Live Oak Ave. Baldwin Park, CA 91706 626-825-3785 JGoldman@wm.com CY 2026 ROWP Memorandum December 29, 2025 TO: City of Diamond Bar City Manager’s Office Attn: Tara Reyes, Management Analyst FROM: Waste Management SUBJECT: Senate Bill 1383 Recovered Organic Waste Product (ROWP) Procurement CY 2026 The Short-Lived Climate Pollutants law, Senate Bill 1383 (SB 1383), requires cities and counties to procure products made from recovered organic waste and comply with State-established procurement targets. Waste Management (WM), as the City of Diamond Bar’s Franchised Commercial Waste Hauler and pursuant to §6.4.8 of the Franchise Agreement (FA), WM will procure the ROWPs for Calendar Year 2026 through the following approach: 1) Procurement Credits. WM will secure procurement credits on behalf of the City to satisfy SB 1383 purchasing requirements through the sale of material. This transaction will be managed entirely by WM, at its sole expense, and documented to meet CalRecycle reporting standards, with no liability to the City. Through procurement credits, WM plans to provide 1,814.94 tons of ROWP for Calendar Year 2026 to meet the 40% requirement stipulated in the Franchise Agreement.
