Old San Gabriel Canyon Road Azusa, CA 91702 RE: Letter of Support for SGVCOG’s RMC Consolidated Grant Program Application Dear Rivers and Mountain Conservancy, On behalf of the City of Diamond Bar, I am pleased to offer this letter of strong support for the San Gabriel Valley Wildfire Preparedness Program application, facilitated by the San Gabriel Valley Council of Governments (SGVCOG), as part of the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC) Consolidated Grant Program. The City of Diamond Bar has an estimated 3,000+ properties located within the recently adopted Fire Hazard Severity Zones. The urgency for regional wildfire mitigation, coordination, and public education in the San Gabriel Valley has only intensified following the 2025 Eaton Fire. This incident underscored what many agencies across the San Gabriel Valley have long recognized: wildfire risk is increasing, and timely, accurate, and unified coordination, mitigation, and public education are essential to protecting lives, property, and critical infrastructure. The SGVCOG is well positioned to meet the moment to lead this effort to reduce fire risk across the Valley. Since 2021, the SGVCOG has implemented multiple regional wildfire preparedness programs, including FirePrep SGV, a regional education and outreach program launched in partnership with the Rivers and Mountains Conservancy; development of a Regional Community Wildfire Protection Plan (CWPP) for the San Gabriel Valley; and a home ignition zone assessment program serving residents in high fire hazard severity zone areas. However, additional resources are needed to continue and expand these programs. Through the recently completed Regional CWPP process, stakeholders across the San Gabriel Valley collaboratively identified key regional Rivers and Mountains Conservancy Support for SGVCOG’s RMC Consolidated Grant Program Application January 20, 2026 Page 2   priorities to reduce wildfire risk, including, but not limited to, fuels mitigation projects, wildfire preparedness education and outreach, and home hardening and defensible space implementation. RMC funding is critical to ensure that the CWPP’s regionally supported priorities are realized. With funding awarded through the RMC’s Proposition 4 program, the City of Diamond Bar is looking forward to supporting the SGVCOG in the implementation of these regional priorities. We recognize the importance of a unified and regional approach to wildfire prevention and preparedness and remain committed to working collaboratively to strengthen wildfire resilience throughout the San Gabriel Valley.
