The report details the outreach efforts, not only significant changes and organizational priorities but also providing specific monthly impact data. It encompasses compliance statuses, impact metrics, and the evolving landscape of food recovery affecting the City of Diamond Bar. Currently all eight Tier 1 generators and the six Tier 2 generators are in compliance. Our outreach efforts included six touch points with Tier 1 generators. Abound Food Care’s focus is on providing support, guidance, and direction to generators and FROs, encouraging participation and compliance with SB1383. This report presents a holistic view of our outreach strategies, compliance status, and ongoing challenges, equipping decision-makers with valuable insights to drive impactful changes in the community. Outreach Summary 2 City of Diamond Bar Food Donation Program Impact During the month of June, 30,921 pounds of excess edible food was diverted from the landfill and redistributed to those in the community. 30,921 Lbs. Food Rescued 19.90 Tons GHG Footprint 3.55 Million Gallons Water Footprint The pounds of edible food reported above represent the quantity of food that was donated by food generators, picked up by a food recovery organization, and distributed to individuals and families in the community. These aggregated pounds encompass data from various organizations and businesses, providing a comprehensive overview of edible food recovery efforts in the City of Diamond Bar. Impact Report 3 New Law on Surplus Food: Is it Helping Food Banks? California’s Senate Bill 1383, introduced in 2022 to require food producers and restaurants to donate surplus edible food rather than send it to landfills, has had a mixed impact on the state’s food banks. While the law has successfully diverted 420,000 tons of food from landfills and provided around 700 million meals to those in need, the results for food banks are split. A recent survey showed that only 30% of food banks felt the benefits outweighed the costs, with many citing increased donations of both nutritious and spoiled food. Food banks in urban areas with strong funding and local support, like the Los Angeles Regional Food Bank, have benefited from increased donations and grant-funded resources, including equipment and additional staff. However, for many food banks, especially those in rural regions, the law has introduced new administrative burdens, reporting requirements, and logistical challenges without corresponding financial support. Only half of the food banks surveyed received funding to help implement the law, leaving the rest struggling with the demands of managing more donations, higher operating costs, and the need for new equipment or extra staff. Some have had to reallocate employees from other essential roles to handle reporting and compliance work, impacting their regular operations. Moving forward, experts agree that for SB 1383 to reach its full potential, ongoing funding and collaborative efforts to ease the administrative burden on food banks are essential, alongside adaptations for local conditions.
