Looking for a fun way to bond and make memories
with that special grand-relative in your life? The City’s
inaugural Grandparents Day Celebration is the ideal
opportunity.
Slated to take place 10 a.m.-noon Saturday, July 26 at the
Diamond Bar Center, this free event will be packed with fun
indoor and outdoor games and activities, including face
painting, coloring, dancing, tic-tac-toe, giant ring toss, and
Crazy Ball. There will also be a photo booth, prizes, a variety of
snacks and beverages, and information and resource tables.
This event has limited capacity, and spots will be filled on a
first-come, first-serve basis. Registration is required for each
participant, and can be done online at

registrants receive a plant growing kit to take home, while
supplies last.

their street name was much
more than just a quick stop—it
was a meaningful full circle
moment. Years ago, Nancy
called Diamond Bar home.
Life’s journey took her away for a while, but she eventually returned. Now,
with Isaiah by her side, she’s blending cherished old memories with new
beginnings in the very place where her story first started. To Nancy and Isaiah,
this retired street sign is more than just a piece of the past—it is a symbol of
where they have been, how far they have come, and the special bond they
share in the city they proudly call home.

New Budget Maintains Service Levels Despite Long-Term Fiscal Challenges
Last month, the Diamond Bar City Council adopted
a new fiscal year budget that covers City operations
and capital projects from July 1, 2025 to June 30, 2026.
The financial plan, which anticipates $32.3 million in operating
expenditures from the general fund, and a $5.2 million Capital
Improvement Program, aims to ensure continued delivery of
essential City services while holding the line on new expenses.
Chief among the essential services that will be funded with this
newly adopted budget is public safety, which is expected to
cost $9.96 million, representing the single largest item and 30% of
proposed General Fund expenditures. Of this amount, $8.8 million
is being allocated strictly for law enforcement, crime prevention,
and targeted crime suppression patrols to deter and combat
property crimes, including burglaries and thefts.
Projects planned as part of this fiscal year’s Capital
Improvement Project include rehabilitation of deteriorated
sections of two key arterial roads, modification of several curb
ramps to meet current accessibility standards, and installation of
battery backup systems at key intersections to keep traffic signals
operating during power interruptions.
Although the Fiscal Year 2026 (FY26) budget is balanced, it
has become increasingly challenging to match revenue with
spending, an issue that has been of particular concern in recent
budget cycles. This challenge is largely due to the two main
sources of revenue that fund City services – property tax and
sales tax – failing to keep up with inflation and the rising costs
of delivering services to the community and maintaining roads,
parks and other public areas.
A priority for City Council and City staff this fiscal year is to
find solutions to prevent this structural deficit from growing and
affecting the City’s ability to provide services and maintain public
infrastructure at the necessary levels.

budget is also available for viewing by visiting City Hall at
21810 Copley Drive during regular business hours of 7:30 a.m. to
5:30 p.m. Monday through Thursday, and 7:30 a.m. to
4:30 p.m. Friday.
Fireworks Not Allowed
As a reminder, City code prohibits the possession, storage, sale or
discharge of fireworks anywhere within city limits, including private
property. The ban includes fireworks of all types, including the ones
labeled “safe and sane”. Violations are considered a misdemeanor
offense that can result in fines of up to $1,000 and one year in jail.
Fireworks-related complaints or safety concerns should be directed
to the Walnut/Diamond Bar Sheriff’s Station by calling 909-595-2264.

Save the DateBlood Donation Drive
The American Red Cross will hold a blood drive from 9 a.m. to
3 p.m. on Wednesday, Aug. 20 at the Diamond Bar Center.
Appointments to participate in this drive can be made in person
at the DBC, 1600 Grand Ave., or online at
www.redcross.org/give-blood and using code “CODB”.
Registrants can save time the day of the donation by completing

Waste Hauler Transition Community Meetings
What changes and what stays the same will be the focus
of eight community meetings the City’s two waste haulers
– Valley Vista Services and Waste Management – will be
hosting on July 12, 16, 23 and 26, and Aug. 2, 23, 27 and 28.
The meeting presentation will provide answers to popular
questions regarding the Sept. 1, 2025 waste hauler transition,
and covering topics that include new service rates, what
goes in which cart or bin, how to dispose of bulky items and
hazardous waste, and how to make changes to service
accounts. At the end of each presentation, waste hauler
representatives and City staff will be available to meet with
attendees and answer any questions or concerns related to
waste collection service and state recycling mandates.
To accommodate as many interested residents as possible,
the meetings will offer weekday and weekend dates,
and in-person and virtual participation options; the same
information will be shared at each meeting.

American Flag Box Available at Ace
If you have an United States flag that is no
longer fit for display because it is starting to
show signs of wear, you can take advantage
of a free flag box available at Ken’s Ace
Hardware in Diamond Bar to properly retire it
before getting a new one.
The U.S. Flag Code requires that faded,
torn or frayed American flags be disposed
of with honor, and not simply thrown away
in the trash. To ensure the flags it collects are
properly retired, Ace works with local fire stations that give them to
area scout groups that then conduct ceremonial flag retirements.
Ken’s Ace Hardware is located at 303 S. Diamond Bar Blvd., and
is open for business 8 a.m.-7 p.m. Monday-Saturday, and
8 a.m.-5 p.m. Sunday. Its phone number is 909-861-5861.
Public Safety Power Shutoffs
During extreme weather conditions such as sustained strong
winds, Southern California Edison (SCE) will temporarily turn off
power in high fire risk areas.
In Diamond Bar, these areas are located along the southern and
western edges, and are designated as Fire Hazard Severity Zones by
the California Department of Forestry and Fire Protection (CAL FIRE).
The proactive power shutoff events, known as Public Safety Power
Shutoffs (PSPS), are a precautionary measure aimed at preventing
SCE’s power infrastructure from becoming a source of fire ignition.
During an active PSPS event, SCE personnel will monitor weather
conditions and once they return to safer levels, field crews will
inspect the electric system in the affected areas and complete any
necessary repairs before restoring power. Because circumstances
are different for every PSPS event, the duration of these power
outages is unknown, and can last anywhere from a few hours to
several days.
To help customers prepare for PSPS events and assist them during
power shutoffs, SCE offers a variety of rebates, programs, services
that include a free portable backup battery to power medical
equipment, hotel discounts during extended outages, and local
Community Resource Centers equipped with mobile device

Free Seeds at the LibraryFree Seeds at the Library
A handful of LA County libraries – including Diamond Bar Library
– are now offering free seeds to adult cardholders looking to
start or grow their home gardens.
The seeds are located in the materials checkout area, and
include a variety of flower, vegetable, herb, fruit, and grain
legumes that vary depending on the season. Each cardholder
can select up to three seed packets to take home every month.

If you are planning an outdoor project that requires
digging of any kind, be sure to first contact DigAlert to
request free utility locating and marking services.
DigAlert, also known as Underground Service Alert of Southern
California, is a nonprofit that notifies all local utility companies
to go out and mark the approximate location of their lines
(water, power, gas, and cable/fiber optic) in areas where a
project is planned that involves any amount of digging.
Because utility lines are often buried only a few inches
underground, the likelihood of striking them is very high even
during simple projects such as installing a mailbox, replacing a
fence post, or removing or planting a tree. Inadvertently striking
one of these lines can potentially lead to an injury, property
damage, or utility service outages that can result in fines and
repair costs.
The free utility locating and marking service offered by
DigAlert is available to both homeowners and contractors, and
can be made online at https://direct.digalert.org/ or by calling
8-1-1 or 1-800-422-4133. Requests can be made 24 hours a day,
seven days a week, and up to 14 days in advance. To learn

Under the Stars combo series continues through the
end of the month!
The popular back-to-back events take place at Summitridge Park
with the concert and children activities starting at 6:30 p.m.; and the
movie playing at sundown, or approximately 8 p.m.
Plan on arriving early to secure parking space and your preferred
spot on the grass, and bring something to eat or plan on buying
dinner and dessert from onsite food trucks.

Paper Shredding and E-Waste Collection Event
If you have confidential
documents and unwanted
electronics you want to safely
and properly get rid of, mark
your calendar for the City’s free
paper shredding and e-waste
drive-thru collection event happening Saturday, Aug. 9.
The event will take place from 9 a.m. to 1 p.m. (or
earlier if capacity is reached before then) in the AQMD
parking lot, located at 21865 Copley Drive. This is a drive-
through events that means participants remain in their
vehicle while event staff unload their materials.
There is a limit of two banker-size boxes or two 13-gallon
trash bag of paperwork per household, and accepted
electronics include televisions, computers, hard drives,
laptops, tablets, phones and cell phones, and digital
cameras. Hazardous waste such as paints, chemicals,
concrete, tires or large appliances will not be accepted.
This event is open only to Diamond Bar residents – proof
of city residency will be required. For more information,

Oil Filter Exchange Event
Do you change your vehicle’s oil filter at home?
On Saturday, July 19, you can
exchange up to two of your used oil
filters for new ones, at no cost. The free
Oil Filter Exchange Event takes place from 9 a.m. to 1 p.m. at the
Autozone located at 303 W. Diamond Bar Blvd.
The free filters can be valued at up to $15 each, excluding
tax. Also at this event, participants can receive a free used oil
recycling kit by stopping by the City’s Environmental Services
information table.
This is a drop-in event, with no advance registration required.

Pantera Park Improvement Project Underway
A project to bring improvements to
Pantera Park started last month and
is set to be completed by
July 12. The improvements are
largely focused on renovating the
tennis and basketball courts, with
work ranging from grinding and
repairing to color coating and striping. Other improvements the
park will receive are a new LED lighting system for the parking lot
and a new flag pole.
