Municipal Code Sec. 8.16.670, requires your business to:
• Maintain a written contract or agreement with each Food Recovery Organization
or Food Recovery Service that receives or collects edible food for donation from
your establishment;
• Donate the maximum amount of edible food that would otherwise be discarded;
and,
• Maintain records of the type, frequency, and pounds of food recovered.
During a recent inspection conducted by Abound Food Care, a City contractor, (insert
name of business) was found to not have a written contract or agreement in place with
a Food Recovery Organization. Even if your establishment currently does not have edible
food to donate, maintaining a written agreement is mandatory.
Help with SB 1383 Compliance
Achieving compliance is easy. The City’s contractor, Abound Food Care, provides access
to Chow Match, a free and user-friendly compliance platform that establishes an
agreement upon registration. If you are already working with another vendor to establish
compliance, you may continue with that process while using Chow Match as an interim
compliance solution. Contact Becky Brown at becky@aboundfoodcare.org or 657-335-
4480 x112 to register your business on Chow Match as soon as possible. Registration must
be in place no later than March 31, 2025.
