State of the City Address Restaurant Week Returns!Snapshots Round Town & September Calendar
The City is again bringing together representatives from the LA County fire
and sheriff’s departments and the Inland Valley Humane Society for an
informative event that will give residents a chance to learn more about
community safety, crime prevention, emergency preparedness, and
wildfire readiness.
Meet Your Public Safety Service Providers, as the event is called, will be
offered on Wednesday, Sept. 24, and again on Wednesday, Oct. 29 from
6 to 8 p.m. at Diamond Bar City Hall, located at 21810 Copley Drive.
The event will open with presentations from each public safety agency,

Do you have a favorite Diamond Bar park? A park you enjoy returning to time and time again, or possibly one that evokes positive memories and emotions. The California Park & Recreation Society (CPRS) wants to hear about it!
Now through Sept. 20,
CPRS is inviting park
enthusiasts statewide to boast about their favorite
hometown park as part of a special storytelling
project: the Parks Make Life Better! Story Line.
Created by CPRS, Parks Make Life Better! Story
Line aims to highlight the important role that parks
and recreation play in all of our lives. It consists of
a dedicated voicemail line, 209-645-1462, that
individuals can call to leave a message of up to
three minutes. These messages should include the
name of the park, city where the park is located,
and a brief account of your favorite experience,
or the reasons that make your park special.
CPRS plans to use some of the submitted
messages to help advocate for the importance
of parks across California –
help make sure Diamond Bar is not left out!

and Waste Management
(WM) will be serving the
Diamond Bar community
in a new capacity.
followed by an opportunity for residents to directly engage with City staff
and public safety representatives at their respective information tables.
Free snacks, refreshments and giveaways will be available, and every
attendee 13 and older will receive a raffle ticket for a chance to win one
of several door prizes.

Share Your Share Your Favorite Favorite Park Story!Park Story!
VVS and WM have been the City’s exclusive commercial and residential waste
haulers, respectively, for the past 25 years. However, under the new 10-year franchise
agreements approved by the City Council in February 2025, VVS is now serving
residential customers, and WM is taking over commercial accounts.
Under the new 10-year agreements, residents and businesses will pay reduced rates
in their first year of service while continuing to receive the same level of service now in
place, including collection schedules and special waste and recycling programs.
In an effort to help individuals prepare for the switch in waste haulers, both VVS and
WM sent out informational mailers and held community meetings in July and August.
Copies of the mailers and recordings of the presentations are available on the City
website at www.diamondbarca.gov/2025wastehaulers. Also, on this web page are
links to the new rates that are effective Sept. 1, 2025, and a list of all available waste
collection and recycling services.
For help with your account, including setting up automatic payments, requesting
additional carts/bins, or decreasing/increasing the size of your carts, contact
Valley Vista Services (residential accounts) at 800-442-6454 or Waste Management

Residents and business owners are invited
to attend this year’s State of the City
Address taking place Wednesday, Oct. 15
at the Diamond Bar Center.
The Address, which will be delivered by the
Mayor, will provide an overview of the City’s
financial health, highlight important initiatives and
programs, and share updates on key projects and
developments.
Admission is free and open to the public, and
seating available on a first-come, first-served basis.
Doors open at 5:30 p.m. for check-in and light
refreshments and appetizers, with the presentation
starting promptly at 6 p.m. Prompt arrival is
recommended as seating is limited.
Diamond Bar Center is located at 1600 Grand

Supplemental Environmental Analysis of Town Center Specific Plan Available for Public Review
The draft Supplemental Environmental Impact Report
(SIR) for the proposed Diamond Bar Town Center
Specific Plan is now available for public review and
comment through October 9.
Prepared under California Environmental Quality Act
requirements, the Draft SIR evaluates the Specific Plan’s potential
environmental impacts and identifies ways to avoid, minimize, or
offset those considered significant.
In total, the Draft SIR analyzed nine environmental issue
areas: aesthetics, air quality, greenhouse gas emissions,
hydrology and water quality, noise, public services, recreation,
transportation, and utilities and service systems. Only air quality
and transportation were identified as significant and unavoidable
Diamond Bar’s road network and the tools the City uses to improve traffic flow and reduce
congestion will be the focus of this month’s
City Government Explained presentation.
Set to take place 6-7:30 p.m. Wednesday,
Sept. 10 at City Hall, 21810 Copley Drive, the
presentation, Road Maintenance and Traffic
Management, is open to residents age 16 and older. Refreshments and snacks
are provided, and door prizes are awarded to three attendees based on a
random drawing.
City Government Explained is an eight-presentation series aimed at increasing
residents’ understanding of how Diamond Bar City government works.
Presentations are independent of one another so residents can choose to
attend based on their interest and availability.

project impacts. The other seven areas were determined to have
no impact to less-than-significant impact.
The proposed Town Center Specific Plan involves the phased
development of existing suburban-style retail shopping centers
to create a pedestrian-oriented “Town Center” that will expand
housing opportunities, retail, restaurants, and entertainment in
Diamond Bar. The Specific Plan area consists of approximately
45 acres bounded by the 60 Freeway on the north, by a
neighborhood of single-family homes on the east, Lorbeer Middle
School and Mount Cavalry Lutheran Church and School on the
south, and the Fall Creek private condominium community on
the west.
Written comments on the Draft SIR must be received by
5:30 p.m. Oct. 9, 2025 and can be sent to City of Diamond Bar,
Planning Division, Attn: Planning Manager Grace Lee,
21810 Copley Drive, Diamond Bar, CA 91765, or via email to
glee@diamondbarca.gov.

Get ready, food enthusiasts! The popular
Diamond Bar Restaurant Week (DBRW)
promotion returns next month.
Just as in recent years, all Diamond Bar’s eateries will be
automatically included. This means that during the promotion
period, Oct. 13-19, you can enjoy breakfast, lunch or dinner
at any Diamond Bar restaurant and get 20% rewards using the
Open Rewards: Shop Local app.
The app is free to download and available on the Google Play
Store and Apple App. To earn and redeem rewards, you can
either link a credit card to the app to automatically track your
dining purchases or you can upload receipts and receive the
rewards once the purchase is verified.
Now in its ninth year, Diamond Bar Restaurant Week aims to
showcase the range of dining experiences available in town,
from cafes and delis to fast casual and sit-down eateries.

From wildfires and flooding to earthquakes
and extended power outages, disasters and
emergencies can happen at any time and often
without sufficient warning. National Preparedness
Month, observed every September, is your annual
reminder to improve your emergency readiness by
focusing on three key areas:
STAY INFORMED
The City uses a mass notification system called CivicReady to
notify residents and businesses of an emergency and provide
actionable safety instructions and updates by text message, email
or voicemail, so take a moment to confirm you are registered to
receive emergency alerts or update your contact information by
visiting www.diamondbarca.gov/emergencyalerts. Additionally,
bookmark the City website, www.diamondbarca.gov, and
follow the City’s social media accounts on Facebook, Instagram,
Twitter (X), and Nextdoor as the City will post information on these
channels during emergencies.
Call for Pet VendorsCall for Pet Vendors
If you are in the pet industry, the City has a free
vendor opportunity for you at its upcoming
Halloween Party!
Set to take place 9 a.m.-noon Saturday, Oct. 25 at Pantera
Park, this festive event offers vendors a great opportunity to
connect with pet parents and dog enthusiasts in a family-
friendly setting. Vendors will be located under a tent in a
high-traffic area, and will be provided with two 6-foot tables
and two chairs.
Available vendor space is limited and applications will be
reviewed in the order received. The deadline for applications
is Friday, Oct. 3.
Selected vendors are responsible for bringing their own
signage, and are encouraged to decorate their area in
a Halloween or fall theme that is kid-friendly. Additionally,
vendors are asked to bring treats and candy to the event.

MAKE A PLAN
Prepare a simple communications plan tailored to your family’s
specific needs, such as small children, older adults, and pets, that
indicates how you will communicate with one another or reunite if
separated during an emergency. Be sure to identify a primary and
secondary meeting place, and an out-of-state contact you can all
call to relay information to one another if local phone networks are
down because of increased traffic. Be sure to practice your plan
using safety drills and exercises to ensure everyone knows what to
do in the event of an emergency.
BUILD A KIT
Guidance from the Federal Emergency Management Agency,
American Red Cross, and other emergency authorities recommend
everyone have an emergency kit be stocked with essential supplies
that can sustain their household for at least three days. The kit can
be a any sturdy container such as a suitcase, duffle bag, or rolling
backpack for easy transport.

DANCING THROUGH THE YEARS ... As soon as the music starts at any
senior dance, John and Guadalupe Wallace are the first ones
on the dance floor. Longtime Diamond Bar residents and
devoted dance partners, the Wallaces rarely miss
a City dance, and this year’s Luau was no
exception. With music, decorations, and
aloha spirit, this dance brought adults
aged 55 and older together for a night
of fun and connection. For John and
Guadalupe, it’s more than a night
out; it’s a joyful ritual that keeps them
active, social, and deeply rooted
in the community. The Luau Senior
Dance is just one of many themed
dances hosted throughout the year
by the City’s Parks and Recreation
Department at the Diamond Bar
Center, offering older adults a
welcoming space to enjoy music,
reconnect with friends, and dance
