This Outreach Report for Diamond Bar offers a comprehensive overview of Abound Food
Care’s outreach initiatives, highlighting our successes, challenges, and impact in implementing
a fully compliant SB1383 program as well as an overall successful edible food recovery
program. The report details the outreach efforts, not only significant changes and
organizational priorities but also providing specific monthly impact data. It encompasses
compliance statuses, impact metrics, and the evolving landscape of food recovery affecting
the City of Diamond Bar.
As of the end of June, ten generators are in compliance, while one generator has transitioned
to the ceased outreach category. We explore the reasons behind ceased outreach efforts,
highlighting the challenges identified by these generators, including not qualifying.
Our outreach efforts included nineteen touch points with Tier 1 and nine touch points with Tier
2 generators. Abound Food Care’s focus is on providing support, guidance, and direction to
generators and FROs, encouraging participation and compliance with SB1383. Additionally,
we conducted inspections of two generators in June, with detailed summaries included in
Section 7 of this report.
This report presents a holistic view of our outreach strategies, compliance status, and ongoing
challenges, equipping decision-makers with valuable insights to drive impactful changes in the
community.

and redistributed to those in the community.

to individuals and families in the community.
These aggregated pounds encompass data from
various organizations and businesses, providing
a comprehensive overview of edible food
recovery efforts in the City of Diamond Bar.

Rising Economic Strain on Low-Income Families: Addressing Nutritional Gaps and
Support Systems Amid Inflation and Policy Changes
An overriding theme through the first half of the year has been increased strain on low-income
families caused by economic conditions and reductions in government support. The
challenges faced by these families underscore the importance of not just meeting SB 1383
requirements but also delivering effective programs to enable healthy outcomes for those
struggling to fill expanded nutrition gaps created by market conditions. Inflation is impacting
lower-income households, adding an additional burden on the charitable feeding network to
support these families. Federal research suggests that inflation hits low-income households
hardest for several reasons: they spend more of their income on necessities such as food, gas,
and rent—categories with greater-than-average inflation rates—leaving few ways to reduce
spending. When prices rise, middle-income households may react by consuming cheaper
goods and buying more generic brands, whereas low-income households do not have the
same flexibility; in many cases, they are already consuming the cheapest products. On May
31, the Affordable Connectivity Program was eliminated, causing more than 23 million
households to lose $30 a month in federal support for their internet bills. For those seeking
new or better jobs, families with school-aged children needing internet access for school
projects, seniors relying on technology to remain in contact with remote family members, and
many others, internet access is no longer a luxury but a life requirement. The loss of internet
support is likely to add to the stress these families face in addressing their nutritional needs.
Adding these events to the previous expiration of COVID-related federal support and
changes in other safety net feeding programs increases the pressure on the charitable
feeding system to address nutritional gaps. Ensuring effective execution of food recovery
programs in local jurisdictions will be important in the months and years ahead.

During our outreach efforts, Abound Food Care utilizes a comprehensive
outreach process that includes a variety of outreach methods and a number of
touchpoints to educate, guide, encourage, and implement a compliant food
donation program. Despite our efforts, there are instances where generators have
opted not to participate in a compliant program, have not been responsive or do
not qualify.

• We completed the inspection at Smart & Final with Sabra as Matthew is no longer at this
location. She was able to provide their agreement as well as donation receipts that show
their pounds donated. We provided a log for them to utilize so that they could input their
donations on one sheet rather than having them on multiple pages for each month. They
will begin utilizing the log moving forward.
• We went in and completed the Walmart inspection with Do. She was able to provide their
agreement as well as all receipts for their donations and the pounds donated. We provided
a log for her to track all donations for each month rather than multiple receipts. She will
begin to utilize the log moving forward.

pickups are consistant and are happy with the donation process.
Went in and did their inspection with Do. She provided me with their agreement and
