December Photo Contest Winners Check Before You Burn in Effect Diamond Bar residents enjoy a safe, family-oriented community with excellent schools, well maintained streets, sidewalks, parks, and other high-quality City services. For decades, the City has managed its finances carefully to protect these strengths, but like many California cities, Diamond Bar now faces rising costs that are outpacing the revenues used to pay for essential services. The City’s two largest funding sources, property tax and sales tax, are not keeping pace with the cost of public safety, maintenance, and community programs. The City’s budget is balanced this year, but only through one-time savings. Without long-term changes, Diamond Bar’s current $700,000 shortfall is projected to increase to $3.15 million by 2030 and nearly $7 million by 2036. To plan ahead, the City is launching a community conversation called Preserving Diamond Bar’s Quality of Life. The goal is to provide clear information about the City’s financial outlook and invite residents to share their priorities for the future. In the months ahead, the City will host community meetings and publish educational materials to learn which services and programs matter most to residents. DiamondBarCa.govDecember 2025 Diamond Bar Connection 4 For the 17th consecutive year, the City's Through My Lens photo contest drew an impressive batch of special moments, stunning views, and fun adventures captured through the camera lenses of residents. This year's contest received more than 150 photo submissions in the categories of people, pets, places, nature, and Keep it Local, and 22 were selected as this year’s winners, earning first place or honorable mention. First Place recognitions went to Rolando Collazo, Jerome Ricardez, Edison Rodriguez, Kin Man Wong, and Raymond Wong in the adult division, and Emily Becerra, John David Singson, Mikaela Singson, and Ruiqi Wang in the youth division. Honorable Mentions went to Doris Law, Ryan Hazama, Vicki Cheng, Gabriele Schubert, Hector Carmona, Irene Tu, Kelvin Cheng, Leonardo Singson, and Lynn Liu in the adult division, and Eric Ji, Doris Jiang, Ruiqi Wang, Zoey To, Fuman Qin, and Raymond Wong in the youth division. For more information about Through My Lens, visit diamondbarca.gov/photocontest. 2025 Photo Contest Winners Announced Check Before You Burn In Effect If you have a fireplace or other indoor or outdoor wood-burning device, the South Coast Air Quality Management District (AQMD) reminds you that its Check Before You Burn program is in effect through the end of February. Check Before You Burn prohibits burning wood, including manufactured fire logs such as those made from wax or paper, during mandatory no- burn days when levels of fine particulate air pollution in the region are forecast to be high. South Coast AQMD is the air pollution control agency for Orange County and major portions of Los Angeles, San Bernardino and Riverside counties. City to Test Emergency Notification System Testing of the City’s emergency notification system, Civic Ready/ Alert Sense, is scheduled to take place this month. At approximately 10 a.m. on Friday, Dec. 26, a test alert will be sent to everyone who is subscribed to receive emergency alerts from the City. Depending on the subscriber’s preference, the alert may be received as an email, text or recorded message. Texts will come from 38276, and emails will come from alerts@civicready.com. During a real emergency, the alerts will provide subscribers with important instructions and updates ranging from road closures to evacuation orders. Examples of when the City will send out emergency notifications are wildfires, earthquakes, severe weather, and incidents that require immediate public safety action. DiamondBarCa.govDecember 2025 Diamond Bar Connection 5 Galactic Glam with a Touch of Magic A witch and an alien took over the dance floor at the City’s Halloween Dance Party as friends Janet Eggleston and Ines Ho showed off their festive flair and lively moves. Regulars at the City’s senior events, the two never miss a chance to dress up, laugh, and dance the night away at the Diamond Bar Center. From spooky tunes to creative costumes, the annual celebration brings together seniors for an evening filled with music, fun, and community spirit. For Janet and Ines, it’s more than just a dance; it’s about friendship, joy, and making memories that are truly out of this world. The Halloween Dance Party is one of several themed senior dances hosted throughout the year by the City’s Parks and Recreation Department, offering older adults a lively space to connect and celebrate with friends old and new. Ban on Plastic Bags It has been 10 years since the use of single-use plastic carryout bags has been prohibited statewide. Starting Jan. 1, 2026, new legislation under SB 1053 will tighten these restrictions even more, requiring that all carryout bags be made of recycled paper, and eliminating the thicker, reusable plastic bags currently allowed. There has never been a better time to make the switch to reusable bags for all your shopping needs. For tips on how to keep your reusable bags clean, visit www.diamondbarca.gov/greendb. SNAPSHOTS AROUND TOWNSNAPSHOTS AROUND TOWN Holiday Tree Collection Valley Vista Services (VVS) and Waste Management (WM) will once again be collecting and recycling all live holiday trees set out for collection Dec. 26 through the second Sunday in January. To take advantage of this free service, simply remove the stand, ornaments, and decorations (including tinsel) and place your tree curbside next to your carts or in your common bin location before 6 a.m. on your regularly scheduled collection day. Trees taller than seven feet must be cut in half. Free Extra Trash Pickup Valley Vista Services (VVS) customers who find themselves with extra trash generated by holiday festivities can take advantage of an end-of- the-year extra trash pickup. The free service is available for two weeks starting Dec. 26 with advance scheduling made at least 24 hours before a regular collection day. The extra trash is limited to up to three large bags or boxes and must be general household waste. Other waste such as bulky items, hazardous materials and electronics are not eligible for pickup as part of this service. Winter Street Sweeping Every December and January, street sweeping of city streets and roads happens weekly instead of biweekly. The increased frequency aligns with the increase in fallen leaves and wind-blown debris during the winter months. Year-round street sweeping is a key component of the City’s efforts to support a clean environment. It helps prevents dust, trash and vehicle pollutants from finding their way into the storm drain system and reaching the waterways, and during the rainy season it helps prevent localized street flooding as a result of clogged catch basins. DiamondBarCa.govDecember 2025 Diamond Bar Connection 6 The City's Youth Basketball program starts up again in January 2026, and the City is looking for individuals to serve as volunteer coaches. Open to children aged 4-13, the eight-week basketball program focuses on skill development, fair play, teamwork and recreational fun in a supportive environment. Coaches will be depended on to help participants develop their basketball skills, build confidence, and have fun. Individuals interested in coaching must be at least 16 years of age and will need to take and pass a background check before the start of the season. Coaching experience is not required. If you are interested in getting your pet altered or microchipped, you now have a convenient way to do so. Since August 2025, the Inland Valley Humane Society & S.P.C.A. (IVHS) has been bringing its mobile clinic to Pantera Park every third Wednesday of the month. The mobile clinic is open 7 a.m. to 4 p.m. to offer low-cost, appointment-based spay/ neuter services. The cost for cats is $120, and $150 for certain dog breeds (Chihuahuas, Huskies, Shepherds, and pit bulls). The cost for other dog breeds depends on their weight - under 20 lbs. ($250), 21-40 lbs. ($280), 41-80 lbs. ($300), and 81+ lbs. ($320). All spay/neuter appointments require a pet to be microchipped if they have not already been chipped. The cost of microchipping a dog is an additional $40; there is no extra cost to microchip a cat. Appointments are limited and required by booking online in advance. Pets must be brought to their appointment properly restrained – dogs on a leash, and cats in a carrier (one per carrier).
