Waste Hauler Changes Intersection Improvements
Earth Day Celebration
is on April 19
Sustainable practices and environmental
conservation will take center stage
when the City hosts its annual Earth Day
Celebration Saturday, April 19 at the South
Coast AQMD parking lot.
The event schedule has something for everyone, from free self-loading
mulch and drive-thru services for paper shredding, textile recycling and
electronic waste drop-off that are available starting at 9 a.m. to a variety
of educational presentations, workshops, movie screening, and activities
that begin at or after 10 a.m.
Among the learning opportunities taking place throughout the day is
a workshop on composting and vermicomposting by the Los Angeles
Department of Water and Power, a presentation on the role of bees in the
ecosystem by the Beekeepers Association of Southern California, a talk
on organics recycling by Valley Vista Services, and a discussion on plastic
pollution by Algalita Marine Research and Education.
Additionally, there will be several information booths hosted by local
service providers offering resources, interactive activities and giveaways
geared toward energy and water conservation, and waste reduction.

Month-Long Scavenger Hunt
Are you up for a fun challenge?
The City’s Windmill Hunt is
taking place all month long in
commemoration of Diamond Bar’s
36 years of cityhood.
Approximately a dozen windmill signs will be
hidden at various community parks, trails and facilities around town, with a list
of clues available to help participants fund them.
This is a do-at-your-own-pace scavenger hunt that is open to Diamond Bar
residents of all ages, and can be completed alone or with a group of family
members or friends. Everyone who completes the scavenger hunt will be
rewarded with a goodie bag filled with branded giveaways.
Participation is free. However, advance registration is required to receive

Starting in September, Valley Vista Services will
be the residential waste and recycling service
provider and Waste Management will start
providing service to commercial customers.
This change is the culmination of a year-and-a-half long process
the City undertook to negotiate new service agreements with
waste haulers before their existing ones expire at the end of
August 2025.
Both Waste Management and Valley Vista Services have served
Diamond Bar since 2000. However, currently Waste Management
serves residential accounts and Valley Vista handles commercial
accounts.
After reviewing proposals from both waste haulers, the Diamond
Bar City Council at its regular meeting of Jan. 16, 2024 decided
to enter into a residential services agreement with Valley Vista
Services, and a commercial services agreement with Waste
Management.
The new 10-year agreements, which take effect Sept. 1, 2025,
will result in reduced rates for the first year – nearly 11% for
residential accounts, and 7% for commercial accounts.
Information on what to expect and how to prepare for the
change in waste haulers will be shared over the next few months
using all City communication channels. These channels include
this newsletter, the City’s website and social media platforms,
and mailed correspondence from both the City and the waste
haulers.

Diamond Bar Has a New Community Relations Deputy
Educating and working with the community
to enhance public safety and crime prevention
is a key responsibility of the City’s community
relations deputy.
As of February, this position is held by Nancy
Farias who took over for Deputy Aaron Scheller,
who formerly held the position since 2013 and retired at the end of March.
Deputy Farias began her career in public service in 2000, starting in the
nursing field before transitioning to law enforcement in 2007. She has been
with the Los Angeles County Sheriff’s Department for nearly two decades,
with the last seven years spent at the Walnut/Diamond Bar Sheriff’s station.
In addition to working patrol, Farias has experience working shifts as field
training officer and watch commander.
At the heart of her new role as community relations deputy is serving as
a liaison between the City and Sheriff’s Department and the community.
Deputy Farias’ responsibilities include enhancing community outreach
and engagement under the City’s Let’s Talk Public Safety program that
includes Coffee with a Cop, Neighborhood and Business Watch, and
Safety Speak.

Summer Volunteen Program Application Deadline
The deadline to apply to be considered for this year’s summer
Volunteens program is coming soon – April 15!
If you are a Diamond Bar student age 13 to 17 interested in gaining
valuable work experience while developing leadership skills and
confidence, this opportunity is for you.
Selected participants will work alongside peers to help City staff
oversee popular programs and activities such as Summer Day Camp,
Kinder Skills, Concerts in the Park, and senior programs. The program
runs June 2–Aug. 1, 2025, and Volunteens are required to commit to a
minimum of 10 hours and up to 30 hours per week.
All applicants will be invited to participate in an interview in late April,
and offers will be extended to selected candidates. A $25 participant
fee is due upon acceptance into the program.

LASD Seeks Community Input Via Online Survey
Los Angeles County Sheriff’s Department (LASD) is seeking the input of people who live, work, or
study in Diamond Bar in relation to the services provided by the Walnut/Diamond Bar Sheriff’s Station.
The survey is intended to help the Sheriff’s Department better understand the community’s
experiences, expectations and preferences when it comes to communicating, engaging,
responding to service calls, and addressing public safety concerns.
It takes only a few minutes to complete the survey and all responses are anonymous. The survey,
available at www.diamondbarca.gov/lasd2025 became available March 1 and will remain open
through Wednesday, April 30.

Next City Presentation to Focus
on Public Safety
Law enforcement, fire protection, and animal control
all form part of the City’s comprehensive public
safety program.
Information about the services provided in each of these areas,
statistics, and crime prevention tips will be shared at the next City
Government Explained presentation taking place 6-7:30 p.m.
Wednesday, April 9 at City Hall, 21810 Copley Drive.
Launched by the City in 2023, City Government Explained is
a series of eight presentations aimed at facilitating residents’
understanding of how City government works. The presentations
in these series are independent of each other so individuals can
attend based on their interest in the topics.
Participation is free and open to Diamond Bar residents age 13
and older. Refreshments, snacks, and door prizes are provided.

Authorized Curb Address
Repainting Effort
A citywide residential curb address repainting effort
is currently underway and expected to continue
through early July.
The work is being done by two nonprofits – Canning Hunger
and Care for the Children – at no cost to residents. However,
they are allowed to request voluntary donations.
Per the City-issued permit, curb address repainting is allowed
to take place 7 a.m.-4:30 p.m. Monday-Saturday in residential
neighborhoods.
Canning Hunger work crews are working on addresses south
of Grand Avenue, while those representing Care for the
Children are covering the area north of Grand Avenue.
Workers from both nonprofits carry a copy of the City-issued
work permit as well as company identification. If approached
by an individual asking for a donation for curb painting
services, residents may to ask to see both these documents.
As a reminder, there is no obligation to pay for unsolicited
services – if the individual performing curb address painting
services is demanding payment instead of just asking for a
donation, or if they cannot produce a copy of the permit
and company identification, residents should call the Walnut/
Diamond Bar Sheriff’s Station at 909-595-2264.

April 30 Public Safety Presentation
The City is again bringing together Diamond Bar’s public
safety service providers under one roof for an informative
presentation.
Meet Your Public Safety Service Providers, as the presentation is
called, will take place 6-8 p.m. Wednesday, April 30 at Diamond
Bar City Hall, located at 21810 Copley Drive. It will feature
representatives from the City, the Los Angeles County fire and
sheriff’s departments, and the Inland Valley Humane Society and
S.P.C.A. (IVHS).
Topics to be covered during the presentation include annual
statistics on citywide crime data and calls for service, suspicious
activity reporting, emergency preparedness and wildfire readiness.
There will be time to speak directly with each of the presenters
immediately after the presentation.
Free snacks, drinks, and giveaways will be available. Additionally,
attendees age 13 and older will receive a raffle ticket for a chance
to win one of various door prizes.
Due to limited seating, advance registration is required. Residents

Those unable to attend the presentation on April 30 will have two
more opportunities on Sept. 24 and Oct. 29.

Several Intersections Receive Safety Improvements
In a continuing effort to make Diamond Bar roads safer for
people traveling on foot or bicycle, the City last month completed
a series of safety-related improvements at nine busy intersections.
These intersections, mostly located along Diamond Bar Boulevard
and Golden Springs Drive, were identified in the City’s 2020 Local
Roadway Safety Plan (LRSP) as high-priority areas for safety
improvements.
The improvements made to the nine intersections included
installing extra traffic signal heads and enhancing the crosswalk
visibility. Some of the locations also got accessibility upgrades to
the countdown timers so they provide audible walk indications to
pedestrians.

Through My Lens, the City’s popular
annual photo contest, is officially
underway and open for entries!
Residents of all ages and photography skills are
encouraged to join the fun and use their digital
camera or phone camera to capture special
moments of Diamond Bar living.
The contest has two divisions - youth (17 and
younger) and adult (18 and older), and every
participant can enter up to three photos, but not
more than one photo per category of their choice:
People – candid portraits of family members, friends
or neighbors spending time at home or somewhere
in the community; unposed photos of individuals
enjoying themselves at a community event or
public place in town.
Pets – candid portraits of family pets (furry,
feathered, hairy, or scaly) at home (indoors or
outdoors) or out in the community.
Places – cityscapes, architecture, or unique
perspectives of identifiable locations in town such
as streets, intersections, buildings parks, facilities, or
shopping centers
Nature – wildlife, scenic landscapes, skies, trees,
flowers, insects
Keep it Local – images showcasing dining or
shopping in town, preferably with people in focus.
Launched in 2008, Through My Lens aims to
showcase the essence of Diamond Bar living
as captured through the lenses of Diamond Bar
residents. It is co-sponsored by the City and the
Diamond Bar Community Foundation (DBCF). There
is no cost to enter, and entries will be accepted until
Tuesday, August 26.
Contest entries will be judged on overall quality,
creativity, composition, and emotional appeal.
Certificates and cash prizes will be awarded
in each category and division – youth (17 and
younger) and adult (18 and older). Additionally, the
top photos will be featured in various City and DBCF
official communication and marketing channels,
with proper credit provided.

Sheriff’s Volunteers on Patrol Needed
If you are looking for
meaningful volunteer
work that helps
improve law enforcement services in the community, the
Walnut/Sheriff’s station wants to hear from you.
The station is actively seeking Diamond Bar residents to apply to
become trained Volunteers on Patrol. These volunteers are unarmed
and help with a variety of important but time-consuming services
that include providing traffic control, ensuring vehicles in accessible
parking spaces are displaying an ADA placard or license plate, and
conducting welfare checks and property vacation checks. They also
patrol neighborhoods, parks, and shopping centers, and promptly
notify the station of suspicious vehicles or behavior.
Applicants must be at least 18 years old, pass a criminal background
check, and be able to commit a minimum of four volunteer hours a
week or 16 hours a month. If accepted into the program, applicants
get training in various law enforcement functions, receive uniforms,
and use a marked white patrol vehicle to carry out most of their
volunteer duties.

NEW! NEW! GOLF This program is designed to introduce juniors to golf, and teach them fundamentals such as swing, chipping, putting and golf etiquette. The instructor implements the U.S. Kids golf play pathway, a proven system that emphasizes key areas of development. The City’s Volunteen Program is a summer volunteer
program for Diamond Bar teens ages 13-17 interested in
acquiring work experience and building leadership skills.
NEW! All registrants will take part in an interview.
Selected participants will then be invited to the
Volunteen orientation and training. If not selected,
you will not be eligible to move forward in this year’s
program.
If selected, depending on their availability and interests,
Volunteens will be assigned to help with Summer Day
Camp, Kinder Skills, Concerts in the Park, or senior
programs. Thirteen-year-olds can only be assigned to
Concerts in the Park, Kinder Skills, and senior programs.

Excursions depart from and return to the Diamond Bar Center, 1600
S. Grand Avenue. Excursions are rated on a 1-3 walking level where
1 represents little or no walking, 2 is a moderate amount of walking,
and 3 may include extensive walking that may require a moderate
level of physical effort.

Level 1: Navigating a museum
Level 2: Exploring a historic town with cobblestone streets
and mild inclines
Level 3: Trekking through a forest with uneven ground and

The Bowers Museum, a premier cultural destination in Southern

■ Each presentation covers a different topic and runs
approximately one hour, with time for questions and
discussion at the end.
