HomeMy WebLinkAboutVVS Residential Transition Ops Plan Operational Strategy Overview Below is a brief outline of the Operational Strategy for the September 2025 Diamond Bar cart delivery project. The project encompasses the deliveries by Valley Vista Services (VVS) of approximately 53,710 residential carts (see Tables I and II below), representing approximate quantities of Residential cart deliveries by service day and stream. Additionally, a plot map is included to illustrate service days managed by Vista Services, based on current hauler Waste Management (WM). Each household account will receive one “set” of carts (64G Trash, 64G Recycling, and 64G Yard waste/GW). This scenario included logistical planning for the removal of existing WM residential carts. Valley Vista Services can work with any chosen 3rd party vendor and/or Waste Management in planning and implementing to ensure a seamless transition for our customers. Valley Vista Services will start this project on Monday, June 2, 2025. For this transition, we will have a primary crew of 14 employees, including 6 Supervisors, 1 Operation Manager, and a Director of Operations dedicated to boots on the ground for the 6 weeks of transition until July 18, 2025, to mitigate unnecessary calls by providing live information to our customers. Project Chronology & Operational Strategy Overview Before mobilization, all pre-deployment meetings will be completed VVS team to conduct final data scrub for all routes/accounts for residential customers in coordination with WM team (currently ongoing) Final scheduling completed for all Residential homes Final Print Route Sheets for Deliveries and Exchanges to be completed. Final data download into Soft-Pak for the Onboard Computer (OBC) system to record each transition, including cart serial number and picture of the reach cart at each home. Real-time data capture and transfer into our database to share with customers if needed. Leave a flyer on all new trash carts (one per account) with instructions for customers to set all old WM carts out, full or empty, and leave them out until they are removed. Provides Customer Service Contact number for VVS Delivery of the 2G Food Pail on top of each Green Organics Cart Remove all WM carts on the day of service to smooth the transition (work with WM 3rd party) Recovered WM carts transported to the staging facility (3rd party will remove from there) Work Orders for exchange sizes or extra carts will be starting on July 21, 2025 (after finishing cart deliveries) All deliveries are targeted to be completed on July 11, 2025. Ongoing daily/weekly update emails or calls to review schedule, progress, reporting, and any operational/customer concerns. Outreach materials will be utilized by VVS, per agreement with the City of Diamond Bar Draft Scheule Monday, May 5, 2025. Begin Receiving Carts at Stagging Place (5 miles away) Monday, June 2, 2025. Begin Cart Deployment Friday, July 11, 2025. All deliveries completed Monday, July 14, 2025. Work Orders for Exchanging Carts Thursday, July 31, 2025. All Work Orders Completed. Start collecting on September 2, 2025 (Tuesday) due to the Labor Day Holiday; this week will work on Saturday to cover Friday services. Fleet Inventory VVS has ordered all the necessary equipment for this service area. (13) Automatic Side Loaders, with Battle Motors Chassis and McNeilus Bodies, 4 have been shipped and delivered to our City of Industry location. There are fifteen (15) trucks for this transition, including a small BURRO for hard-to-service and a flatbed for cart exchanges. All these vehicles have begun their testing cycles so we can ensure any issues are identified and addressed before the start of the services on 09/02/2025. Operations Our goal is to make this transition experience unique to our customers. As we deliver the new carts, we will simultaneously remove the old ones. VVS has made excellent progress in recruiting and onboarding new collection drivers. Operations are planned for 14 residential drivers and one (1) operations supervisor (Aaron Budiman), a previous WM supervisor with full knowledge and experience managing this residential area. Mr. Budiman has over 5 years of waste industry experience and is familiar with Diamond Bar residential routes. Felix Zamora, a 23 years’ experience residential collection supervisor with 23 years of experience, will assist Mr. Budiman during the transition period. Together, they have a collective twenty – eight (28) years of experience. Ms. Erika Santillan will lead the operations team, bringing her +16 years of experience as Operation Manager with Mr. Solis’ +35 years of waste management experience as Director of Operations. Additionally, VVS will have four (4) more operations supervisors to help during the transition. The Operation Team will utilize a hands-on approach emphasizing direct, honest, and exceptional service to our customers. All staff in the field will be equipped with tablets so service requests can be immediately entered into Soft-Pak.
