Scope of Services:
Abound Food Care agrees to implement an enhanced comprehensive municipal edible
food recovery program on behalf of the municipality in the City of Diamond Bar.
Services to be performed include the following.
1. Further collaboration and communication.
a. To include monthly meetings as needed, information requests, information review,
and all necessary follow-ups.
2. Manage edible food recovery contracts between 8 Tier 1 and 14 Tier 2 food waste
generators as identified by the city and in accordance with SB1383 regulations.
a. Manage and assist in the execution of food recovery agreements from the total 22
Tier 1 and Tier 2 generators.
3. Provide the use of a technology platform to aggregate pounds recovered and report to
the city monthly.
a. This technology platform will include information on types of food donated, food
recovery organization recipient, pounds of food recovered and frequency that the
food is recovered in accordance with SB1383 regulations.
b. Monitor food donations and provide food donors and food recovery organizations
assistance as needed.
4. Provide educational materials to all Tiered food waste generators and food recovery
organizations including but not limited to benefits of participation in food recovery and
SB1383 compliance regulations.
a. Provide the city with a list of Food recovery organizations either in the city or
operating in the city to put on their website.
5. Conduct at least 44 targeted and recorded outreach touchpoints to Tier 1 and Tier 2
food waste generators in cooperation and/or conjunction with city staff and waste
hauler staff using Abound Food Cares CRM platform.
6. General assistance with communication of these efforts as well as broader efforts to
build the stakeholder groups to effectively service the city will be included in this scope
of services.
7. Conduct the annual inspection of the 8 identified Tier 1 food generators to identify
compliance with SB1383regulations.
a. Inspection will include confirmation of a written agreement with a food recovery
organization or service, the active use of a food donation log recording their food
donation activities and identification of any red flags.

Outreach Activities:
In March of 2023, Abound Food Care focused our efforts on coordinating outreach to the
identified non-participating Tier 1 generators. This included virtual touchpoints including email
and phone calls that included information on how to begin their food donation efforts. These
touchpoints were as follows:
1. We stopped by Diamond Fresh to speak with Norma to see if she has tried signing up on
chow match since the last time we talked. She was out of town so we will need to follow
back up with her when she is back. We left our card and they said they would let her
know we stopped by. We will follow up with Norma in April if we don’t hear back from
her before then.
2. We stopped by Market World so we could speak with Martin since we have been having
trouble getting in touch with him. He was not there but they said they would tell him we
stopped by. He called the next day and said they have been having trouble with their
phone lines and he has been really busy and hasn’t had a chance to sign up on chow
match. He said he would try getting signed up within the next week so we will follow up
in April if he still has not.
3. We sent an email to Target’s corporate office regarding SB1383 and its requirements
and the trouble we were having with receiving the information on an agreement and
pounds donated from the store in Diamond Bar.
We will continue our outreach to the non-participating Tier 1 generators and continue to offer
our support in getting them in compliance with the requirements of SB1383.
We reached out to the Tier 1 generators who are participating to ensure their donation pick ups
are going well. All donation pick ups are going well with the organizations they are donating to
and they are consistent with their pickups.
We will begin calling the schools that were on the Tier 2 list that was sent to us. Once we
receive confirmation to move forward with our outreach to the additional Tier 2 generators we
added to the list, we will begin our outreach with the remaining generators on the list.

Abound Food Care continues to provide service and outreach to the City of Diamond Bar
foodservice operators.
