We conducted the inspections for the eight Tier 1 generators, and they all still have their programs in place with the required documents. Our outreach efforts included twenty-six touch points with Tier 1 generators. Abound Food Care’s focus is on providing support, guidance, and direction to generators and FROs, encouraging participation and compliance with SB1383. This report presents a holistic view of our outreach strategies, compliance status, and ongoing challenges, equipping decision-makers with valuable insights to drive impactful changes in the community. These aggregated pounds encompass data from various organizations and businesses, providing a comprehensive overview of edible food recovery efforts in the City of Diamond Bar. Impact Report 3 California Food Banks Brace for Funding Cuts California food banks are facing a crisis as both federal and state funding are slashed amid continued high demand for food assistance, which remains well above pre-pandemic levels. The U.S. Department of Agriculture recently froze hundreds of millions of dollars in federal funds, halting 330 truckloads of food destined for food banks statewide, including 90 for Los Angeles and 11 for Sacramento. This comes on top of the cancellation of a Biden-era grant program that supported food banks and local farmers, and as Congress considers cuts to the Supplemental Nutrition Assistance Program (SNAP), which provides about $1 billion monthly to low-income Californians. At the state level, Governor Newsom’s proposed budget would reduce annual CalFood funding from $60 million to $8 million, further straining the system. These funding cuts threaten to force food banks to reduce the amount of food they can distribute or rely more heavily on private donations, even as inflation and economic pressures keep demand high. The Sacramento Food Bank, for example, now serves 310,000 people monthly—more than double its pre-pandemic clientele—and relies on these federal and state funds for a significant portion of its $3.5 million annual food budget. The ripple effects extend to local farmers, who have invested in expanded production based on expected food bank demand, and now face uncertainty. State lawmakers are under pressure to preserve food assistance funding, but must balance it against other priorities as California grapples with a $322 billion budget and uncertainty over whether it can offset lost federal support.
