TITLE: CONSULTING SERVICES AGREEMENT WITH DAVID VOLZ DESIGN FOR LANDSCAPE ASSESSMENT SERVICES.

RECOMMENDATION:
Approve and authorize the City Manager to sign Consulting Services Agreement with David Volz Design for landscape assessment services through March 31, 2026.
FINANCIAL IMPACT:
The total not-to-exceed amount for a one-year agreement is $60,000. Sufficient funds are included in the Fiscal Year 2024-25 AB 939 – Professional Services to cover the cost of such
services.
BACKGROUND:
In May 2025, a decision package for the amount of $174,000 from the AB 939 Professional Services funding source was approved by the City Manager. This is offset by the $146,317 received
through the CalRecycle’s Senate Bill (SB) 1383 Organic Waste Recycling (OWR) Grant, Cycle 4. The purpose for this allocation is to comply with SB 1383 Recovered Organic Waste Product
(ROWP) Procurement Target of 65% (or 2,949.28 tons) in 2024 and 100% (or 4,537.36 tons) in 2025.
Without sufficient resources to procure materials for City use, City Council approved a two-year direct service provider agreement with Zero Foodprint on July 16, 2025, which puts the
City in full compliance for both 2024 and 2025 ROWP procurement targets. The landscape assessment is a supplemental project that would allow the City to have a reliable and accurate
database of City-maintained vegetation, including square footage; special district boundaries; recommended soil amendment; and estimated labor cost.
ANALYSIS:
On August 8, 2024, the City issued an RFP for Citywide Landscape Assessment, which closed on September 27, 2024. Three (3) proposals were received and included line items for: area assessment,
material recommendation and budget, and final report compilation. A summary of each proposer’s cost is provided below:

David Volz Design came in as the lowest responsive bidder. With a proposal that is less than half the cost of the two other vendors, City staff was able to negotiate additional tasks
within the scope of work and add components to the GIS database, thus increasing the cost from $30,000 to $60,000.
LEGAL REVIEW:
The City Attorney has reviewed and approved the agreement as to form.
