This Outreach Report for Diamond Bar offers a comprehensive overview of Abound Food
Care’s outreach initiatives, highlighting our successes, challenges, and impact in implementing
a fully compliant SB1383 program as well as an overall successful edible food recovery
program. The report details the outreach efforts, not only significant changes and
organizational priorities but also providing specific monthly impact data. It encompasses
compliance statuses, impact metrics, and the evolving landscape of food recovery affecting
the City of Diamond Bar.
As of the end of November, nine generators are in compliance. We continue to offer our
assistance to the remaining six generators who are not yet in a compliant program.
Our outreach efforts included five touch points with Tier 1 and seven touch points with Tier 2.
Abound Food Care’s focus is on providing support, guidance, and direction to generators and
FROs, encouraging participation and compliance with SB1383. Additionally, we conducted
inspections of two Tier 2 generators in November, with detailed compliance information
included in section five of this report.
This report presents a holistic view of our outreach strategies, compliance status, and ongoing
challenges, equipping decision-makers with valuable insights to drive impactful changes in the
community.

to individuals and families in the community.
These aggregated pounds encompass data from
various organizations and businesses, providing
a comprehensive overview of edible food
recovery efforts in the City of Diamond Bar.

EPA Food Donation Basics
The EPA outlines the critical role of food donation in addressing food waste and food insecurity
in the United States. In 2019, the country generated approximately 66 million tons of wasted
food, while 12.8% of households faced food insecurity in 2022, affecting over 44 million people.
The EPA emphasizes that donating wholesome food not only nourishes those in need but also
conserves the resources involved in food production and distribution. Food donations primarily
come from various sectors of the food supply chain, including farmers, manufacturers, and
retailers, but individuals and community organizations can also contribute by collecting and
donating unspoiled food.
Legal protections under the Bill Emerson Good Samaritan Food Donation Act encourage food
donations by shielding donors from liability when they donate food in good faith. This Act was
updated in January 2023 to extend protections for direct donations to individuals. The article
highlights that many types of non-perishable and safe perishable foods can be donated to local
food banks and shelters. It also stresses the importance of adhering to proper food safety
practices when donating, as outlined by the U.S. Food and Drug Administration's 2022 Food
Code.
To facilitate food donations, the article provides resources for finding local food banks and
rescue organizations, such as Feeding America and AmpleHarvest.org. It suggests practical
strategies for increasing community donations, including establishing relationships with local
businesses for regular donations and volunteering with food rescue organizations. By leveraging
these resources and strategies, individuals and organizations can play a significant role in
reducing food waste and supporting those facing hunger in their communities.

They are only open Tue-Thur and half day on Friday. The building only has
100 employees at any given day because a lot of the employees are still
working remote.
Went in and did their inspection with Sara. I gave her information on how to sign up
on Chow Match. She asked that I send her local agencies as well. They are very slow
and have very minimal food. She walked me through the back and showed me their
walk in coolers and there was not much food as they order very little with how slow
they are.

They are donating at times to the temple but do not have an agreement in
place or track what is donated.
Went in and did their inspection with the owner Paul. He let me know that they do
donate at times to the temple but do not have an agreement in place or track what is
donated. I went over the documents that are required and he gave me his email and
asked that I send template documents so he can work on getting these in place with
the temple.

donation requirements and he is going to give it to a
manager when they get in so they can contact me.
