Del SolMAY 307 2024 RE: Final Notice to Correct Violations in the City of Diamond Bar, CA 91765 On Tuesday, May 14, 2024, I called and spoke to you about the Unauthorized Signage for Junk Removal (909) 760-8098 and Cleaning Services (909) 616-8941 that detract from the City's appearance. Violations Observed: DBMC 5.00.010 — No Business License DBMC 12,08,110(a) - Defacing/Damaging City Trees/Property DBMC 22.36.080 — Prohibited Signage Requested Actions: Cease defacing/damaging trees by posting unauthorized signage on city tree/property and Cease posting signage on private property without a permit or business license. On Thursday, May 30, 2024 I called (909) 760-8098 again and verbally advised to cease all continued observed violations immediately. Diamond Bar's reputation as a community of attractive and well -maintained properties is based substantially on the high standards that are set by the community and contained in the city code. Our goal is to work with residents and business owners to eliminate blight, improve the appearance and safety of the community, and create an atmosphere which instills pride and a sense of well-being to those who live, work and play in Diamond Bar. Beginning 6/3/24 I will reinspect and continue to document all violations in all districts within city limits. Your cooperation in correcting the condition identified above is appreciated. Should the Jolation(s) continue to exist, responsible parties will be subject up to a $500 citation, per violation. DEL SOL LANE, DIAMOND BAR, CA 91765 Beginning on February 23, 2026, I received multiple complaints and photo documentation regarding unpermitted business operations in a residential zone at the above -referenced property. The documentation shows parking of commercial vehicles and activities consistent with junk removal and moving services being conducted from the property. On February 27, 2026, 1 removed multiple signs posted on trees, fences, and poles throughout the City that advertised the business. These activities are expressly prohibited under the City's zoning regulations and business licensing requirements. The subject property is zoned low density residential (RL), and commercial activities such as junk removal and moving services are prohibited in all residential zones, pursuant to Diamond Bar City Code (DBCC) Section 22.08.030, Table 2-3. The violations identified constitute serious breaches of the DBCC and present both legal and public safety concerns. These are not minor property maintenance issues — they are direct violations of land use laws intended to protect the integrity, safety, and character of residential neighborhoods. VIOLATIONS CITED 1. DBCC 622.42 -Unauthorized Use of Property in Violation of Zoning Regulations Operation of a commercial business from a property zoned for residential use without required approvals or permits. 2. DBCC §5.00.180 - Failure to Obtain a Valid City Business License Conducting commercial activity without a current and valid City -issued business license. 3. DBCC §22.42.070(2) - Prohibited Home -Based Business Activities Operating a home -based business that exceeds the scope of permitted home occupations under City regulations. 4. DBCC §22.42.070(2)(e) -Home-Based Business Incompatible with Residential Character Engaging in business activities that generate traffic, disturbances, or conditions inconsistent with a residential environment. 5. DBCC §9.00.610. - Posting signs and defacing property. No person shall post, attach or affix any sign or advertisement upon or to any fence, building, tree or other property belonging to the City. REQUIRED CORRECTIVE ACTIONS • Cease all unpermitted business activity immediately. • Prohibit all customer visits and parking of commercial vehicles at the subject property. • Remove all signs and advertisement(s) of the operation of a commercial business at the subject property on platforms such as Yelp. • Remove any business -related merchandise from the property and relocate .it to a location lawfully permitted for such use no later than Tuesday, April 7, 2026. ENFORCEMENT NOTICE Failure to comply by the above date will result in further enforcement action, which may include the issuance of administrative citations of up to $500 per violation per Jay, and/or referral for prosecution. Continued violations may also subject the property owner and tenants to additional remedies available under the DBCC and State law, including abatement proceedings.
