This Outreach Report for Diamond Bar offers a comprehensive overview of Abound Food
Care’s outreach initiatives, highlighting our successes, challenges, and impact in implementing
a fully compliant SB1383 program as well as an overall successful edible food recovery
program. The report details the outreach efforts, not only significant changes and
organizational priorities but also providing specific monthly impact data. It encompasses
compliance statuses, impact metrics, and the evolving landscape of food recovery affecting
the City of Diamond Bar.
Currently all eight Tier 1 generators and the six Tier 2 generators are in compliance. We will
begin reaching out to the Tier 1 generators in May to schedule their inspections for 2025.
Our outreach efforts included seven touch points with Tier 1 and three touch points with Tier
2. Abound Food Care’s focus is on providing support, guidance, and direction to generators
and FROs, encouraging participation and compliance with SB1383.
This report presents a holistic view of our outreach strategies, compliance status, and ongoing
challenges, equipping decision-makers with valuable insights to drive impactful changes in the
community.

Maine Introduces Food Waste Ban
Maine state legislators have introduced LD 1065, a bill aimed at significantly reducing food
waste disposal in landfills and incinerators. The legislation targets large-scale food waste
generators—initially those producing more than 2 tons per week within 20 miles of an
organics recycling facility—requiring them to divert food waste from disposal by July 1, 2027.
The scope of the ban expands in 2029 to include generators producing over 1 ton per week
within 25 miles of a recycling facility, with provisions for further tightening these
requirements after 2032. The bill also mandates annual reporting on food waste generation,
donation, and recycling, and prioritizes food waste reduction, donation of edible food, and
sustainable recycling methods such as composting and anaerobic digestion.
This legislative push comes in response to Maine’s recent “Food Loss and Waste Generation
Study,” which revealed that the state wastes over 360,000 tons of food annually. The
initiative aligns with updated climate action goals calling for a 50% reduction in food loss
and waste by 2030. However, the Maine Department of Environmental Protection has
expressed concerns about the state’s current capacity to enforce such a ban, citing limited
staff and insufficient organics recycling infrastructure. If enacted, Maine would join other
New England states in implementing food waste disposal bans, marking a significant shift in
the region’s approach to waste management and sustainability.
