This Outreach Report for Diamond Bar offers a comprehensive overview of Abound Food
Care’s outreach initiatives, highlighting our successes, challenges, and impact in implementing
a fully compliant SB1383 program as well as an overall successful edible food recovery
program. The report details the outreach efforts, not only significant changes and
organizational priorities but also providing specific monthly impact data. It encompasses
compliance statuses, impact metrics, and the evolving landscape of food recovery affecting
the City of Diamond Bar.
As of the end of December, eight generators are in compliance while one is partially compliant.
We continue to offer our assistance to the remaining six generators who are not yet in a
compliant program.
Our outreach efforts included seven touch points with Tier 1 and ten touch points with Tier 2.
Abound Food Care’s focus is on providing support, guidance, and direction to generators and
FROs, encouraging participation and compliance with SB1383. Additionally, we conducted
inspections of two Tier 2 generators in December, with detailed compliance information
included in section five of this report. We tried to also do the inspection for New Aashiyana,
but they were closed at the time.
This report presents a holistic view of our outreach strategies, compliance status, and ongoing
challenges, equipping decision-makers with valuable insights to drive impactful changes in the
community.

During the month of December, 33,820 pounds of excess edible food was diverted from the
landfill and redistributed to those in the community.

represent the quantity of food that was
donated by food generators, picked up by a
food recovery organization, and distributed
to individuals and families in the community.
These aggregated pounds encompass data from
various organizations and businesses, providing
a comprehensive overview of edible food
recovery efforts in the City of Diamond Bar.

California's New Food Labeling Regulation and Its Impact
on Food Waste
In September 2024, California Governor Gavin Newsom signed Assembly Bill 660 (AB 660)
into law, marking a significant shift in food labeling practices aimed at reducing food waste.
Effective July 1, 2026, the legislation mandates that food manufacturers and retailers use
standardized date labels: "Best if used by" to indicate peak quality and "Use by" to denote
safety. The use of consumer-facing "sell by" dates is now prohibited, addressing consumer
confusion and promoting clearer understanding of food freshness. AB 660 aims to provide
consumers with clear guidance, thereby reducing unnecessary food disposal.
The introduction of these standardized labels is expected to substantially decrease food
waste. According to ReFED, ambiguous date labels contribute to approximately 7% of
consumer food waste in the United States. The law's implementation is anticipated to save
over 70,000 tons of food annually, translating to significant environmental benefits and cost
savings for consumers.
