Oak Room, Evergreen Club
I, Robin Crawford, was sitting at my desk when I heard someone ask the front desk to send someone into the Oak room, that there was an altercation going on. When I exited the office,
I met Bianca from the Evergreen club who told me that there was an altercation between two people in the Ballroom Dancing class. She mentioned the police, I asked her if someone had
called the police and she did not give a clear answer. When I entered the Oak room, I did not see anyone physically fighting but there were a few people that seemed worked up and agitated.
When I asked who was involved Bianca pointed at a male and female, who were husband and wife. I asked them to step outside into the hallway so I could speak with them and get their
side of the story. The husband, Frank Hwang, was shouting and pointing at his arm that had a scratch on the inside of his bicep. When I said louder to leave the room his wife, Feng
Lian Tang Hwang, pulled him by the shirt to get him to exit the room.
Michelle, Evergreen president, and Biance followed us into the hallway. I asked them to go back into the Oak room and I called Crystal Knox, Recreation Supervisor, who was in a meeting
to come and assist me. I was speaking to Frank and Feng when Crystal approached. She took over speaking with them and I returned to the Oak room to speak with Michelle and Bianca.
Bianca stated that Frank is a member of the club and that Feng is not. Michelle and Bianca both said that Feng came in and was yelling at Frank about him dancing with another woman
and that Feng was trying to make Frank leave but he didn’t want to. They stated that they, the club members, were telling Feng to leave the room and to go home and not to argue during
the class. They said the instructor told her to leave and tried guiding her out with her hand but Fang was being loud towards them. I asked if there were any other physical interactions
between Frank, Feng and the other club members. Michelle and Bianca said no, that it was between Frank and Feng. I let them know that Crystal would follow up with them.
I then joined Crystal who had separated Frank and Feng. She was speaking with Frank in the hallway and I went to the Pine room to be with Feng as she kept leaving the Pine room to go
to the hallway where Crystal and Frank were. She was very distraught and began sharing her story between her and Frank. I asked her if anything like this had happened before and she
said no. I also asked her if she felt safe at home and she said yes. Crystal then came into the room and continued the conversation while I stood back.

Robin called Crystal Knox, Recreation Supervisor at 10:56 am asking for her assistance in the Oak room. Crystal asked what was going on and Robin said there was an altercation. When
Crystal arrived, Robin was in the hallway with several Evergreen members. Robin and Crystal were trying to sort through who was involved. Husband and wife, Frank and Feng raised their
hands. They were asked to wait in the Pine room, while Robin escorted the others back into the Oak room. At this point Robin, nor Crystal knew the two had been involved in an altercation
with each other. Frank kept showing Crystal a scratch on his arm. She asked who did that and he pointed to his wife. At that point Crystal separated Frank and Feng, taking Frank back
out to the hallway.
Frank told Crystal that his wife was jealous of him dancing with other ladies, and proceeded to say he dances at other centers with the same teacher, so he started coming here as well.
Crystal asked if he could tell her what happened today and how he got the scratch on his arm. Frank kept saying he takes classes and his wife, Feng, doesn’t like it. Again, Crystal
asked what happened to his arm, but would not directly give an answer. Frank asked if Crystal was going to call the police. Crystal asked if she would like him to call and he said,
“No, I don’t want her to get in trouble. This has never happened before.” Crystal said that she would not call, but asked that they both leave. He asked if he could come back to class
and Crystal said that she would follow up with him, getting his name and phone number. She also asked if they came together, and he said no. Crystal walked him out (11:08 am) then returned
to the Pine room to speak with Feng.
Crystal asked for Feng’s full name, phone number and address. Feng gave her the information and asked if the police were called, crying saying this has never happened before and I don’t
want to go to jail. Crystal said that she was just trying to get more information as to what happened today.
Feng told Crystal that she had just returned from Las Vegas where she was taking care of her daughter whom is ill. She alleged that while she was away her husband, Frank cheated on her.
She said that they agreed that he could continue taking classes in Rowland Heights, but Diamond Bar Center was hers and not to come here. She went on to discus personal matters between
them and Crystal tried redirecting her back to the incident that occurred today. Crystal asked what happened in the Oak room and Feng said she kept telling Frank to leave and “don’t
come to my place.”
Crystal stepped away to call Parks & Recreation Director, Ryan Wright, from the office to inform him of the incident. She noticed Frank had returned (11:10 am) and was standing in the
lobby speaking with Evergreen President, Michelle Lee. As she left the office, Crystal asked Frank if he needed help, but he kept speaking with Michelle. Crystal asked they wrap up
their conversation and asked Frank to leave. Frank kept asking when he can come back
to class. Crystal told him that she had his phone number and would follow up with him, but he needed to leave for today. (11:20 am)
Crystal returned to the Pine room to continue speaking with Feng. She could not get more information regarding the matter, as Feng kept talking about her personal issues and crying.
Crystal said, “I am sorry you are having marital problems. I understand marriage is hard, but you cannot bring these matters here and more importantly you cannot put your hands on others.
I am going to have to ask you to leave.” Feng said she understood and kept saying I don’t want to go to jail. Crystal asked Feng if she felt safe going home and Feng said yes. Crystal
said she would call the police to do a welfare check if Feng thinks the fighting will continue. Feng insisted she was not in harm. Crystal then walked her out to her car (11:24 am).

Frank left his phone number for Crystal at the front desk on 4/7/26. She called him back on 4/8/26. He told her that he would stay at home until he can settle his marital issues and
was seeking a separation. He asked Crystal for a copy of the written report. Crystal explained that she could not give him a copy, but he would have to submit a Public Records Request.
Crystal asked him if he spoke to staff about camera footage. He said “No, I just want a written report.” Crystal suggested he make a police report or submit a Public Records Request.
Frank then asked, “Is there video?”, to which Crystal said, yes. He asked if he could see the video and again Crystal directed him to do a Public Records Request and emailed him the
