Emergency Debris Management
Program Description
The City of Diamond Bar (“City”) has established the following procedures to
comply with the quarantine and emergency provisions outlined in 14 CCR
Section 18984.13. The City ensures proper handling of organic materials, disaster
debris, and other regulated materials in accordance with State requirements.
A. Facility Emergencies and Alternate Processing
The City does not anticipate emergencies related to facility equipment or
operational failures. Under the City’s franchise agreement, contracted haulers
are required to provide access to alternate permitted facilities capable of
processing collected materials in the event of facility downtime, equipment
malfunction, or other operational disruptions.
Should such an emergency occur:
1.The hauler will direct materials to an alternate facility that is properly
permitted and authorized to accept the material stream.
2.The City retains the authority to require use of a specific alternate facility
to ensure appropriate and compliant processing.
3.In the event of unforeseen circumstances where materials cannot be
processed at an alternate facility, the City will notify the California
Department of Resources Recycling and Recovery (CalRecycle) in writing
within ten (10) days using the CalRecycle Temporary Equipment or
Operational Failure Notification Form (Attachment A).
4.Notification documents and other supporting documentation will be
retained in the City’s Implementation Record.
B.Disaster Debris Management
In the event of a disaster or emergency resulting in disaster debris:
1. The City will notify CalRecycle in writing within ten (10) days using the
CalRecycle Disaster and Emergency Notification form (Attachment B).
2. The City will obtain all required temporary permits, emergency waivers, or
authorizations prior to processing, storing, or transporting disaster debris.
C. Homeless Encampment Cleanups
The City, through contracted services, occasionally performs cleanups of
homeless encampments. Materials collected from these sites may contain
hazardous waste, sharps, human waste, or other pollutants rendering them
unsafe for processing at organics recovery facilities.
1. The City maintains an internal tracking sheet to document instances
debris from homeless encampment cleanups. To date, no single event
has exceeded 100 tons of material.
2. Should a future event exceed the 100-ton threshold or otherwise require
reporting, the City will report in its implementation record (Attachment C).
D. Compliance with CDFA Requirements
If a quarantine event requires compliance with the California Department of
Food and Agriculture (CDFA):
1. The City will comply with all applicable CDFA quarantine requirements.
2. The City will maintain copies of any required CDFA Compliance
Agreements and be maintained in the City’s Implementation Record.
3. The City will coordinate with its contracted haulers and processing
facilities to ensure adherence to quarantine protocols.

Jurisdiction Notification that a Waiver was Issued Due
to an Emergency Processing Facility Temporary
Equipment or Operational Failure
CalRecycle is providing this form as a convenience to assist jurisdictions in providing the notification
required under 14 CCR 18984.13(a). Use of this form is optional and not a regulatory requirement.
Jurisdictions must notify CalRecycle within 10 days of a waiver decision by a jurisdiction per 14 CCR
Section 18984.13(a). A jurisdiction may use this form to notify CalRecycle.
If a facility that is processing a jurisdiction’s organic waste has unforeseen operational restrictions
that have been imposed upon it by a regulatory agency or if an unforeseen equipment or operational
failure has temporarily prevented the facility from processing and recovering organic waste, the
jurisdiction may allow the organic waste stream transported to that facility by its hauler(s) to be
deposited in a landfill or landfills for up to 90 days from the date of the restriction or failure.
CalRecycle-approved waivers can be good for up to 90 days from the date of the restriction or failure.
An approved waiver does not waive a jurisdiction from its obligation to comply with the other
requirements of the SB 1383 regulations including, but not limited to, promoting and providing
information to generators about waste prevention, community composting, managing organic waste
on-site, and other means of recovering organic waste.

Disaster and Emergency Notification
CalRecycle is providing this form to assist jurisdictions to submit an emergency waiver request under
14 CCR 18984.13. Use of this form is optional and not a regulatory requirement.
A jurisdiction may obtain a waiver for the landfill disposal of “disaster debris” as defined in 14 CCR
17210.1(d) when division of the debris cannot be diverted as defined in 14 CCR 17210.1(e).
To qualify, CalRecycle must have granted to a jurisdiction a disaster debris waiver granted pursuant
to 14 CCR 17210.4 and 17210.9.
The approved waiver(s) will waive the organic waste collection requirements of SB 1383 in the
affected areas of the disaster and emergency for the duration of the issued waiver. An approved
waiver does not waive a jurisdiction from its obligation to comply with the other requirements of the
SB 1383 regulations including, but not limited to, promoting and providing information to generators
about waste prevention, community composting, managing organic waste on site, and other means
of recovering organic waste.
